About this Role

Under the supervision of the Personnel Program Manager II, the Analyst I is responsible for technical and analytical work in interpretation and consultation of all applicable laws, rules, regulations, policy, and Memoranda of Understanding in assigned subject areas. Responsibility includes computing total State service requests and resolving personnel transaction problems regarding State service within the various State personnel offices. Consult departments on the statewide administration of calculating State service credits and seniority scores and advise departmental personnel offices of qualifying State service outside of the Executive Branch. In addition, provide classification policy guidance to the departments related to the State’s classification structure and Compensation Program.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Merit Salary Adjustment (MSA): Approximately every twelve (12) months depending on the position and based on performance, employees may receive a 5% salary increase until they reach the maximum salary of the position.

Special Requirements

1. This position requires strong analytical and mathematical skills to review employment history records, calculate state service and seniority, and interpret complex data. Describe a situation in which you analyzed employment or personnel-related information to identify and resolve a problem. Explain your approach, the tools or resources you used, how you ensured your calculations or analysis were accurate, and the outcome.

2. This position requires the ability to research, interpret, and apply laws, rules, regulations, and policies related to state service, seniority, and personnel management. Describe a situation in which you were required to research and interpret a law, rule, regulation, policy, or other authoritative guidance to resolve a personnel-related issue or make a recommendation. Explain the resources you consulted, your analysis, and the outcome.

3. Describe your experience reviewing and interpreting employment history or personnel/payroll records using the State Controller’s Office systems, such as PIMS, or a similar personnel/payroll data system. Explain the types of information you reviewed, how you used the information to make or support determination, and how you ensured the information was accurate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Strong analytical and critical-thinking skills, including the ability to research, interpret, and apply complex laws, rules, regulations, and policies related to state service, seniority, and personnel management.

• Experience reviewing and interpreting employment history records, including familiarity with State Controller’s Office systems such as PIMS or similar personnel/payroll data systems.

• Proficiency with Microsoft Excel, Word, and Access, including the ability to perform calculations, use formulas, manage datasets, and prepare clear and accurate documentation.

• Strong written and verbal communication skills, with the ability to prepare clear and concise correspondence and reports.

• Strong organizational skills, with the ability to prioritize work, manage competing deadlines, and maintain accuracy in a high-volume environment.

• Ability to work independently and as part of a team, exercising sound judgment and maintaining a high degree of professionalism.
