Procurement Financial Operations Manager - School Superintendent

Job Description Summary Department: School Superintendent – Job is OPEN UNTIL FILLED Job Type: Unclassified | Job Classification: 1216 - Financial Operations Manager (Elected Official) | Salary Grade: 16 Pay Range (Hiring Range): $76,876 – $92,268 annually. Full Pay Range for the position: $76,876 – $107,660 annually Essential Functions Oversee contracts, negotiations, purchasing and accounts payable processes. Develop, negotiate, monitor and administer contracts, intergovernmental agreements and/or financial and service agreements. Coordinate the preparation of grant applications and proposals, and the processing of grant agreements. Supervise accounting, payroll, personnel, purchasing, accounts payable, and other related services as assigned. Prepare and coordinate procurement and accounts payable sections for annual audits. Support the planning and management of financial operational activities for the office of an Elected Official. Ensure work unit policies, procedures and activities comply with federal, state and county statutes, regulations, rules and technical standards. Research, analyze, and prepare reports and recommendations for management and inform management of issues and concerns. Develop and implement financial and operational policies and procedures. Prepare and analyze financial and operational reports for leadership. Provide staff training and manage special projects. Respond to public, management and staff inquiries, resolving potential problems and addressing pertinent issues. Represent the office on committees and/or working groups. Perform other duties as assigned. Minimum Qualifications Bachelor's degree in accounting, finance, economics, public or business administration, or a closely related field from an accredited college or university. Three (3) years of relevant professional accounting or financial administration/operations experience (education and experience may be substituted). Preferred Qualifications One (1) year experience in a supervisory role. Three (3) years experience with procurement, purchasing and contracts. Experience with federal and state procurement requirements and regulations. Experience with federal and state grants management and development. Experience with public school accounting/finance. Experience with government accounting/finance. Licenses and Certificates Valid driver license required at time of application. Valid AZ driver license required at time of appointment. Application of successful candidate will be subject to a 39‑month DOT Motor Vehicle Record review. Physical/Sensory Requirements Physical and sensory abilities will be determined by position.
