Hilton Ave Phoenix, AZ 85009 Posting Details Salary: $48,437.00 - $58,437.00 Anticipated Salary: $53,437.00 Grade: 20 Closing Date: 8/06/2026 Job Summary This position provides a high level of administrative support and expertise. The Permit Technician is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations and standards. Job Duties Communicates (written and verbally) with customers, permittees, ADOT staff, local government agencies, utility companies, contractors and engineering firms. Communication typically includes explaining the permit process and giving instructions and guidance on the permit application to include all of the documents required such as temporary traffic control plans, insurance and bonding, environmental clearances. Conducts administrative and substantive reviews. Prepares permit packages, citing specific requirements from ADOT Standard Specifications and Standard Drawings to address the scope of work. Assures all supporting documents are part of the permit package and distributes permit to all appropriate parties. Prepare permit addendum to the work, grant extensions of time, issue letters of acceptance for completed work. Reviews permit submittals for compliance with FHWA & ADOT standards and specifications. Assures proposed work is in compliance with rules, regulation and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way. Performs basic plan review and coordinates reviews by other departments within the agency. Oversee and monitor progress of permit process. The position also ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities. Organizing and prioritizing work assignments. Conduct, provide, and assist in research information for the internal and external customers. Assist with research for the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor. Participating in Arizona Management System activities such as huddles, problem solving, kaizens, 5S, process mapping and standard of work. Coordinate and attend meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings. Perform field reviews to assure compliance of permit requirements and investigate reported or discovered ADOT Right of Way encroachments to determine validity. Determine and access technical aspects of permit and ADOT Right of Way encroachment violations and make recommendations for corrections or issues. Composes letters for Notice of Encroachment Violations. Knowledge Of Knowledge, Skills & Abilities (KSAs): Statutes, administrative rules, and policies pertaining to permits. ADOT Utility and Railroad Accommodation Guidelines as applied to utility construction and maintenance of encroachments permits. ADOT requirements for design, ADOT requirements for construction and Temporary and Permanent Traffic Control. Environmental requirements and clearances under NPDES /AZPDES (N.O.1.s, SWPPP, MS4). The American Association of State Highway and Transportation Officials (AASHTO), and Federal Highway Administration (FHWA) Guidelines. Tools, equipment, and materials used for highway construction and utility installations. Intergovernmental Agreements (IGA's) and Joint Project Agreements (JPA's). Right of Way methods and documents for acquisition and disposal of real property. The ADOT Permit Database, ROAD Portal, and Right of Way and highway maps and plans. Skill In Customer service, provide guidance, handling difficult customers and educating processes to inform customers. Written and verbal communication, depositions and testimony in a court of law. Organizing and prioritizing work assignments. Reading and interpreting a variety of technical engineering documents. Researching, utilizing available ADOT programs and databases and external sources in gathering information. Understand construction sequencing, methods and standards. Interpreting field inspection data and diaries.Field monitoring of temporary traffic control plans. Handling complex permit types with little to no supervision. Ability To Visualize impact of proposed encroachments and determine possible mitigations. Perform complex records searches, data analysis, word processing and spreadsheets. Research assessor's databases, property records and GIS systems. Assist training and guide staff members in permit related issues.Ability to review and approve all levels of utility plans and basic business types of permits. Develop standard work and process improvements for team members. Multi-task with critical deadlines. Organize, prioritize, and track work assignments. Ability to safely operate a State vehicle. Selective Preference(s) High school diploma or GED preferred Permit processing, highway maintenance, engineer plan reading, construction or experience preferred Pre-Employment Requirements AZ DRIVERS LICENSE - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked or suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
