Senior Business Analyst

Raleigh, United States Job Description The NC Department of Health and Human Services – Division of Public Health is seeking a Senior Business Analyst / Technical Writer to support the business process analysis and requirements gathering for the Data Modernization Initiative project. This role requires on‑site work in Raleigh. Responsibilities Conduct stakeholder analysis Conduct market research and analysis Identify and document current and future state process workflows Create user stories and acceptance criteria Develop contextual diagrams, functional decomposition, and process workflows Create and review business process models, use cases, wireframes, entity relationship diagrams, data dictionaries, and system context diagrams Gather, develop, document and validate business, functional, and technical requirements Perform functional and integrated testing Prepare and maintain project documentation and artifacts including analysis reports and user documentation Work with project managers, developers, and end users to ensure application designs meet business requirements Create and maintain a requirement traceability matrix Provide business analysis deliverables for procurement documents and assist in writing procurement documentation Support UAT, including developing test scenarios and cases Build business, stakeholder, solution, and transition requirements Prepare meeting minutes for distribution to various audiences Author user stories, test scripts, and other Agile deliverables Follow PMO PM and BA methodology documentation Attend all PMO meetings Perform other related work as required Travel locally in the Raleigh area to attend meetings Knowledge, Skills, and Abilities Experience documenting functional requirements and technical specifications for existing and new applications Strong writing and communication skills; ability to build relationships with team members and clients Results‑oriented work ethic; negotiation, communication, and problem‑solving skills Ability to work with customers in cross‑divisional groups and maintain productive relationships Independent work with sound business judgment and adaptability to diverse communication styles Ability to prepare and present oral and written documents clearly and concisely Comprehensive knowledge of business analysis principles (PMI PMBOK Guide and standards) Experience advising customers on application customizations, alternatives, and interface design implications High‑level understanding of application programming, database, and system design Ability to manage complex assignments with multiple work streams and competing timelines Understanding of SDLC concepts and processes Knowledge and experience with IT service management best practices and principles Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and Microsoft Project Extensive understanding of SharePoint end‑user experience, sites, libraries, lists, and groups Healthcare data reporting systems experience required Requirements Extensive knowledge of business system analysis techniques and testing methodologies – 7+ years (Required) Demonstrated experience gathering business requirements and developing business rules and process flow – 7+ years (Required) Proven experience with business process design, definition, and/or re‑design – 7+ years (Required) Experience with Business Analysis methodologies and problem‑solving – 7+ years (Required) Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and Microsoft Project – 7+ years (Required) Excellent communication skills (verbal and written) – Required Experience developing procurement documents including RFP and evaluation criteria – 5+ years (Required) Demonstrable analytical skills and attention to detail – Required Excellent creative thinking and problem‑solving skills; proactive, quality‑oriented; leadership and team building – Required Experience working for state government – Highly desired Healthcare related experience – 3+ years (Highly desired) Knowledge creating context diagram and functional decomposition – 5+ years (Required) #J-18808-Ljbffr Novalink Solutions
