PROGRAM MANAGER

U.S. Fleet Forces Command

Summary You will serve as a PROGRAM MANAGER and ASSISTANT CHIEF OF STAFF for the TRAINING SUPPORT VESSEL SQUADRON FOUR (TSVRON-4) assigned to COMMANDER, CARRIER STIRKE GROUP FOUR. The TSVRON facilities are located at Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS). Summary You will serve as a PROGRAM MANAGER and ASSISTANT CHIEF OF STAFF for the TRAINING SUPPORT VESSEL SQUADRON FOUR (TSVRON-4) assigned to COMMANDER, CARRIER STIRKE GROUP FOUR. The TSVRON facilities are located at Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS). Duties You will report to the Executive Director, Maritime Headquarters (N02). You will exercises full delegated executive and managerial authority over a geographically dispersed, multidisciplinary workforce comprising Federal civilian professionals, Wage Marine specialists, and a large-scale contractor contingent. You will serve as the primary Government Authority and Contracting Officer's Representative (COR) for mission-critical maritime contracts exceeding $8 Million annually, ensuring performance alignment with high-intensity Fleet training objectives. You will develop, interpret, and spearhead command-level policies governing vessel safety, maritime regulatory compliance, and operational standards that ensure alignment with U.S. Fleet Forces Command (USFFC) and NAVSEA directives. You will serve as the primary command representative in formal and informal negotiations with labor union officials, ensuring a stable and mission-ready maritime workforce. You will direct the long-range strategic planning for TSVRON vessel sustainment, recapitalization, and replacement strategies. You will routinely engage with Flag Officers (Admiral/General) and Senior Executive Service (SES) officials to provide expert counsel on operational risk, capability trade-offs, and resource prioritization. You will spearhead the development of comprehensive budget estimates and long-range financial forecasts. You will independently analyze and authorize the reallocation of funds to meet emergent Fleet training requirements or respond to unforeseen maintenance contingencies. You will direct all coordination with the Fleet Logistics Center Norfolk (FLCN) and NAVSEA to implement complex service contracts. You will identify and secure alternative funding opportunities for the utilization of TSVRON assets as research and development test-beds, collaborating with industrial and academic partners to reduced cost to the government. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications To qualify for a GS-15, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing strategic direction, executive leadership, and oversight for a complex, multi-million-dollar program. This includes managing a multidisciplinary workforce (civilian, military, and contractor), directing long-range strategic planning, and assuming executive responsibility for program success and mission readiness. Experience demonstrating expert knowledge of maritime operations, naval architecture, and the lifecycle management of specialized vessels. This includes experience with maritime regulatory compliance (e.g., American Bureau of Shipping, U.S. Coast Guard) and overseeing vessel maintenance, modernization, and complex engineering projects. Experience managing and executing a substantial budget (in excess of $8M annually), including budget formulation, justification, and defense to senior leadership. The applicant must have experience in strategic resource allocation, including financial, human capital, and physical assets, to meet organizational objectives and respond to emergent requirements. Experience serving in a significant contracting oversight role, such as a Contracting Officer's Representative (COR). This includes developing Statements of Work (SOW), managing large-scale service contracts, ensuring contractor performance, and navigating federal acquisition processes. Experience negotiating and building consensus with senior-level stakeholders, including military Flag Officers, Senior Executive Service (SES) officials, and leaders from other government agencies and private industry. This includes the ability to justify, defend, and settle matters of significant consequence and represent an organization in high-stakes settings. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Policy information may be found at: Incumbent must demonstrate the physical resilience and agility required for recurring shipboard visits during high intensity training exercises at sea. This includes navigating vertical ladders, small craft transfers, and heliborne (HELO/COD) on-load/off-load procedures in diverse weather conditions. The role requires extended workdays both ashore and at sea to accomplish the mission. This sea-based oversight is critical for the incumbent to personally assess the integration of emerging technologies and ensure the Combat Ready Deployment Certification of Fleet units.
