This is a full-time, grant funded, temporary position under the Student Services Professional (SSP) classification, through June 30, 2027, with the possibility of reappointment, not to exceed three years from the date of hire.

Project Rebound is a CSU-wide student support program for students with lived experience being formerly incarcerated, existing on 20 of the 22 CSU campuses. Cal State East Bay's Project Rebound Program is modeled after the original Project Rebound program started by the late Professor John Irwin at San Francisco State in 1967. Project Rebound at CSUEB was started in 2022 and provides a safe, supportive, accessible, and stimulating space for students who have lived experience being incarcerated to access services that enable them to apply, persist, and succeed in their academic, extracurricular, and career endeavors.

The Housing Coordinator for Project Rebound is responsible for the strategic oversight, development, and management of housing support services for Project Rebound scholars. These scholars include students living in campus housing, those receiving off-campus rental subsidies, and students residing in university-supported private residences or apartment complexes. The Housing Coordinator is responsible for ensuring that students have access to safe, stable, and supportive housing environments that promote academic success and persistence, personal well-being, and successful community reintegration.

The Housing Coordinator leads the design and implementation of housing programs, manages complex student needs with professionalism and cultural competence, and builds strong partnerships with campus housing departments, property managers, landlords, and community-based housing providers. Working independently, the Housing Coordinator administers housing resources across multiple funding streams, ensures compliance with grant requirements, and evaluates program effectiveness. The person in this position plays a critical role in shaping housing policies, expanding access to equitable housing opportunities, and representing Project Rebound across campus, community, and systemwide settings. The Coordinator will also serve as the primary contact for Rebound students living in these housing settings and will provide ongoing case management, life skills coaching, and community-building support. The role involves managing highly sensitive student situations—including those related to trauma, reentry stress, and financial hardship—and requires a high degree of professionalism, cultural competence, and discretion. The individual in this role must also represent Project Rebound in various professional settings, including university committees, community partner meetings, and with systemwide stakeholders across the CSU.

Responsibilities

Student Housing Support & Case Management

• Serve as the primary point of contact for students in program-supported housing.
• Conduct intake assessments and determine housing needs of incoming Project Rebound scholars.
• Maintain regular contact with housed students (e.g., monthly check-ins, case notes, goal setting).
• Provide support with conflict resolution, independent living skills, and referrals to campus or community resources that promote housing stability and success.
• Provide ongoing case management related to housing and other challenges related to reentry, trauma, and financial hardship.

Housing Operations & Property Oversight

• Oversee all housing support services, including: On-campus student housing partnerships; Off-campus rental subsidies; Project Rebound owned or leased houses/apartments.
• Coordinate move-ins, move-outs, inspections, and lease renewals.
• Enforce housing agreements and conduct roommate/tenant/landlord mediation when needed.
• Promote access to safe, stable, and supportive housing aligned with student needs.
• Develop, implement, and refine housing policies, procedures, and eligibility criteria.
• Track maintenance requests and follow up on repairs or safety concerns.

Administration and Compliance Duties

• Build and maintain partnerships with on-campus housing departments, financial aid, and student support services.
• Developing and negotiate housing agreements and MOUs with landlords, property managers, and management companies to secure external housing options that meet the unique needs and address potential barriers faced by Rebound Scholars.
• Participate in housing and student services meetings and advisory committees as needed.
• Maintain careful records of housing placements and case management records.
• Track housing utilization, establish and enforce eligibility criteria to receive housing or rental support, develop rental subsidy structures, calculate rental subsidies, and initiate disbursements of housing-related support through Financial Aid.
• Oversee program compliance, performance outcomes, and assess the overall effectiveness of housing initiatives to ensure alignment with grant objectives.
• Use data to inform program improvements and strategic decision-making.

Community Building, Workshops & Events

• Work independently to plan, organize, and enhance housing-related services.
• Contribute to the development and refinement of program policies that support long-term student success.
• Organize house meetings, social gatherings, and workshops focused on renter rights, budgeting, or life skills.
• Foster a sense of community among housed students to promote belonging and academic persistence.
• Represent Project Rebound in universities committees, community partnerships, and CSU systemwide initiatives.
• Participate in professional development to stay informed about housing policies, reentry support, and trauma-informed practices.

Minimum Qualifications

Knowledge and Abilities:

Thorough knowledge of the principles of individual and group behavior. General knowledge of the principles, practices and trends of the Student Services field as well as general knowledge of the policies, procedures and practices of the program area to which assigned; general knowledge of individual counseling techniques; general knowledge, or the ability to rapidly acquire such knowledge, of the organizational procedures and activities of the specific campus to which the position is assigned. Working knowledge of student services programs outside the program to which immediately assigned. Ability to analyze complex situations accurately and adopt effective courses of action; advise students individually and in groups on complex student‑related matters; determine appropriate courses of action and proper techniques to utilize while engaged with individuals in personal interactions of an argumentative or sensitive nature; interpret and evaluate descriptions and explanations of problems brought forward by individuals or student organizations, analyze and define the problem, draw valid conclusions and project consequences of various alternative courses of action; carry out a variety of professionally complex assignments without detailed instructions; and establish and maintain cooperative working relationships with a variety of individuals.

Experience:

Possession of these knowledge and abilities is typically demonstrated through the equivalent of three years of progressively responsible professional student services work experience. One year in the program area to which assigned may be preferred but is not required. A master's degree in Counseling, Clinical Psychology, Social Work, or a directly related field may be substituted for one year of experience. A doctorate degree and the appropriate internship or clinical training in counseling or guidance may be substituted for the three years of experience for positions with a major responsibility for professional career or personal counseling.

Education:

Equivalent to graduation from a four-year college or university in a related field, including or supplemented by upper division or graduate course work in counseling techniques, interviewing, and conflict resolution where such are job-related.

Required Qualifications

• Bachelor's degree in social work, human services, public administration, public health, sociology, or a related field.
• Work experience in housing navigation, case management, property management, or reentry services.
• Knowledge of affordable housing programs, rental assistance programs, HUD guidelines, transitional housing and local/state tenant rights.
• Understanding barriers to housing for individuals who have been formerly incarcerated, including documentation issues, credit history, and legal restrictions.
• Experience working with justice-involved individuals, unhoused, or housing-insecure populations, or other marginalized populations.
• Demonstrated experience conducting client assessments, creating individualized housing plans, and navigating complex bureaucratic systems.
• Ability to maintain accurate records, track data, and protect confidential student information.
• Exceptional problem-solving skills and the ability to exercise sound judgment under pressure.
• Strong interpersonal and communication skills, with demonstrated cultural humility.
• Ability to work independently, manage multiple cases, and meet deadlines.

Preferred Skills and Knowledge

• Master's degree in social work, human services, public administration, public health, sociology, or a related field
• Lived experience with incarceration or the legal system
• Ability to build relationships with landlords, property managers, and community partners to secure housing placements
• Experience developing or managing emergency housing programs, transitional housing, or rapid rehousing initiatives
• Experience collaborating with probation/parole officers, CDCR, and reentry service providers
• Bilingual proficiency
