The CSU Chancellor's Office is the headquarters for the nation's largest and most diverse system of higher education. THIS RECRUITMENT IS OPEN TO CURRENT CSU EMPLOYEES ONLY. The anticipated salary hiring range is up to $100,008 per year, commensurate with qualifications and experience. Work Arrangements This position is approved for a hybrid work schedule, with two days of telecommuting and three days working onsite (in-person) at the designated reporting campus. Comprehensive Health, Dental, and Vision Benefits Generous vacation plan 15 paid holidays a year Tuition waiver education program (also applies to eligible family members) Membership in the California Public Employees Retirement System (PERS) Confidential Technical Support - PSL III Position Information The California State University, Office of the Chancellor, is seeking a Senior Human Resources Systems Analyst to independently perform specialized administrative and analytical duties and provide timely and effective general advice across Shared Services as it pertains to the usage of various technology systems. Responsibilities Triage PeopleSoft issues in collaboration with Shared Services users, baseline system-wide support group and the State Controller’s Office. Utilize PIMS and CIRS to analyze and troubleshoot coordination of benefits between the Chancellor’s Office and SCO. Prepare technical specifications for user reports, working closely with the development team. Assess documentation and training needs for the Shared Services team and develop and deliver training as required, determining appropriate training methodologies. Develop and communicate changes in PeopleSoft that impact Shared Services technology systems. Plan, facilitate, and track small and large‑scale projects, including developing modifications to increase CHRS efficiency and productivity. Develop and conduct training to ensure adoption and effective usage of changes and enhancements. Use Project Management tools, standards, and best practices in all phases of project work. Lead the implementation of newly approved functionality. Recommend business processes, policies, and training related to CHRS and integrated third‑party systems for Shared Services team members. Represent Shared Services systemwide in user group and functional team meetings as appropriate. Stay informed of industry standards and current and future higher‑education practices through conferences and user group meetings. Coordinate and test fixes, patches, releases, and bundles to ensure system stability and performance. Develop sound conclusions and recommend approvals for changes to security roles across Shared Services HRIS systems. Create and test data queries, train end‑users in their use, and collaborate with programmers to identify data elements for large‑scale reporting needs. Run queries and provide data for labor negotiations and related activities. Document activities and provide regular status reports for all management levels as needed. Manage and safeguard highly sensitive information related to collective bargaining, grievances, and labor relations cases, ensuring strict confidentiality and compliance. Qualifications Bachelor’s degree in technology or related functional area or an equivalent combination of education and experience. 7 years of experience working with HRIS software and systems in a fast‑paced, demanding, and evolving environment. Experience in benefits operations or a closely related field (Human Resources, Payroll, Retirement Administration). Experience in developing and designing technology systems (e.g., databases) and using collaborative software such as SharePoint. Experience in Human Resources in higher education. Experience with policies, procedures, and outside regulations pertaining to Human Resources Information Systems. General understanding of the development and implementation life cycle, including requirements gathering, gap analysis, configuration, functional specifications, system integration, reporting, product enhancement, and support. High proficiency in developing complex reports using Excel (pivot tables, lookup formulas, graphs, etc.) with strong attention to detail and accuracy. Knowledge of administrative survey techniques, operations, and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Knowledge of Oracle/PeopleSoft HCM modules or equivalent ERP and data warehouse tools for administration and reporting. Knowledge of the CSU CHRS PeopleSoft Benefits Administration module. Knowledge of standard theories, principles, practices, and techniques applicable to the management of assigned HRIS modules. Knowledge of policies, procedures, and outside regulations pertaining to HRIS. Strong investigative and analytical skills with broad administrative impacts. Consultative skills working with internal and external constituent groups. Ability to understand problems from a broad, interactive perspective and develop strategic solutions. Capability to work with representatives from public and private entities and handle potentially sensitive information and situations. Ability to gather and analyze large data sets and present concise recommendations to large user groups and stakeholders. Proactive problem anticipation and resolution. Effective written and presentation skills with consultative and facilitation abilities to gain consensus. Initiative and independent planning, organizing, coordinating, and performing work across diverse demands.
