Director of Transportation

Transportation And Vehicle Maintenance ManagerDirect and manage district's transportation and vehicle maintenance program. Oversee maintenance of all district-owned vehicles. Ensure safe and efficient operation of transportation department. Provide for the security and protection of all students, staff and property. Develop programs and provide services which promote a safe and orderly environment for all students in school and on school buses. Develop accident prevention procedures and programs. Ensure compliance with all state and federal statues relating to safety. Revise and maintain the district's Crisis Management Plan.Qualifications:Bachelor's degree preferredAbility to direct and manage operations of a large fleet of vehiclesKnowledge of vehicle repair and maintenanceKnowledge of health and safety programsKnowledge of school law, Texas Education Agency rules, and School Board policies and regulationsAbility to interpret and disseminate information to individual and groupsAbility to provide effective safety training programsAbility to manage budget and personnelStrong organizational, communication, and interpersonal skillsMaintain CDLPrefer two years of supervisory experience in transportation operations, safety management, occupational safety and health, crisis management, preferably with public school districts.Major Responsibilities and Duties:Transportation Routes and SchedulePrepare and update bus routes and schedules for all schools in district and develop plan to meet future transportation needs.Coordinate transportation for extracurricular activities and special programs.Policy, Reports, and LawsImplement federal and state law, State Board of Education rule, and board policy in transportation and school safety and security areas.Coordinate the preparation of local, state and federal reports relative to areas of responsibilities.Assist with developing and coordinating cooperative agreements, interagency agreements, and contracts with other agencies.Implement district's student discipline policies and communicate to students expected behavior when using district transportation.Enforce safety standards that conform to state, federal, and insurance regulations and develop a program of preventative safety.Develop training options and improvement plans to ensure exemplary operation of transportation department.Comply with applicable personnel policies.Prepare data necessary to process transportation payroll.Vehicle Maintenance and RepairDirect repair of all district-owned vehicles and oversee plans for preventive maintenance.Process vehicle repair requests and prioritize work orders. Contract for services that cannot be performed in shop.Monitor fuel deliveries and distribution.Budget and InventoryCompile budgets and cost estimates based on documented program needs.Administer transportation budget and ensure that programs are cost effective and that funds are managed wisely.Initiate purchases and bids in accordance with budgetary limitations and district policies.Maintain current inventory of supplies and parts to avoid ordering delays.Approve and forward invoices for transportation to accounting department.Recommend disposal of obsolete or worn out vehicles and equipment. Recommend purchase of vehicles as necessary.Student ManagementReview student behavior reports and conduct conferences with parents, students, and drivers on disciplinary issues.Enforce student discipline and suspension of riding privileges for any student who violates rules and regulations.PersonnelAssign bus drivers to routes and find substitutes as needed.Recruit, train, supervise and evaluate all transportation personnel and make sound recommendations about placement, assignment, retention, discipline, and dismissal.Prepare, review, and revise transportation department job descriptions.Evaluate employee job performance to ensure effectiveness.SafetyParticipate in training programs to increase individual skill and proficiency related to school safety, security, and transportation.Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.Ensure that transportation equipment is in excellent operating condition.Coordinate district efforts involving crises events and perform disaster duty as needed (hurricanes, earthquakes, blizzards, etc.)OtherAttend and make presentations at conferences and school board meetings to discuss innovations and problems in transportation.Attend professional growth activities to keep abreast of innovative techniques in transportation.Maintain good rapport with parents and community.Supervise and evaluate performance of shop foreman, dispatcher, parts manager, bus drivers, bus monitors, and transportation secretary.Working Conditions:Mental Demands/Physical Demands/Environmental Factors:Tools/Equipment Used: Standard office equipment including personal computer and peripheralsPosture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting, carrying, stooping, kneeling and reaching.Motion: Moderate walking, standing, climbing, Repetitive hand motions including frequent keyboarding and use of mouse; occasional reachingLifting: Heavy liftingEnvironment: May work prolonged or irregular hours; frequent districtwide travelMental Demands: Work with frequent interruptions; maintain emotional control under stress; ability to conduct on-site inspections of all vehicle repair and maintenance operations.
