Contract

Important Requirements

• Candidate MUST possess an active PMP certification from PMI or PM certification from VITA
• No other certifications qualify
• A copy of the PMP certification must be uploaded to be considered
• Candidate must agree to work onsite 23 days/week

Key Responsibilities

• Serve as a hands-on technical Project Manager with development staff and business groups
• Coordinate and communicate with ITD management and staff regarding work tasks and resourcing
• Communicate timelines and expectations to technical and business staff
• Collaborate with vendors, consultants, and contractors in the execution of projects, including contract management and coordination with procurement offices
• Adhere to VDOT and VITA project management practices and governance requirements
• Coordinate with VDOT and VITA Project Management Offices
• Maintain project budgets, plans, tasks, schedules, risks, and status reports and disseminate information to team members and customers as defined in the communications plan
• Ensure documentation of requirements and use cases and facilitate design workshops for assigned projects
• Ensure definition of test objectives, test plans, and test cases for assigned projects
• Provide management of project milestones and deliverables for on-time and on-budget delivery
• Define, measure, and communicate project progress using metrics
• Support system and application training efforts

Required Qualifications

• Ability to interact effectively with customers and project team members
• Ability to analyze and translate requirements into system specifications
• Knowledge of project management tools, methods, and practices
• Ability to analyze, design, develop, troubleshoot, and implement technology solutions
• Experience with Microsoft Project software
• Experience with Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint
• Knowledge of data modeling, interface management applications, and tools
• Comprehensive knowledge of project management methodologies
• Active Project Management Professional (PMP) certification or VITA certified Project Management certification
• Ability to communicate effectively orally and in writing
• Experience with both Agile and Waterfall project management methodologies
• Ability to program and create custom reports using IT application standard tools
• Combination of training, education, or experience in Computer Science, Information Systems, Engineering, Business Administration, or related field desired
• Progressively responsible experience with system analysis, design, development, testing, and troubleshooting

Preferred Qualifications

• Agile Scrum Master certification
• Working experience with VDOT ITD

Special Instructions

• This position requires a fingerprint-based background check
• PMP certification from PMI or PM certification from VITA is required no other certification qualifies

Experience Requirements

• 10+ years of current Project Management Professional (PMP) experience from the Project Management Institute (PMI)
• 15+ years of experience managing large projects
• 5+ years of solid understanding of software development life cycle models and expert knowledge of Agile and Waterfall project management principles
• 3+ years balancing business and technical background with sufficient technical expertise to provide credible leadership to technology teams (Nice to have)
• 5+ years of experience with Microsoft Office products including Word, Excel, Access, Outlook, Visio, PowerPoint, and Project Server
• Bachelors Degree required
