It is a vital operational system that enables the U.S. president, the Secretary of Defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations systematically, collectively monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations, both globally and regionally, to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.The GAITS Engineering Manager will be accountable to the Global Engineering Project Manager (EPM) for technical, cost, and schedule performance within their Engineering Management Portfolio. They will be listed as the Control Account Owner for all Control Accounts within their portfolio.Essential Functions:Responsible for working with the EPM to ensure that efficient engineering processes are followed to deliver capability to the customer on scheduleResponsible for overseeing dependencies among teams within their Engineering Management Portfolio and assisting the EPM in managing external dependencies across the wider C2BMC enterpriseThe Engineering Manager will adhere to Agile principles and ensure that teams follow the Agile cadence to deliver the best possible product to the C2BMC customerComplying with the LM PMM accounting and reporting standardsIdentifying and monitoring all Risks and OpportunitiesIdentifying and monitoring GFxResponsible for guiding the respective product teams to achieve the following: ensure each team operates strictly within the scope outlined in the IMS; confirm teams update Jira daily; verify teams break down stories and accurately record performance; ensure teams hold daily standups; and check that teams perform unit and regression testingResponsible for verifying the accuracy of personnel charges and reviewing the weekly hours report to ensure correctnessTrack and document team technical problems and their resolutionsSupport EPM in proposal development, including authoring and reviewing BOEs and Engineering EstimatesEnsure the team's technical commitments are clearly understood and met or exceededProduce ETC/EVM and other engineering metrics to identify and address technical or staffing issues while managing cost and scheduleWork with EPM to provide timely, accurate projections of engineering resource requirements and to identify staffing needsMaintain a backlog of assigned features to meet technical commitmentsMake certain that teams adhere to organizational procedures.Nominally attends all milestone events (in person when possible)Supports the EPM in managing and forecasting technical maturity, including when milestone maturity can be claimed and what OE is required to support that claimBasic Qualifications:Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.A Bachelor’s Degree in STEM Computer Science, Systems Engineering, Mathematics, Physics, or a related field from an accredited university, along with 12 years of experience; or a Master’s degree (preferred) in a STEM-related field with 10 years of relevant work experience; or a PhD in a related discipline with 8 years of relevant work experienceApplicants must have a current, active in-scope DoD-issued Top Secret security clearance at the time of application, which is required to start with the eligibility to be read on to SCI clearanceA strong Systems Engineering background is requiredBackground in Systems Engineering and Test/IntegrationExperience with C2BMC and/or the Missile Defense SystemExperience with executing Earned Value Management (EVM)Experience in Project ManagementExperience leading teamsExperience generating metrics/KPIsStrong and effective communication skillsProven experience in managing and delivering intricate DoD systemsSolid understanding of Earned Value (SPI, CPI, TCPI)Cost and ScheduleExplanation of VariancesETC and EACCreating Return to Green PlansExperience using Agile Development processes and tools such as Jira, Agility, and ConfluenceExperience with the DevSecOps process and integration into Software DevelopmentPreferred Qualifications:Applicants with a current, active in-scope DoD-issued Top Secret/SCI security clearance at the time of application are highly preferredMaster’s Degree in Systems Engineering is highly preferredGraduate Certificate: Model-Based Systems Engineering (Ex: Stevens, Caltech, UCSD, USC, GWU, INCOSE cohort, etc)Certification: INCOSE Certified Systems Engineering Professional (CSEP) CertificationCertification: Object Management Group Certified Systems Modeling Professional - Model Builder Intermediate (OCSMP - MBI)What We Can Offer You:Northrop Grumman provides a comprehensive benefits package and a supportive work environment that encourages your growth, benefiting both employees and the company. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
