Job Description:\n\nPosition DescriptionThe Family Engagement Manager (FEM) is responsible for managing designated family engagement services and ensuring adherence to the Head Start Program Performance Standards. The purpose of the Family Engagement Manager is to perform duties that require advanced knowledge in the field of family/human/social services and to use such knowledge and prior work experience to exercise discretion and independent judgment in providing the most appropriate services and support to children and families in the Head Start/Early Head Start program. Conduct and participate in family engagement yearly activity. Build partnerships with families to assist them in identifying their own goals, strengths, needed services, and support system. Assist with developing and implementing family partnership agreements that outline families' strategies and timetables for achieving their own goals. Responsible for the management and record-keeping of the family's comprehensive file management. Responsible for supervising all Family Service Advocates.Nacogdoches, TxJob Summary Key Accountabilities and Responsibilities:Administration and Operations: Support the collaboration of partnerships with parents to establish mutual trust and respect.In collaboration with each family, assess their need for social services.Supports the development of an individualized plan that responds to the family's needs, by providing supervision to the Family Service Advocates. Supports the development of case management and case notes template for family engagement, by providing supervision to the Family Service Advocates. Deliver and coordinate the delivery of needed social services to each family through referral or director services, review, and update, as necessary.Conducts and documents follow-up on all referrals.Establish Family Partnership Agreements (FPA) with families and identify the family's strengths, needs and interests to help parents develop and achieve goals within the program year.Facilitate follow-up on Family Partnership Agreement (FPA) goals with families within 90 days and ongoing at a minimum of 90 days or more frequently if necessary.Provide comprehensive community resource information to families, individualizing to respond to the family's needs and concerns to the maximum extent possible. Refer families to community agencies/programs; assess accessibility, relevance, and usefulness of assistance.Will assist with the establishment and maintenance of ongoing collaborative relationships with community organizations responsive to the concerns of the families of children birth through age 5, expectant families/pregnant women and their families; participate in community awareness events.Report suspected child abuse and neglect following program procedures and Texas law.Develops a working knowledge of community resources and visits, at least annually, with major agencies for service delivery updates and community resource guide updates.Implement, document, and report all family engagement ERSEA of potentially eligible children birth through age 5, expectant families/pregnant women, and their families in collaboration with the FHCS coordinator.Recruits prospective families, monitor family engagement attendance, and maintain logs of all events.Follow up with families experiencing participation or attendance problems in family engagement events.Supports the coordination and implementation of monthly parent committee meetings at each site.Maintain accurate records and documentation (e.g., meeting minutes, plan, training, sign-in sheet, and PC members' eligibility paperwork).Ensure the elected Policy Council representative and alternate for the assigned center site(s) are in attendance for the Program's Policy Council monthly meetingCoordinate monthly parent engagement activities through fatherhood engagement and empowerment support groups.Support a comprehensive, individualized, and developmental parent engagement and education program responsive to parent needs, concerns, and requests that support parents as the primary influence in their children's lives, which is implemented by the Family Empowerment Administrator. Ensure comprehensive, timely two-way communication between parents, Head Start staff, and community individuals and organizations.Encourage parent volunteerism throughout the program.Provide parents regular opportunities to work together and with other community members on activities they helped develop and in which they expressed an interest.Encourage parents to take an active role in making community services more responsive to their goals and needs.Promote full child/family participation in program activities and assist with monitoring and resolving any problems.Assist parents, including pregnant women, with the transition process into Head Start from Early Head Start or other settings and from Head Start to kindergarten.Provide information concerning physical/dental/mental health and nutrition education activities responsive to parents' ongoing and expressed needs as individuals and in the parent committee meetings.Provide parents with appropriate information on health, safety, and family literacy activities.Liaison with community public and private assigned content areas related agencies as assigned.Development of the annual community resource guides and list of services that will help these families. Manage and support each site in implementing a research-based parent engagement curriculum and programs with an intentional focus on improving father/male involvement.Develop and implement a process of ongoing monitoring of each childcare site to include quarterly classroom observations, review of files, follow-up on needed services, and implementation of policies, procedures, and standards relevant to assigned content.Provide consultation, technical assistance, resources, training, and support to all childcare staff in family engagement and support services, under the direction of the Family Empowerment Administrator.Collaborate with the management team to develop and integrate a seamless service delivery system for children and families.Support the development of a regulatory plan for the assigned content areas in a clear, precise manner, which would serve as a monthly guide.Support the development sessions and fairs for all family orientation and yearly engagements.Prepares and maintains family engagement bulletin boards and posts.As applicable, ensure assistance to expectant families and mothers accessing comprehensive prenatal and postpartum care.Ensures that all state and federal mandates are adhered to concerning family engagement gaps.Works closely with family service staff and families who have special health problems and issues and develop a community resource list of health services to help these families.According to Texas mandated reporting guidelines, any person having reasonable cause to believe that a child has been subjected to abuse or acts of abuse should immediately report this information to the State Central Registry (SCR).Support in preparing 911 emergency guidelines and protocols.Provide leadership and works collaboratively with administrators and managers to analyze community assessment information to update all family engagement services content area of family engagement plans.Support family engagement services staff in providing human/social work case management counseling to all enrolled families and is responsible for record-keeping, reporting, and electronic file maintenance.Inform and advocate for the benefits of family involvement and activities for families.Develop and implement a process of ongoing monitoring of each site to include quarterly observations for the designated content area of family engagement services.Assist program staff in meeting all family engagement requirements.Support FHCS in providing consultation, technical assistance, and follow-up to directors, classroom staff, and parents to support the quality of inclusive childhood environments, materials, and practices for children and family’s needs.Collaborate with GETCAP's administrative team, management team, contractual agencies, and community organizations as identified to ensure service delivery to children and families.Collaborate with the management team to develop and integrate a seamless service delivery system for children and families.Participates in team meetings with education, ERSEA and special services staff to discuss any concerns with a child; and is responsible for all follow-up and referral work in the health and nutrition area. Participates in GETCAP-ECFS appropriate meetings, training, coordinating activities, self-assessment process, and analyzing community assessment in conjunction with other area coordinators and managers.Perform other work-related duties as assigned.Monitoring: Monitor processes, plans, policies, procedures, and tracking systems for all aspects of designated service areas and Texas state and federal program requirements for childcare and HS/EHS programs.Works closely with family engagement services staff and families who have special health problems and issuesReview of family engagement files, follow-up on needed services, implementation of the process, plans, policies, procedures, and standards relevant to designated services areas requirements and standards.Monitor family engagement services staff to ensure families have access to services and resources responsive to their interests and goals.Ensure service areas follow-up to ensure the referral met family expectations and circumstances.Monitor the assistance to expectant families and mothers accessing comprehensive prenatal and postpartum care.Monitor all designated service area records and consultations.Review and participate in family conferences.Monitors and maintains tracking family engagement services.Supervises the maintenance and upkeep of current and accurate tracking records of the assigned content areas of all family and children's files related to family engagement services.Support in analyzing causes of absenteeism in family engagement services.Supports the planning and implementation of family engagement services, parent committees, and yearly family orientations.Monitor and ensure meetings and one-on-one interactions between family workers/advocates and families by respecting each family's diversity and cultural Background.Work with families throughout the year to identify family goals, strengths, necessary services, and supports.Track progress on achieving family goals and report on family outcomes.Ensures that family engagement services staff collect data at the initial intake and obtain children's medical histories at assigned sites.Review, evaluate, and interpret data records to create designated monthly data monitoring reports.Observes and document program best practices to ensure compliance related to HS/EHS system related to required adequate and appropriate posted materials and health, nutrition, safety/sanitation within all GETCAP-ECFS sites. Reporting: Ensures an appropriate written transition plan is prepared for all Early Head to Start children six months before their third birthday.Documents all efforts to assist families, track family partnership efforts and outcomes, records, monitors, follows up on referrals, and submits monthly reports to the Family Empowerment Administrator. Family engagement data and entered into GoEngage; monitor; update; prepare data reports for program use and support the collection of the Program Information Report (PIR) indicators within GoEngage.Maintain accurate, objective, timely, and confidential records documenting all child, family, staff, and agency contacts; disseminate appropriately and document all family engagement activities.Compile reports to the GETCAP-DECFS management staff for the compliance-related content area of family engagement regulatory reportingMaintain up-to-date GETCAP-DECFS documentation and reports of site monitoring assessment, results, administration and operations, systems, and service areas for the related content area of family engagement.Collaborates with the Family Empowerment Administrator to analyze, assess, and interpret statistical and programmatic data to prepare quarterly programmatic monitoring review assessment and finding report for the related content area of family engagement.Collaborates with the Family Empowerment Administrator ensure all community assessment data is used in the related content area of family engagement.Report on the collaborative efforts with coordinators and managers to analyze community assessment information and facilitates planning efforts to determine design options, recruitment efforts, and enrollment of eligible families.Report on the network of community representatives and innovative activities for the content area of family engagement.Ensure reporting on programs' inclusive activities, resources for inclusion, and culturally informed supportive services to meet the identified needs of children and families.Respect family confidentiality and ensure coordinated services that meet the individual needs of children and families. Attend parent/teacher conferences as requested to promote family engagement.Attend multi-team development meetings and staffing as requested. Minimum and Preferred Requirements- (Knowledge, Skills, and Abilities)Bachelor's Degree in Family Services, Human Services, Social Services, Social Work, Social Science, Health Services, Early Childhood, Child Development, Special Education, Data Management, Statistical Analysis, or related field.Requires knowledge and experience in data collection and analysis.Requires knowledge and experience in program systems and operational management of Texas state and federal childcare and Head regulations and compliance.Advanced computer literacy, including database management, spreadsheet, word processing, internet, and email.Strong management, organizational, and critical thinking skills with positive personal attributes and interpersonal communication.Proven ability to establish constructive relationships and interact as a positive role modelCustomer service orientation with the ability to effectively communicate regularly with internal customers, build relationships, manage customer expectations, and take responsibility for an elevated level of service.Excellent diagnostic and critical thinking skills.Knowledge of Head Start Performance Standards, philosophy, and mission.At least three to five years of experience in providing a high–quality experience in Head Start, Texas childcare licensing, or a related field.A demonstrated commitment to high professional and ethical standards and the ability to collaborate with individuals from diverse backgrounds in a fast pace, community environment in a culturally competent manner.Ability to effectively supervise, observe, and evaluate staff members.Excellent written, v
