Deputy Director, Office of Homeless Services and Strategies Description The Deputy Director of the Office of Homeless Services and Strategies (OHSS) provides strategic leadership, operational oversight, and programmatic direction to advance the office’s mission to prevent and end homelessness. This role supports the Director in managing day-to-day operations, coordinating cross-system initiatives, and ensuring high-quality service delivery across outreach, housing, and supportive service programs. The Deputy Director plays a critical role in policy implementation, stakeholder engagement, and continuous system improvement. Responsibilities Leadership & Administration Assist the Director in overall management and strategic planning for OHSS. Provide direct supervision for field staff. Lead internal operations, including performance management, staffing, and workflow optimization. Serve as Acting Director in the Director’s absence. Project Oversight Oversee implementation and performance of OHSS projects, including outreach priorities, complex case coordination, and housing navigation. Ensure projects meet contractual, regulatory, and funding requirements. Monitor project outcomes and drive continuous quality improvement efforts. Support development and expansion of evidence-based practices. Strategic Planning & Policy Development Assist in development and execution of strategic initiatives to reduce homelessness. Analyze system data to inform policy recommendations and resource allocation. Support local, state, and federal policy alignment and compliance. Contribute to grant writing, funding proposals, and budget planning. Stakeholder Engagement & Collaboration Build and maintain partnerships with government agencies, service providers, healthcare systems, and community organizations. Represent the agency in public meetings, coalitions, and interagency efforts. Engage with Continuum of Care (CoC) partners and advisory boards. Respond to community concerns and support public communication efforts. Data & Performance Management Oversee data collection, reporting, and evaluation efforts. Track key performance indicators related to homelessness reduction and system efficiency. Crisis Response & System Coordination Support emergency response efforts. Coordinate with outreach teams and providers to address unsheltered homelessness. Ensure flexibility and responsiveness in service delivery during dynamic conditions. Required Skills Leadership & Management: Strong supervisory and team-building skills with the ability to motivate and manage diverse teams. Strategic Thinking: Ability to analyze complex systems and develop actionable strategies. Communication: Excellent written and verbal communication skills; ability to engage diverse stakeholders. Collaboration: Proven ability to work across agencies and sectors. Problem-Solving: Skilled at navigating complex challenges and implementing practical solutions. Data Literacy: Ability to interpret data and use it to guide decision-making. Equity & Inclusion: Commitment to advancing racial equity and addressing disparities in homelessness. Adaptability: Ability to operate effectively in dynamic and high-pressure environments. Minimum Qualifications Bachelor’s degree in Public Administration, Social Work, Public Policy, or related field (Master’s degree preferred). 4-6 years of progressive leadership experience in homelessness services, human services, or related systems. Demonstrated experience managing programs, staff, and budgets. Knowledge of homelessness systems, housing interventions, and service delivery models. Experience working with diverse and vulnerable populations. Preferred Qualifications Master’s degree in a relevant field. Experience with Continuum of Care (CoC) systems and federal funding (e.g., HUD grants). Familiarity with HMIS and data-driven performance management.
