As a OPERATIONS RESEARCH ANALYST at the GS-1515-14 some of your typical work assignments may include:

• Serve as a Subject Matter Expert leading the strategic identification, analysis, and integration of cutting-edge technologies (e.g., hybrid cloud environments tailored for the federal sector) to maximize software and network resilience for DTRA Technical Reachback
• Drive the architectural strategy for high-resilience network environments and software architecture to ensure the seamless continuation of the Reachback mission.
• Serve as a COR to manage, mentor, and scale a team of systems administrators, network engineers, and cybersecurity specialists. Compile and deliver necessary training and education material to increase and maintain team operational capabilities.
• Oversee the implementation, documentation, and continuous monitoring of DoD cybersecurity compliance, alignment, and authorization processes.
• Perform comprehensive risk assessment and management, quality assurance, and information assurance across complex programs and systems.
• Review, approve, and execute Statements of Work (SOWs) and Procurement Requests (PRs). Review and evaluate projects for adequacy, ensure compliance with federal contracts, and recommend program changes or restructuring.
• Translate complex technical information into clear, actionable Technical Objectives. Provide analyses, reports, and recommendations in forms such as formal memoranda and executive briefings for Agency leadership.
• Represent leadership for assigned projects in meetings, working groups, and presentations at all appropriate levels internal to DTRA, across the DoD, and with external industry partners.
• Maintain active liaison with appropriate offices and routinely contact various offices within the DoD and Federal Agencies. Provide justification for the programmatic, technical, and project integrity of proposed plans.

• This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
• The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.CLP period, with a goal of at least 40 annually.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service, military, or private sector:

• Overseeing broad information technology-related programs involving multiple performers
• Driving architectural strategy for high-resilience network environments, software architecture, and advanced technology integration
• Establishing strategic objectives and leading progress against them; managing integrated acquisitions (e.g., contracts, agreements, grants) that consolidate and fulfill requirements for multiple organizations or organizational sub-elements
• Overseeing the implementation and continuous monitoring of cyber security compliance and risk management frameworks; translating, synthesizing, and distilling numerous sources of federal and Department acquisition-related regulations and policy to provide guidance to other program managers
• Developing and delivering executive-level briefings translating complex technical content to non-technical audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:

A. Degree: Operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Or

B. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Substitution of education may not be used in lieu of specialized experience for this grade level.
