Program Analyst

Duties As a PROGRAM ANALYST at the GS-0343-12/13 some of your typical work assignments may include:

• Perform Developmental Program and Acquisition Planning: Assist in planning, developing, and executing current and future acquisition program requirements under developmental supervision; support Integrated Product Teams (IPTs) and draft strategic resource plans, acquisition streamlining proposals, and life-cycle program management processes.
• Assist with Budget Formulation and Financial Management: Formulate detailed developmental program plans, cost projections, and budget estimates; assist in preparing agency program documents, including Program Objectives Memoranda (POM), Budget Estimate Submissions, Congressional budget justifications, and financial exhibits in accordance with DoD budgeting processes.
• Draft Procurement and Technical Requirements: Conduct market research, cost estimates, and analyses of alternatives to assist in translating mission-oriented training requirements into formal procurement packages, including drafting Statements of Work (SOW), Performance Work Standards (PWS), and Quality Assurance Surveillance Plans (QASP).
• Administer Accountable Property and Inventory Operations: Assist in serving as an accountable property holder and technical advisor for the management, tracking, proper storage, and disposal of physical property and training equipment worth over $9M across the department.
• Support Contract Monitoring and COR Responsibilities: Perform developmental Contracting Officer's Representative (COR) duties to monitor contract performance, track expenditures and contractor burn rates, evaluate deliverables, and document performance using the Contractor Performance Assessment Reporting System (CPARS).
• Maintain Administrative and Program Compliance: Assist in ensuring department compliance with DTRA and DNWS standards for budget execution, contract administrative oversight, records management, security protocols, foreign disclosure, and travel coordination (DTS).

• Telework Eligibility: This position may be eligible for limited, situational telework subject to supervisory approval and not to exceed current Agency guidelines. This position is not eligible for remote telework
• Acquisition position in the Program Manager field, must achieve Level II certification within 24 months, unless a formal extension waiver is approved, and must earn 80 continuous learning points (CLPs) every 2 period, with a goal of 40 CLPs annually.
• Employee must either have or be capable of obtaining a TOP SECRET clearance.
• Subject to pre-employment drug testing and periodic random drug testing thereafter.
• Position works with and safeguards individuals' personal data protected by the Privacy Act.
• Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. And overtime and/or emergency overtime may be required.
• Work may require travel away from the normal duty station; may be required to travel on military and commercial aircraft.
• Recall to duty may be a requirement of this position.
• Financial Disclosure: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy continued below.
• Financial Disclosure Cont.: The incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. Only experience and education obtained by the closing date of this announcement will be considered.

Qualifications You may qualify at the GS- 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

• Knowledge of analytical and evaluative methods to assess long-range acquisition program planning and effectiveness
• Skill in analyzing contract performance metrics and establishing programmatic management controls
• Ability to conduct financial analysis and evaluate program resource allocation
• Knowledge of management principles to evaluate and optimize inventory and accountable property operations
• Ability to lead multi-disciplinary teams, consult with stakeholders, and communicate analytical findings

You may qualify at the GS- 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

• Applying advanced analytical and evaluative methods to assess and optimize long-range acquisition program planning
• Analyzing complex contract performance metrics to establish robust programmatic management controls and mitigate operational risk
• Conducting comprehensive financial analysis to evaluate resource allocation and optimize budget execution
• Utilizing advanced management principles to evaluate and streamline accountable property operations
• Leading multi-disciplinary teams to consult with senior stakeholders and communicate strategic analytical findings.
