Full Time Honokaa, HI, US 8 days ago Requisition ID: 1284 Salary Range: $150,000.00 To $200,000.00 Annually FQHC (Federally Qualified Health Center) and/or Healthcare experience preferred. The Chief Executive Officer (CEO) is a strategic leadership position responsible for guiding the overall direction and performance of Hamakua-Kohala Health. The CEO will provide visionary leadership, drive operational excellence, and foster a culture of innovation and collaboration. The CEO is appointed by the HKH Board of Directors and is accountable to the Board of directors. The Board fully delegates staffing and operational responsibilities to the CEO. This is a full-time exempt position. The CEO position is classified as an “At-Will” employment arrangement. This means that either the CEO or Hamakua-Kohala Health Board of Directors may terminate the employment relationship at any time, for any reason, with or without cause or advance notice. This position description does not constitute a contract of employment. It’s important to note that while the CEO position is designated as at-will, both parties are still expected to adhere to applicable laws and regulations governing HKH employment practices. This includes matters such as anti-discrimination laws, employment agreements, and any company policies in place. The CEO shall be responsible for managing the overall operations, finances, and facilities of the Center in accordance with all Board approved policies, plans, decisions, and directives. The CEO shall support the Board in carrying out its duties and responsibilities and provide information and recommendations to the Board as requested and appropriate during the course of its deliberations. The CEO is expected to carry out these duties and responsibilities with high levels of honesty, integrity, fairness, respect, kindness, and competence serving as an exemplary leader who can realize high levels of support from others within the organization and in the community. Representative Duties The CEO, along with the Board, will develop, implement and evaluate the organization’s strategic plan. Ensure compliance with healthcare, financial and staffing laws, and regulations. Facilitate communication among Board Members, staff, patients, and community leaders. Manage financial decision-making processes and identify areas for revenue growth. Clearly communicate the organization’s vision and mission and build strategic partnerships. Hire and manage senior level executives aligned with organizational values. Stay up to date on trends: attend conferences, review industry publications, network with peers. In collaboration with the Board, the CEO will assist in fundraising efforts. Promote a culture that fosters a productive, safe, and positive work environment. Community Relations Is active and visible within the community, participating in various groups and attending events. Consistently represents the organization positively and professionally within the community. Maintains positive relationships with community officials and opinion leaders. Financial Management Prepares and presents a timely, complete, accurate and feasible draft annual budget to the Board for final review and approval. Prepares accurate and timely monthly financial reports for presentation to the Board, including explanations of all significant variances. Recommends appropriate corrective measures to bring financial performance in line with or exceeding budget projections and implements them effectively. Assures that all financial operations and procedures are conducted according to accepted accounting principles and internal control practices. Recommends appropriate long-term financial strategies for Board approval. Recommends, and implements, appropriate financial policies for Board approval. Cooperates with the external auditor to ensure an effective annual audit and management letter, implementing changes based on recommendations. Oversees insurance plans and policies to provide reasonable protection of the Center’s assets. Personnel Management Oversees a fair and effective system of recruiting, hiring and orienting competent staff following approved personnel policies. Assists the Board in developing, maintaining and communicating an appropriate set of personnel policies. Develops and oversees wage and benefits systems in accordance with policies, budgets, directives and union contracts. Develops and oversees an effective system of annual performance appraisal and improvement for all staff. Maintains an effective system of written and verbal employee communications, including regular staff meetings. Handles employee problems, conflicts, complaints, and grievances effectively and promptly. Maintains an effective system of personnel records and files. Represents the Center in all union contract negotiations and interactions, adhering to contract terms. Maintains positive and professional staff relationships to ensure good morale. Recruits and maintains effective relationships with contracted Center physicians. Recommends for Board approval and maintains an effective table of organization and position control, including mid-level supervisors and succession planning. Strategic Planning and Marketing Develops and presents to the Board measurable goals and annual operating objectives in conjunction with the annual budget. Works with the Board to identify key trends and developments that may impact the Center. Assists the Board in assessing the health needs of the community and develops plans to address unmet needs, especially for low income, uninsured or under-insured populations. Collaborates with the Board in fundraising efforts to build a platform for future projects and medical infrastructure. Directs the organization to be the Primary Care Physician source of excellence from North Hilo to South Kohala. Operations Management Oversees day‑to‑day operations to assure all activities are carried out effectively, efficiently and timely, per Board‑approved policies. Ensures patient flows and interactions are professional, courteous, with minimal waiting time or hardship, protecting privacy and confidentiality. Leads supervisory staff to meet performance objectives and standards. Maintains a quality assurance, performance improvement and risk management system, minimizing clinical errors and maximizing patient satisfaction. Ensures the Center operates in accordance with all applicable laws, regulations, accreditation standards and program compliance. Identifies and addresses unforeseen operating problems promptly. Negotiates and oversees all operating contracts and agreements for goods and services, ensuring compliance with terms and conditions. Clinical Management Implements an effective system of clinical management and control to ensure high‑quality, cost‑effective healthcare service. Works with the Medical Director to develop policies related to healthcare delivery. Facilities Management Represents the Center in all lease negotiations and operates the Center per lease terms and conditions. Ensures facilities are safe, secure and clean. Ensures equipment is operated and maintained safely to preserve its condition and value. Recommends and implements a plan to maintain and improve facilities per Board‑approved budget and directives. Board of Directors Provides effective staffing for all Board committees, task forces and monthly meetings, maintaining accurate records of meetings and decisions. Provides written and verbal reports to the Board and committees that are coherent, accurate and timely. Interacts with the Board and committees courteously and professionally. Discussions with the Board to identify actions and recommend policy and strategy decisions. Educates the Board on health‑care trends to inform effective plans and decisions. Executes Board policies, plans, decisions and directives promptly, including follow‑up reporting. Assists the Board in development and performance improvement, including orientation and meeting management. Professional Relationships and Networking Maintains effective relationships with other provider organizations regionally. Maintains effective relationships with other community companies statewide. Maintains relationships with regulatory and accrediting agencies and their representatives. Attends professional meetings and events as appropriate, representing the Center effectively. Leadership Qualities Leadership – effectively directs activities of others, gaining respect and confidence, inspiring others, and creating a positive organizational culture. Judgment – makes sound decisions by evaluating pertinent information and weighing alternatives. Reliability – displays consistent, dependable performance and effective follow‑through. Interpersonal Relationships – cooperates, works and communicates respectfully within the Center and community. Organizing and Planning – establishes priorities for self, others and the Center, delegating appropriately, demonstrating effective time management. Communications – demonstrates effective verbal and written skills, providing accurate reports and listening to directions. Supervisory Responsibility Supervised and evaluated by the Board of Directors. Directly supervises: the Senior Management Team, Chief Financial Officer, Medical Director, Human Resources Director, Public Relations Director, Information Technology Director, Clinical Operations Manager and Executive Assistant. Education, Experience & Qualification Guidelines Minimum of a bachelor’s degree in healthcare, business or related field; Master’s degree is desirable. Previous management experience in FQHC, rural health center or equivalent. Minimum of five years of medical/healthcare management experience or equivalent experience satisfactory to the Board. Demonstrated abilities in program development, community relations, employee relations, grants, financial management and public speaking. Familiarity with healthcare delivery and financing trends and issues, especially in community‑based primary care including medical, dental and behavioral health services.
