Duties and Responsibilities
I. Organizational Leadership and Strategic Planning
A. Provide visionary leadership to ensure the organization's mission, philosophy, and strategic goals are effectively implemented throughout all programs and services.
B. Develop and implement long-range strategic plans in collaboration with the Board of Directors and leadership team.
C. Foster a person-centered organizational culture that values respect, inclusion, self-determination, and community integration for people receiving services.
D. Monitor emerging trends, legislation, regulations, and best practices related to intellectual and developmental disability services and recommend organizational responses as appropriate.
E. Promote continuous quality improvement initiatives across all agency programs and operations.
F. Ensure organizational practices reflect ethical leadership, sound decision-making, and responsible stewardship of agency resources.
II. Executive Oversight and Staff Leadership
A. Hire, supervise, mentor, evaluate, and support the performance of senior leadership staff, including but not limited to the Finance Director, Administrative Director, Residential Program Director, Day Program Director, and Community Relations Director.
B. Establish clear performance expectations, accountability measures, and professional development opportunities for leadership staff.
C. Promote collaboration and effective communication among departments to ensure coordinated and efficient service delivery.
D. Support leadership staff in resolving operational, personnel, programmatic, and service delivery concerns.
E. Ensure organizational staffing structures support quality services, regulatory compliance, and operational efficiency.
F. Promote employee engagement, leadership development, retention, and a positive workplace culture.
III. Board of Directors Support and Governance
A. Serve as the primary liaison between the Board of Directors and agency operations.
B. Attend and participate in meetings of the Board of Directors and assigned committees.
C. Provide timely and accurate reports, recommendations, and information necessary for informed Board decision-making, including financial, operational, regulatory, and programmatic updates.
D. Assist the Board in strategic planning, policy development, organizational assessment, and goal implementation.
E. Collaborate with Board leadership to prepare meeting agendas, reports, supporting materials, and presentations.
F. Assist with Board recruitment, orientation, education, and ongoing development activities.
IV. Financial Management and Resource Development
A. Ensure the financial integrity and long-term sustainability of the organization.
B. Oversee the development, implementation, and monitoring of the agency's annual budget in collaboration with the Finance Director and Board of Directors.
C. Monitor agency revenues, expenditures, cash flow, contracts, and financial forecasts to ensure fiscal responsibility and sustainability.
D. Implement and maintain effective internal controls, financial management systems, and risk management practices.
E. Ensure accurate financial reporting and compliance with all applicable accounting standards, funding requirements, and audit expectations.
F. Identify and pursue opportunities for organizational growth, funding diversification, grants, partnerships, and community support.
G. Support fundraising activities, donor relations, and community engagement efforts.
V. Program Oversight and Quality Assurance
A. Ensure all residential, day program, and support services are person-centered, outcome-driven, and compliant with applicable regulations and standards.
B. Monitor the quality, effectiveness, and safety of services provided throughout the organization.
C. Ensure systems are in place to evaluate program performance, participant satisfaction, health and safety outcomes, and regulatory compliance.
D. Promote continuous improvement efforts that enhance service quality and individual outcomes.
E. Ensure appropriate investigation, reporting, and follow-up of incidents, grievances/complaints, and health and safety concerns.
F. Support innovation and program development to meet the changing needs of people receiving services and their families.
VI. Regulatory Compliance and Risk Management
A. Ensure organizational compliance with all federal, state, and local laws, regulations, licensing standards, and contractual obligations related to services for people with I/DD.
B. Maintain knowledge of Medicaid, HCBS, labor laws, and other regulations impacting agency operations.
C. Oversee agency policies, procedures, and operational practices to ensure legal and ethical compliance.
D. Ensure appropriate risk management, emergency preparedness, and safety practices are maintained throughout the organization.
E. Serve as the agency representative during audits, surveys, investigations, and monitoring activities conducted by regulatory and funding entities.
VII. Community Relations and Advocacy
A. Serve as the primary public representative and spokesperson for CLA.
B. Develop and maintain positive relationships with people receiving services, families, guardians, staff, community partners, advocacy organizations, governmental agencies, and other stakeholders.
C. Promote public awareness and understanding of CLA's mission and the rights, needs, and capabilities of people with intellectual and developmental disabilities.
D. Advocate for quality services, community inclusion, and the rights of people with disabilities at the local, state, and community levels.
E. Foster collaborative partnerships with service providers, community organizations, businesses, and public agencies.
F. Represent CLA at community events, professional meetings, conferences, and stakeholder groups.
VIII. Organizational Communication
A. Communicate the mission, vision, values, and goals of CLA to staff, people receiving services, families, community partners, and the public.
B. Ensure transparent, timely, and effective communication throughout the organization.
C. Promote a culture of professionalism, accountability, inclusion, and teamwork.
D. Support conflict resolution and collaborative problem-solving within the organization.
IX. Other Duties
Perform other duties and responsibilities as assigned by the Board of Directors consistent with the position and organizational needs.
Required Qualifications
- Bachelor's degree in Human Services, Social Work, Business Administration, Public Administration, Healthcare Administration, Nonprofit Management, or a related field. Master's degree preferred.
- Minimum of five years of progressively responsible leadership experience in a nonprofit, healthcare, human services, or related organization, including supervisory and operational management responsibilities.
- Demonstrated experience in organizational leadership, strategic planning, financial management, program oversight, and staff supervision.
- Knowledge of services and supports for people with intellectual and developmental disabilities, including person-centered practices and community-based services.
· Proven ability to lead teams, manage organizational change, and foster a collaborative work environment.
· Strong advocacy, relationship-building, and community engagement skills.
· Excellent written, verbal, interpersonal, and public presentation skills.
· Ability to analyze complex situations, exercise sound judgment, and make effective decisions.
· Demonstrated commitment to the rights, dignity, inclusion, and self-determination of people with disabilities.
· Ability to use Microsoft Office Suite (including Word, Excel, and Outlook) to perform daily job responsibilities efficiently.
Preferred Qualifications
- Master's degree in a related field.
- Experience working within Colorado's intellectual and developmental disability service system.
- Knowledge of Medicaid-funded services, HCBS regulations, licensing requirements, and applicable state and federal regulations preferred.
- Experience working with nonprofit boards and governance structures.
- Experience with fundraising, grant development, and donor relations.
· Experience managing multi-service or multi-site programs.
· Experience using Electronic Medical Records (EMR) and familiarity with Therap preferred.
Physical and Work Requirements
- Ability to travel locally as required for meetings, program visits, community events, and other agency business.
- Ability to sit, stand, walk, bend, and use standard office equipment for extended periods.
- Ability to respond to urgent situations or organizational needs outside of regular business hours when necessary.
- Ability to successfully complete required background checks and any other requirements mandated by applicable regulations or funding sources.
