Job Description
The Phlebotomy Technician will provide a wide range of procedures involved in the collection of blood with minimal supervision. These procedures involve assembling required equipment, locating an accessible vein, disinfecting the area, performing venipuncture, treating the puncture site, labeling blood containers, and managing patient or donor reactions. The Technician will greet and interview patients, receive and interpret laboratory request slips, review request slips for required information, and determine the fitness of the patient for tests requested by the healthcare provider/physician. The Technician will also perform timed blood collection procedures, such as glucose tolerance tests, and collect blood specimens from ambulatory or bed patients via venipuncture, finger, or infant heel stick, as appropriate, using standardized procedures.
Responsibilities
The Phlebotomy Technician will:
- Maintain a professional, modest appearance in keeping with normally accepted community standards of dress for the work being performed.
- Control or trim facial hair to not interfere with safe work practices or respirator use.
- Display legible MTF-provided identification media on his/her outer clothing.
- Practice general hospital safety, infection control, aseptic and sterile techniques for safe handling of sharps, electrical equipment, and blood or blood products.
- Participate in the orientation, training, and evaluation of newly assigned personnel phlebotomists ensuring compliance with standards of care and practice.
- Ensure a safe work environment and safe employee work habits.
- Complete applicable documentation to include manual and computer methods.
- Review laboratory request slips for completeness and identify discrepancies.
- Possess/maintain proper certification and skills to perform required duties within regulatory compliance and with minimal oversight.
- Adhere to and maintain a system of supply inventory management with unit supply custodian to ensure adequate stock levels of consumable supplies are available within Laboratory to minimize waste and ensure uninterrupted services.
- Ensure all MTF equipment is properly cleaned and stored at the end of each work shift.
- Ensure preventative maintenance and routine cleaning are performed.
- Be productive and perform duties with minimal supervisory direction.
- Perform a wide range of procedures involved in the collection of blood with minimal supervision.
- Greets and interviews patients. Receive and interpret laboratory request slips, review request slips for required information, and determine the fitness of the patient for tests requested by the healthcare provider/physician.
- Perform timed blood collection procedures, such as glucose tolerance tests. Utilizes glucose point of care glucometer which provides immediate glucose results in evaluating the patient's condition before administering the glucose load.
- Collect blood specimens from ambulatory or bed patients via venipuncture, finger, or infant heel stick, as appropriate, using standardized procedures.
- Dress the skin puncture site after blood collection. Carefully observe the patient for any sign or symptoms of physiological reactions after blood collection and take appropriate first aid measures to prevent injury and stabilize the patient.
- Verify specimen labels, properly label collected blood specimens with appropriate patient identification information, and deliver specimens to the Laboratory's Central Operations section within the established specified time frame.
- Provide immediate care to patients by recognizing adverse reactions to procedures and instituting immediate corrective measures.
- Mentors Phase II laboratory students and medical technology interns in phlebotomy.
- Perform applicable documentation.
- Maintain blood collection tray in a clean, hygienic state and replenish blood collection supplies as needed. Maintain supply levels for drawing stations and shelves on a daily basis.
- Perform clerical duties in Laboratory Central Operations. Answer telephones, look up test results in the laboratory computer, and fax test results to ordering healthcare providers/physicians.
- Process patient demographic data into the laboratory automated data system (i.e. CHCS or manual system). Identifies and corrects patient data errors. Verifies physician, patient information, ward and clinic locations, and provider codes for entering accession information into the computer terminal, and work with wards, clinics, and other medical personnel to resolve missing or incorrect data.
- Receive telephone calls and visitors to the laboratory. Determine nature of call or visit. Direct callers or visitors to appropriate personnel. Personally provide the information requested when routine or procedural matters of the laboratory are involved. Apply established guidelines concerning the release of information on test results, adhering to the provision to the Privacy Act and Freedom of Information Act (FOIA).
- Provide patients with the utmost care and attention. All patients shall be assured of their privacy and personal dignity.
- Maintain open and professional communication with members of the MTF staff. Complaints validated by the Flight Commander/Medical Director shall be reported in writing to the Contract Administrator and the Contractor for action. Failure of the Contractor to correct validated complaints raised by the MTF staff and the Contracting Officer (CO) will be considered a failure to perform.
- Prepare all documentation (to include patient records) to meet or exceed established standards of the MTF, to include but not limited to, timeliness, accuracy, content, and signature. Only MTF and Air Force-approved abbreviations shall be used for documentation of the patient/donor health records.
Qualifications
The Phlebotomy Technician must:
- Education: Be a graduate of an approved phlebotomy training program. Foreign medical graduates must pass the Educational Commission Foreign Medical Graduate (ECFMG) test, as given by the ECFMG. Contract personnel shall meet all Continuing Medical Education (CME) requirements. CME requirements are the responsibility of the Contractor and shall be obtained at no cost to the Government.
- Experience: Have a minimum of 12 months of experience within the previous 24 months. Certified phlebotomy technicians with less than one year of laboratory experience would be considered if prior military service National Guard, Reserve or internship at this facility. Candidate acceptance will be at the discretion of the Government Supervisor.
- Board Certification: Maintain current certification in phlebotomy from a national certifying agency (i.e., American Society of Clinical Pathologists (ASCP), American Society of Phlebotomy Technicians (ASPT), National Certification Agency (NCA)). It is a condition of this contract that all required certifications in this PWS remain current during the life of the contract. Certifications required under these qualifications are the responsibility of the Contractor and shall be maintained at no cost to the Government.
- Certifications: Hold and maintain Basic Life Support (BLS) certification.
