Salary Range : $33.90 to $42.08* per hour ($68,057.26 to $84,483.83* annually), plus excellent fringe benefits.

*Available after a minimum of twenty (20) years of service

Requirements : Eligible candidates must meet the following minimum qualifications:
  1. High School diploma or equivalent (GED, etc.)
  2. Possess a minimum of 60 post high school semester credits OR must have three (3) years full-time employment or military experience and obtain 60 post high school semester credits withing five (5) years of appointment
  3. Be at least 18 years of age
  4. Possess a valid driver's license
  5. Not have a felony on record
  6. United States citizen and/or proof of naturalization
In addition, applicants must successfully pass each of the following components: written entrance examination, physical agility test, oral interview, and background investigation. Prior to employment, candidates may be asked to participate in further testing at City expense, which may include physical/medical evaluation, personality testing, psychological evaluation, polygraph examination, and/or chemical substance testing.

Academy Sponsorship: Not law enforcement certified? No problem - if hired, we will sponsor your attendance to the Law Enforcement Academy through CVTC. During this time, you will be paid at the cadet rate of pay ($27.26/hour).

JOB DESCRIPTION

POSITION SCOPE
Under supervision, performs general duty police work for the protection of life and property, prevention of crime, apprehension of criminals, the general enforcement of laws & ordinances, and works with the community to reduce and/or eliminate problems. This position is responsible for routine patrol, response to calls for service, preliminary investigations, traffic regulation duties, and problem solving. Utilizing a thorough working knowledge of Federal, State and local laws and ordinances, the police officer is responsible for the enforcement of such laws on a fair and impartial basis in the protection of life and property and in maintaining the peace and orderly conduct of the community.
ESSENTIAL FUNCTIONS
POLICE OFFICERS ASSIGNED AS PATROL OFFICERS ARE INVOLVED IN THE FOLLOWING ACTIVITIES:
Patrols a designated area of the City on an assigned shift to discover and prevent the commission of crime and to enforce motor vehicle operations and parking regulations.
Answers calls for service such as disturbances, vehicle crashes, robberies, domestic situations, etc.
Engages the community in their assigned area in problem solving.
Trained as a First Responder for medical emergencies.
Conducts preliminary and follow-up investigations, gathers evidence, obtains witnesses and may make arrests and escort prisoners from the scene of a crime.
Obtains information through interviews, interrogation, and observation.
Interviews persons with complaints or inquiries and attempts to assist them appropriately or directs them to proper authorities.
Prepares evidence for issuance of complaints, serves criminal processes, including warrants and subpoenas, and makes reports of all activities.
Must be able to give credible testimony in court.
Compiles clear and concise reports.
Proficient in the skills required to be a police officer, which include use of force, firearms, emergency vehicle operation, and professional communication.
Represents the Police Department and City in the community.
Takes part in training and education opportunities to continue improving in the police profession.
Performs any other duties as directed by a Department supervisor.
POLICE OFFICERS ASSIGNED AS K-9 OFFICERS ARE INVOLVED IN THE FOLLOWING ADDITIONAL ACTIVITIES:
Provides training, care, housing, and deployment of departmental dog within prescribed policies and procedures.
Participates in public information efforts in the community on familiarization with and function of the dog.
NON-ESSENTIAL FUNCTIONS
Performs related duties as required.

WORK ENVIRONMENT
Job consists of a combination of sitting, standing, walking, kneeling, crouching, stooping and driving. Must have ability to sit for extended periods, for frequent handling/finger dexterity, and for frequent use of vision and hearing. There will be exposure to heat, cold, wet, and slippery conditions. In addition, there will be exposure to dust, noise, chemicals, organic substances and medical waste. Work day/night under varied environmental conditions. The physical demand for the position is constantly exerting force between 10-20 lbs., frequently exerting force between 25-50 lbs., and occasionally exerting force in excess of 100 lbs.

POLICE PATROL EMPLOYEES

- LOCAL 9 -

(Effective January 1, 2026)

Benefits and leaves are listed below as defined in the collective bargaining agreement between the City of Eau Claire and the Eau Claire Professional Police Association Local 9 union. Other benefits and leaves not contained within can be found in the collective bargaining agreement.

Benefits listed are for full-time employees. Regular part-time employee benefits are prorated based on the budgeted hours of the position except for vacation which is prorated based on the number of hours actually worked.

BENEFITS AVAILABLE IMMEDIATELY UPON EMPLOYMENT

Holiday Pay

For calculation purposes only, officers shall receive eight hours pay at the officer's regular straight time hourly rate for the following holidays: New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day. Officers are eligible for three days of holiday pay in the first half of the year and five days of holiday pay in the second half of the year. In addition, officers who work these holidays will be paid at one and one-half the officer's regular straight time hourly rate.

Sick Leave

Shift employees earn 8.25 hours per month accruable to 990 hours.

40-hour employees earn 8 hours per month accruable to 960 hours.

Wisconsin Retirement System

As required by state law, the City and the employee are each required to contribute into the Wisconsin Retirement System. The total contribution is 22.31% of earnings, with the City contributing 15.11% and the employee contributing 7.2%.

Deferred Compensation Plans

Available participation in a 457 retirement savings plan offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Roth Plans

Available participation in the Roth 457 and Roth IRA retirement accounts offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Duty Injury Leave

Upon the determination of eligibility, the City shall pay a regular full-time employee who is injured on the job the difference between their regular salary and their worker's compensation payments, as long as the employee is on injury leave, but not to exceed 90 days for the same injury. When an employee has used the full 90 days of injury leave and is still unable to return to work, the employee may petition the City Manager and the Chief of Police for an extension.

An employee who has exhausted their injury leave but continues to receive worker's compensation payments may at their discretion use accrued sick leave in proportion to the amount necessary to receive a full salary.

All working time lost due to injuries incurred on the job shall be considered time worked for the day of injury.

Employee Assistance Program

Available to all employees and their families.

BENEFITS AVAILABLE THE FIRST OF THE MONTH FOLLOWING 30 DAYS OF SUCCESSFUL CITY SERVICE

Life Insurance (Department of Employee Trust Funds)

Available participation in the Basic, Supplemental, Additional, and Spouse and Dependent life insurance program. The employee is responsible for the monthly premium amount. The amount of insurance is dependent upon the annual salary of the employee.


Active Employee Health Insurance

The City pays 85% of the cost of the health insurance premium for an active regular full-time employee.

Dental Insurance

Employee pays 100% of the monthly premium. Employees working 20 hours per week, or more are eligible.

Vision Insurance

Employee pays 100% of the monthly premium.Employees working 20 hours per week, or more are eligible.

Flexible Spending

Optional participation in a health care and/or dependent care Section 125 pre-tax reimbursement account, subject to IRS regulations. Employees working 30 hours per week, or more are eligible.

Additional Ancillary Benefits

Employees working 20 hours per week or more are eligible for short-term disability, voluntary life/accidental death and dismemberment, critical illness, accident and hospital indemnity insurances. Employee pays 100% of the monthly premium.

ADDITIONAL BENEFITS

Retiree Health Insurance

Upon retirement and between the ages established by WRS as the eligible retirement age and the employee's eligibility for Medicare, the City will contribute 95% of the lowest cost single health plan toward a family, limited family, or single health insurance policy. If upon retirement an employee is covered or is eligible or during retirement becomes eligible for a comparable health insurance plan, the employee shall transfer to new coverage. Upon withdrawal from City policies, the retired employee does not forfeit the right to be reinstated, such reinstatement being subject to provisions of state and federal law. Retirement is defined as receiving WRS benefits.

Educational Incentive Pay Plan

City offers incentive pay according to details of the Police Incentive Pay Plan as established by the Chief of Police for eligible regular full-time employees.

Shoot Pay

Off duty shoot pay will be computed at the rate of two hours straight time pay based on each officer's present pay grade up to a maximum of Step F. Shoot pay shall be paid semi-annually.

Court Pay

Any officer required as a result of their employment to appear in court on off-duty time shall return any witness fees to the City and shall then receive time and one-half pay for the time spent in court. An officer shall receive one two-hour minimum payment for off-duty time that he/she is required to spend in court during any twenty-four hour period. In order to qualify for the above minimum, an officer's presence in court must be required more than one hour prior to the start of their shift. However, any break between the time an officer goes on duty and is required to be present in court shall qualify that officer for the above minimum. When an officer receives less than a 48-hour notice of cancellation for a court date which falls on time off, he/she shall receive two hours minimum in pay at the overtime rate.

Call-In Pay

Any officer who is ordered to report for duty at a time other than their regular tour of duty including court time by the Chief of Police and more than one hour prior to and contiguous with the officer's regularly scheduled shift shall be compensated a minimum of two hours at time and one-half for the performance of that assignment.

*Payback time is not eligible for call-in pay.

Meeting Pay

When an off-duty officer attends a mandated departmental meeting, mandated department approved training, or acts as a training instructor for departmental training, that officer shall be compensated at their current regular rate at time and one-half for a minimum of two hours.

When an off-duty officer voluntarily attends a departmental meeting, department approved training, that officer shall be compensated at time and one-half for only the hours at the function and call-in pay will not apply. Meetings/training sessions are not mandated unless posted or noticed as such.

When an off-duty officer participates on a Department committee and reports more than one hour prior to, or more than one hour after the officer's regularly scheduled shift, he/she shall be compensated a minimum of two hours at time and one-half. However, any break between when an officer goes on or off duty and the time the Department committee meets, shall qualify the officer for the two-hour minimum. To qualify for the two-hour minimum, the officer must remain available for the full two hours or until released.

*Training specified for "pay back time" is not eligible for meeting pay.

Uniform Allowance

Employees assigned to duties requiring a uniform shall be provided with the initial issue and full replacement as needed and as authorized. Employees assigned to Detective Division plainclothes duties, employees assigned to S.O.S. plainclothes duties, the officer assigned as court officer, and the officer assigned as community relations officer shall be paid $400 for the first year and $250 per year for each year thereafter.

Training School

Any officer required to attend annual in-service training on an off-duty day shall use "payback time" as compensation.

Training Travel Pay

When an officer is assigned to attend a police training course on a day off, the officer shall be compensated with pay at time and one-half. Travel time shall be compensated at the officer's straight time rate. However, if the training is within a one hour round trip from Eau Claire, travel time shall be waived by the officer.

Physical Fitness Program

Employees who complete at least four (4) sessions of qualifying physical fitness as described below per month during all twelve (12) months of the full calendar year shall receive two (2) additional days of paid leave for use within the following calendar year. Any Fitness Leave earned by an employee must be used within the year received or lost without compensation as Fitness Leave is a conditional flexible leave benefit without cash value during or at the conclusion of employment. Qualifying physical fitness sessions shall be one of the following:
  1. 30 minutes of physical exercise in the Department's physical fitness area with or approved by a Department supervisor or trainer; or
  2. 60 minutes participation in Department designated and sponsored defense tactics, wellness or other self-improvement training.

The exercise or training sessions can be on-duty if approved by a supervisor at supervisory discretion and Department operational needs; or, if off-duty, are not compensable time as such sessions are optional personal fitness and wellness opportunities for the employee. Employees who miss up to one (1) session in a month may continue to qualify provided the session is made up the following month. Otherwise, all sessions in all months in the calendar year must be met to receive the two (2) additional days of leave, there is no partial credit under this voluntary program.

Training Officer Pay

Officers acting in a position of Police Training Officer ("PTO") shall receive an additional $2.00 per hour for those hours spent actively training as assigned and approved by the Chief.
