Overview The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. Northeast Florida State Hospital (NEFSH) is a 706-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility. The hospital is a tobacco free facility. Responsibilities Ensure that all psychiatric and primary care treatment at NEFSH are administered in accordance with policies and procedures, rules and regulations, and state and federal statutes. Direct the medical leadership through the Associate Medical Executive Director (MED) by employing and directing all senior physicians and administering physician-based services at NEFSH. Research, design, and write policies and operating procedures related to clinical services used by all levels of clinical staff. Administer clinical personnel matters in compliance with applicable personnel rules and regulations and applicable collective bargaining agreements. Develop recognized programs of resident care aimed at customer satisfaction. Assist in developing the hospital’s budget, cost-out programs, establish expenditure priorities, and manage expenditures to maintain budget integrity. Serve as a consultant in matters relating to psychiatry, general medicine, and clinical administration. Recruit medical staff and privilege and credential all members of the professional clinical staff at NEFSH, on a bi-annual basis. Review and monitor daily reports of activities and incidents. Provide information and reports that keep clinical staff informed of current developments. As part of the hospital’s Executive Leadership Team (ELT), participate in and chair meetings related to clinical service delivery and hospital management as it relates to resident care. Act as a liaison between the hospital and academic institutions/other hospitals, which may entail travel. Participate in administrative matters that bear on clinical issues called for by the Department and/or hospital policy and procedures. Maintain membership to the Department of Children and Families Clinical Advisory Committee. As Director of the Medical Staff, conduct monthly meetings with physicians and ensure implementation of the Medical Staff by-laws, rules and regulations. Collaborate with the Associate MED in tasks related to recruitment, credentialing, committee staff work, maintenance of medical standards and executive committee work including administrative actions and recommendations to the Hospital’s Governing Body. Ensure through the Medical Staff that standards of medical care strive for treatment excellence and efficiency. Conduct monthly Department Head Meetings with all direct reports. Write and review correspondence, reports, and opinions on matters relating to clinical practice as assigned by the Hospital Administrator and/or the Program Office. Assist in interviewing, selecting and training new employees. Approve submitted timesheets and leave requests on Kronos and People First systems for all direct reports. Supervise all direct reports ensuring adherence to professional standards and development plans. Coordinate and supervise the system of obtaining consultant services for patients with special problems for all external procedures. Participate as a consultant in departmental in-servicing meetings and programs. Review records of problem cases and set up case conferences on topics of interest for Continuing Medical Education (CME), in association with the University of Florida, Department of Psychiatry. Establish selected cases for consultation to validate treatment excellence and efficiency. Knowledge, Skills and Abilities Certification in CPR, MANDT, Infection Control, Customer Service, and annual OSHA requirements. Ability to lift up to 25 lbs. with use of safety equipment. Prolonged sitting/standing, bending, reaching, and stooping may be required. Ability to walk extended distances across campus. Intervention with combative individuals may be required. Some driving may be required. Minimum Qualifications Licensure as a physician pursuant to Chapter 458, Florida Statutes, and two years of post-licensure professional experience in the practice of medicine; or Licensure as an osteopathic physician pursuant to Chapter 459, Florida Statutes, and two years of post-licensure professional experience in the practice of osteopathic medicine. Certification by a recognized board in a medical specialty area (psychiatry) can substitute for the required experience. Preference Board-certified applicants with a minimum of five years’ experience in a mental health setting or previous experience as an MED in a mental health setting.
