Business Analyst

DCY is seeking a team-oriented professional to provide support for process automation projects such as OCLQS, TAP, OB, and OPR. Key responsibilities include conducting business and systems analysis to support IT projects and process automation, analyzing current business processes, identifying gaps, and recommending compliant, technology driven improvements. The role involves eliciting, documenting, and validating business and system requirements in collaboration with program, IT, and vendor stakeholders. The candidate will define project scope and produce detailed documentation such as BRDs, functional specifications, and related artifacts. They will maintain working knowledge of agency systems and relevant programs/policies and serve as a liaison between program areas, IT teams, external partners, and contractors to ensure clear communication and alignment of expectations.

Additional duties include developing process models, workflows, and diagrams to support system design and stakeholder understanding, reviewing system design documentation for alignment with business needs, regulatory requirements, and state/federal policies, and supporting system implementation, including stakeholder coordination, end user support, and transition activities. The candidate will provide operational and technical support to internal teams, agency partners, and contractors, develop and execute test plans, test cases, and user scenarios to validate system functionality, perform system validation and quality assurance, assist with data conversion, migration, and integration activities, interpret federal and state statutes, rules, and policies to ensure compliance in system design and functionality, troubleshoot system issues, and deliver help desk and user support services.
