Perform full range of supervisory duties to include counseling, evaluateing hiring, and training employees. Effectively manage assigned projects to ensure timely and accurate completion. Review plans prepared by staff and others to ensure correctness. Supervise professional engineering and technical staff in the performance of engineering duties. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Supervise staff and provide general contract administration of construction, maintenance and other roadway projects. Develop project design, secure donated right-of-way, compute cost estimates, provide information to assist in the preparation of the six year plan, and communicate with citizens and public officials. Prepare documents for road construction to improve the secondary system. Use sound technical practices relative to preliminary engineering, right of way acquisition, contract preparation and construction oversight.


How you will contribute:
Analysis and Technical Reporting: Analyze and interpret technical engineering information and data. Prepare reports and recommendations related to findings. CADD and Computer Skills: Complete work tasks in MicroStation, GeoPak, Falcon database management system, iPM, POOL, and Transport, as well as other non-CADD applications. Communications: Communicate effecitvely with internal and external customers including VDOT staff, local governemnts, elected officials, and FHWA. Prepare correspondence, technical documents, reports, presentations, and demonstrations. Respond to requests for information and resources from internal and external customers. Contract Development and Coordination: Prepare contract assemblies and sketches for small, limited scope projects to include construction, maintenance and emergency projects (SAAP and no-plan assemblies) to meet scheduled advertisement dates for preliminary engineering and right of way phases. Engineering Compliance: Ensure all engineering projects are completed in compliance with VDOT, state and federal policies, procedures, guidlines, laws and regulations. Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline. Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status. Project Management: Provide direction and coordination for all project activities, integrating team member deliverables and budgets. Establish schedules and budgets so that complex projects utilize VDOT's standards, policies and procedures. Assist in directing daily project activities. Develop, manage and monitor scope, schedule and estimate for assigned projects to deliver projects on time and within budget. Coordinate with other VDOT sections to ensure all segments of the project are kept on schedule. Right of Way and Utilities Coordination: Coordinate with District Survey Manager to obtain survey data. Coordinate utilities and railroad agreements for projects. Conduct and, or attend field utility meetings; conduct courthouse research, meet with landowners and prepare documents. Roadway Design: Apply engineering principles and knowledge of design criteria and software to develop designs and prepare plans for highway improvement projects. Special Projects: Perform special projects and assignements related to engineering program when assigned. Team Leadership: Supervise a team of engineers and technicians in performing duties and assignments for related program area. Monitor and evaluate work activites and provide guidance and direction. Promote training and professional development opportunities. Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing. VDOT Representation: Represent the agency and program area internally, with citizens, elected officials, local governments and the business community. Be actively involved in group assignments for the planning and implementation of initiatives and issues.

Knowledge of engineering principles as they relate to transportation engineering. Knowledge of highway construction methods and materials and VDOT specifications and standards. Knowledge of local, state, and federal rules, regulations, policies and procedures governing transportation engineering and safety. Knowledge of project management procedures and principles. Knowledge of roadway design criteria, basic storm water management regulations, construction methods, VDOT standards, specifications and construction materials. Knowledge of strategic, operational, and financial management principles, practices and techniques. Skill and ability to positively interact with employees, citizens and government officials. Skill in building networks and relationships with stakeholders internal and external to VDOT. Skill in contract negotiations. Skill in critical thinking and decision making during emergency and real time sensitive situations. Skill in providing and promoting good customer service to internal and external customers. Skill in the use of computers and software applications to include engineering software.
Minimum Qualifications:
Ability to communicate effectively orally and in writing with diverse groups. Ability to plan and coordinate staff workload and set priorities. Ability to read and interpret transportation plans and estimate and calculate quantities for project estimates and contracts. Experience developing contract documents. Experience in roadway design. Knowledge of construction and maintenance contract administration policies and procedures. Skill in contract negotiations. Skill in the use of computers and software applications to include project management and engineering software programs. Valid driver's license.
Additional Considerations:
A combination of training, experience, or education in Civil Engineering or related field desired. EIT or PE license. Experience supervising administrative and professional staff and managing performance.
