POLICE OFFICER

Air National Guard Units

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a POLICE OFFICER, Position Description Number PDD2499P01 and is part of the Mississippi National Guard. Responsibilities As a POLICE OFFICER, GS-0083-7, you will perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect, and assists local, state, or federal law enforcement in investigations, arrests and/or detention, or apprehension, and perform patrols within the assigned jurisdictions. These duties must be coordinated with local law enforcement. (1) Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. (2)Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority. (3) Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces. Executes the Quick Reaction Checklists (QRC) to ensure proper execution of routine, emergency, and alarm responses. Acts as the initial point of contact for all persons, activities, visitors, and complainants either in person or telephonically regarding any activity that require police actions. Receives, interprets, evaluates, and immediately decide what action is appropriate and implement that course of action. Incumbent provides guidance and direction to those personnel assigned duties at the BDOC during his/her shift. Is responsible to the Flight Supervisor to the overall operation of the Police Desk. Monitors the installation alarmed facilities, which are linked to the primary monitor site. (4) Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS). Executes emergency response procedures designed to isolate, contain, and defeat hostile actions and restore normal operations as quickly and efficiently as possible. (5) Performs other duties as assigned. Requirements Conditions of Employment Military Grades: E1-E6 Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. 6. Wear of the military uniform is MANDATORY. Qualifications This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. You can be terminated at any time with a 30-day notice. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). GENERAL EXPERIENCE: A National Guard Title 32 Dual Status applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. Applicant must have at least six months of working experiences and the successful completion of the Air Force Technical Training AFSC/Security Forces School SPECIALIZED EXPERIENCE: Must have 12 months of experiences in performing practical security force activities in direct support of the military weapon systems and physical security; law and order; and area security operations. The work experiences are in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations. Have general experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. Experiences in securing crime and incident scenes; apprehending and detaining suspects; searches persons and property; and collects, seize, and preserve evidence. Experienced in conducting interviews of witnesses and suspects and obtains statements and testifies in official judicial proceedings. Has work experiences in responding to disaster and relief operations and participates in contingencies. Knowledgeable in developing plans, policies, procedures, and detailed instructions to implement security force programs. Is competent and experienced in maintaining accountability and ensuring security for weapons, ammunition, and explosives utilized in the course of instruction in accordance with applicable Air Force Instructions. Experienced in implementing ground weapons training programs. Experienced in the control and safeguarding of arms, ammunition, and equipment; and, instructs ground weapons qualification training. Have competencies in managing weapon placement to security forces and ground defense force commanders. Have experiences in inspecting ground weapons, replacing unserviceable parts, and analyzing malfunctions by inspections and serviceability testing. Have experiences in firing weapons for accuracy and serviceability. Understands how to control and operate firing ranges and associated facilities to include supervising construction and rehabilitation. Ensure that the Questionnaire is completed online in Application Manager. OTHER SERIES QUALIFICATION REQUIREMENTS AND SELECTIVE FACTORS 1. Current U.S. citizenship, naturalized citizen or permanent resident. 2. Males born after 12/31/1959 must be registered with selective service. 3. Must possess a valid state driver's license to operate government motor vehicles (GMV) in accordance with AFI 24-301, Vehicle Operations. 4. Never convicted of domestic violence IAW the Lautenberg Amendment. 5. No history of excessive alcohol use or arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty. 6. No more than one active wage garnishment for delinquency. 7. No more than two delinquent charge off/collection (>= 30 days) payments within last two years. 8. Within three years prior to entry into military service, was never terminated from civilian employment for reasons of misconduct, theft, or alcohol use. 9. Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing. 10. Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use. 11. Qualified to bear firearms according to AFI 31-117, "Arming and Use of Force by Air Force Personnel". 12. Never convicted by a general, special, or summary courts-martial. 13. Never received non-judicial punishment under the Uniform Code of Military Justice (UCMJ) which resulted in either reduction or suspended reduction in grade, or correctional custody for offenses involving substantiated drug abuse as defined in AFI 44-121, "Alcohol and Drug Abuse Prevention and Treatment (ADAPT) Program". 14. No acts of larceny, wrongful appropriation, robbery, burglary, housebreaking, misconduct in combat defined in UCMJ Articles 99-106, or any act that harmed or had the potential to harm the physical safety or well-being of animals to include Military Working Dogs. 15. Never convicted by a civilian court of a Category One, Two, or Three offense, nor exceeded the accepted number of Category Four offenses. The Category Three and Four traffic offenses alone are not disqualifying. NOTE: Categories of offenses are described and listed in AFI 36-2002, "Regular Air Force and Special Category Accessions, Uniform Guide List of Typical Offenses". 16. No documented record of gang affiliation. 17. No fear of working around nuclear weapons or nuclear components. NGB Title 32 Series GS-0083, Police Work Qualification Standard 18. For award and retention of the compatible position AFSCs, must maintain an Air Force Network License, according to AFI 33-115, Vol 2, "Licensing Network Users and Certifying Network Professionals". 19. Position requires routine access to Secret material; and, a current National Agency Check, Local Agency Checks and Credit (NACLC) is required. 20. Position Series and AFSC require routine access to Secret material or similar environment; therefore, award and retention of AFSC 3P0X1, completion of a current National Agency Check, Local Agency Checks and Credit (NACLC) according to AFI 31-501, Personnel Security Program Management, are mandatory. 21. Must maintain an Air Force Network License. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. c.
