DIRECTOR OF PUPIL PERSONNEL SERVICES

Job Summary: Under the general supervision of the Assistant Superintendent for Curriculum and Instruction, the Director of Pupil Personnel Services (PPS) provides administrative direction, leadership and supervision in the areas of special education and student support services. The director coordinates the planning and development of elementary guidance programs, K-12 health services, special education programs and services, out-of-district placements, speech and language services, counseling, parent counseling and training, occupational and physical therapy, and Section 504 requirements. Supervises CPSE Chairperson Supervisor(s) of Special Education Occupational Therapists and COTAs Cooperative supervision of Nurses, School Psychologists, Special Education Teachers, Social Workers, and Speech Teachers Supervision of contracted special education services, including Physical Therapy FlexPath therapeutic alternative program (Jointly with YHS Administrators) Clerical support staff assigned to the PPS Department Minimum Qualifications NYS Special Education Teacher certification or certification as a School Psychologist NYS Administrative Certificate SDA, SAS or SDL Knowledge of State and Federal laws and regulations regarding education of students with disabilities Demonstrated record of working collaboratively with administrators, staff, parents and community. Administrative experience At least 5 years' experience in Special Education Primary Activities Collaborates with building administrators, Central Office administrators and school personnel in developing and maintaining a K-12 continuum for the district's special education program, including all necessary programs, services, and supports. accommodations, modifications, and assistive technology. Assesses needs and helps plan the implementation of staff development for special education staff in the methods, techniques and materials appropriate to the instruction of students with disabilities. Supervises and evaluates the special education and support services offered within and outside the district, and recommends changes in policies or practices when appropriate to the needs of students with disabilities. Administers, schedules and evaluates the Special Education service delivery process for the development of IEP's, including annual reviews, and re-evaluation of Individual Education Programs (IEPs) as required by State and Federal mandates and guidelines. Annually assists in projecting needs for special education staff and programs in cooperation with building principals and central office administration. Develops and manages the annual budget to assure implementation of appropriate programs and services to students with disabilities. Supervises and participates in grant‑writing activities pertinent to special education areas. Liaison with the Department of Social Services and other local agencies, as needed, for the provision of education for students who fall under the provisions of McKinney Vento, foster care, and child care institutions. Maintains current awareness and knowledge of Federal, State, and local policies, mandates, and regulations governing the provision of programs and services to students with disabilities and assures their implementation within the District. Consults and works with the School District's attorney regarding special education legal matters. Supervises and participates in data collection and verification activities necessary for the preparation and submission of relevant and mandated State and District special education reports. Advises the Board of Education and the community of developments in the special education area which may affect District programs, policies, and practices. Assumes responsibility for organizing and maintaining central special education and Section 504 records. Supervises and evaluates the activities of Supervisors of Special Education, the CSE and CPSE Chairpersons, and the PPS clerical staff. In conjunction with building administrators, supervises and evaluates the activities of special education staff, psychologists, social workers, speech therapists, school nurses, and related instructional and clinical personnel. Administers, schedules and evaluates the Special Education service delivery process for the development of IEPs, annual reviews, and re‑evaluations of Individual Education Programs (IEPs) as required by State and Federal mandates and guidelines. Ensure that the IEPs address the student's needs, across domains. Ensure that out-of-district placement of students is completed in an efficient and effective manner, and ensure that the necessary contracts for the provision of service are in place. Follow procedures for safe storing and integrity of all public and confidential school records, ensuring that personnel and student record keeping procedures comply with State and Federal law and District policy. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines. Assist in arranging and monitoring transportation of all eligible students with disabilities. Supervise all assigned personnel to ensure that all responsibilities are met, consistent with research on learning and child growth and development, and strategies in special education and pupil personnel services. Manage funds with established program and fiscal requirements. Collect and analyze performance data to evaluate program effectiveness. Develop reports, corrective action plans and proposals to improve programs and services. Coordinate and participate in audits, as designated or required. Present regulations, program plans or proposals, and evaluative reports to the administration, school staff, and the community as required. In collaboration with the Assistant Superintendent for Curriculum & Instruction, ensure effective coordination of services so that students with disabilities have an opportunity to participate in Academic Support Programs, including: basic skill improvement and ENL. In collaboration with the Assistant Superintendent, ensure the integration of core curriculum and standards, and the utilization of approved textbooks and materials within special education programs and services. In collaboration with the Superintendent and Assistant Superintendent, provide parents with essential information and training to take advantage of program opportunities and assist their children in their studies. Ensure that the District is in compliance with Federal and State regulations and that implementation is consistent with program requirements. In collaboration with the Director of Human Resources, ensure that all program positions are staffed by appropriately certificated and highly qualified individuals. Administer health and medical services, including: school health and emergency medical services; staff and student screening and examinations. In collaboration with the Director of Human Resources, coordinate internal investigation of incidents involving assigned personnel, conduct disciplinary hearings, and process staff appeals and grievances for assigned schools. In collaboration with the affirmative action officer/ombudsperson and the Title IX officer, coordinate internal investigation of incidents involving students or parents, conduct student disciplinary hearings, and process appeals and referrals to other agencies for assigned schools. Prepare grant and other applications as requested by the District Superintendent. Recommend budgets to support assigned programs, and ensure the necessary service contracts are in place. Ensure that the financial and fiscal requirements of Pupil Personnel Services are satisfied in an efficient and timely manner. Coordinate the purchasing of instructional materials and equipment following District procedures and guidelines. Collect and analyze data, particularly the data included in the State Performance Plan, including State assessments, regarding the achievement of all students and other pertinent information affecting the design and implementation of services and programs, using the information to recommend new programs and modifications in existing programs. Recommend policies and procedures to promote a healthy and supportive climate for learning that addresses the core curriculum standards and the Special Education programs for the District. In collaboration with the Assistant Director of PPS and the Supervisors of Special Education, arrange for special education programs and services for the Extended School Year, hire the appropriate staff, and provide ongoing supervision for the Extended School Year Program. Ensure that the District is in compliance with Child Find and CSE responsibilities for students attending private and parochial schools within the Yorktown CSD boundaries. Performs other related tasks as assigned by the Superintendent or designee. Note: The above description is illustrative of tasks and responsibilities.
