Department Information The Office of Sponsored Programs (OSP) is the engine powering Georgia Tech's world-class research enterprise. We provide comprehensive, "cradle-to-grave" administration for research grants and contracts across a massive portfolio of federal, state, university, and non-profit sponsors. More than just a central office, OSP is a strategic partner to our faculty. Our team leads everything from proposal submission and complex contract negotiation to active award monitoring. We are also deeply invested in growing our people, driving campus-wide professional development through our multi-tiered Research Administration Certification program and the quarterly Research Administration Buzz (RAB) networking community. Job Summary The Manager of Sponsored Programs is responsible for leading a team of sponsored programs professionals to develop and implement strategies that enhance the efficiency and effectiveness of grant management processes. This position emphasizes leadership by setting departmental goals, mentoring team members, and fostering collaboration across various departments to align sponsored programs with the institution's strategic objectives. Sets performance goals, participates in evaluations, provides feedback, and informs compensation decisions. Responsibilities Job Duty 1 - Guide and advise team members in timely analysis of solicitations and review of proposals to ensure proposals are adequate, reasonable, complete, and compliant with Institute policies, agency regulations, and solicitation requirements. Job Duty 2 - Guide and advise team members in timely negotiation of terms and conditions and post award administration including coordination with researchers' Unit administration, Grants and Contracts Accounting and research administration departments responsible for research integrity assurance. Job Duty 3 - Provide assistance and monitoring of team members' interpretation of complex contract language, including contractual rights and obligations, and negotiation of contract changes. Identify risks, review mitigation strategies with leadership, and execute agreements on behalf of the Institute's research corporations, with an approved corporation officer. Job Duty 4 - Set team and individual goals, determine priorities, and provide feedback. Job Duty 5 - Maintain current, in-depth knowledge of applicable federal regulations, state laws, Institute policies, and agency requirements. Job Duty 6 - Assist with development and implementation of OSP policies for administration of grants and contracts and create and improve processes for grants and contracts administration. Job Duty 7 - Use complex problem solving and advise team members, faculty, project directors and staff on proposal submission process, post award administration, regulatory compliance requirements and Institute policy. Job Duty 8 - Assist with strategic planning for the Directorate. Job Duty 9 - Perform other job-related duties as assigned. Required Qualifications Educational Requirements Master's Degree or an equivalent combination of education and experience Required Experience Six or more years of job-related experience with three years of supervisory experience Preferred Qualifications Additional Preferred Qualifications Preferred Certifications, Licenses or Permits: Certified Research Administrator, Certified Associate Contract Manager, Certified Professional Contract Manager, Certified Pre-Award Financial Administrator and/or State Bar of Georgia membership Preferred Educational Qualifications JD or equivalent combination of education and experience Preferred Experience Six or more years of job-related experience with 0-2 years supervisory experience. Application of required skills within an institution of higher education, federal government contractor, federal government organization, or other not-for-profit institution receiving sponsored research awards. Experience negotiating contracts. Knowledge, Skills, & Abilities ABILITIES Ability to organize and prioritize multiple objectives, exercise independent judgement, and consistently meet deadlines; negotiate complex intellectual property clauses in research contracts; communicate complex contract requirements to others with only lay knowledge of the subject matter; work effectively and professionally with all levels of internal and external customers on complex issues and problems; proactively make decisions and produce practical solutions in challenging situations; and, establish effective relationships within and between teams to accomplish objectives. KNOWLEDGE This job requires in-depth knowledge of sponsored contract and grant administration policies and regulations, which may include those specific to Federal Acquisition Regulations (FAR), 2 CFR 200, Bayh-Dole Act, and specific federal agency requirements including DOD, NSF, DOE, and NIH. Knowledge of different contract types (including Cost Reimbursement, Fixed Priced, Time and Material, Indefinite Delivery-Indefinite Quantity, Other Transaction Agreements, etc.) and terms applicable to sponsored research is preferred. SKILLS Leadership, management, and customer service skills to excel in a complex, compliance driven, high-pressure environment. Exemplary reading comprehension and logical reasoning skills. Excellent negotiation and communications skills, both verbal and written. Proactive decision-making and problem-solving skills to respond to high-pressure situations. Skills related to the use of office equipment and specialized computer applications and systems. Other Information Significant experience in sponsored research administration, subaward administration, contract negotiation, or research compliance within a higher education, government, or nonprofit research environment. Demonstrated knowledge of federal regulations governing sponsored projects, including Uniform Guidance (2 CFR 200), FAR, DFARS, and other agency-specific requirements. Experience negotiating and administering subawards, subcontracts, consulting agreements, and other research-related agreements. Strong understanding of subrecipient risk assessments, subrecipient monitoring, audit requirements, and compliance best practices. Excellent written and verbal communication skills, with the ability to effectively interact with faculty, sponsors, subrecipient organizations, auditors, legal counsel, and senior leadership. Manage and oversee subrecipient monitoring activities to ensure compliance with sponsor, federal, state, and institutional requirements. Participate in internal and external audits and reviews, including Contractor Purchasing System Reviews (CPSR), Single Audits, State of Georgia audits, Defense Contract Audit Agency (DCAA) reviews, and project-specific audits.
