CI/CD Team Lead / Technical Delivery Manager (Contingent on Contract Award)

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a CI/CD Team Lead / Technical Delivery Manager (Contingent on Contract Award) based in the United States.

As the CI/CD Team Lead / Technical Delivery Manager, you will own a mission-critical continuous integration and delivery platform supporting development teams on a large federal program.
You will lead a high-stakes 90-day transition from an incumbent environment while maintaining uninterrupted production operations.
The role combines hands-on platform engineering, technical leadership, operational ownership, and delivery management.
You will oversee a large-scale CloudBees/Jenkins ecosystem, Kubernetes-based build infrastructure, GitHub integrations, and automated pipeline capabilities.
You will also drive modernization through AI-assisted optimization, developer enablement, reusable pipelines, and DevOps best practices.
Success requires strong technical depth, disciplined transition planning, and the ability to lead teams through complex operational change.
This is a fully remote opportunity for an experienced platform leader who can operate confidently in a highly regulated federal environment.

Accountabilities

• Own the operational stability, availability, configuration, and performance of a large enterprise CI/CD platform.
• Administer and configure CloudBees Jenkins Operations Center and approximately 25 managed controllers.
• Manage EKS-based autoscaling build-agent infrastructure, balancing performance, cost efficiency, scalability, and cluster health.
• Monitor pipeline performance, proactively identify bottlenecks and failures, and implement improvements.
• Maintain reliable integrations with GitHub Cloud and GitHub Enterprise, including connectivity, webhooks, and organization-level configurations.
• Establish standardized technology-stack version baselines and develop reusable pipeline templates and shared libraries.
• Maintain platform and controller configurations as code so environments can be rebuilt consistently without manual reconstruction.
• Lead the 90-day transition of the CI/CD platform from the incumbent provider with a zero-production-disruption objective.
• Assess each transitioning tool, including its inherited security posture, and establish appropriate transition and risk-mitigation plans.
• Assume operational monitoring and Level 1 incident response while developing and obtaining approval for detailed transition plans, milestones, rollback procedures, and risk controls.
• Lead operational cutovers and maintenance windows while maintaining parallel operations where technically feasible.
• Deliver operational reporting, initiate roadmap planning, and formally close the transition while ensuring no production incidents are attributable to the migration.
• Lead infrastructure separation for testing environments, establishing isolated CI infrastructure within dedicated AWS account boundaries without disrupting active test windows.
• Own AI-driven pipeline resource optimization and dashboards used by development teams.
• Develop a roadmap for AI-assisted pipeline troubleshooting, shared-library impact analysis, and automated pull-request validation.
• Guide development teams in enterprise DevOps pipeline adoption and support the transition toward trunk-based development.
• Define DevOps objectives for program increments and track delivery risks, blockers, dependencies, and progress.
• Establish cross-team forums, integration checkpoints, technical presentations, game days, and other knowledge-sharing activities.
• Collaborate with delivery teams and stakeholders to promote consistent engineering practices and continuous improvement.

Requirements

• 8+ years of experience operating enterprise CI/CD platforms, including at least 4 years in production environments of comparable scale.
• At least 2 years of experience leading a technical delivery or platform team.
• Extensive hands-on Jenkins administration experience at enterprise scale; CloudBees CI and Operations Center experience is strongly preferred.
• Demonstrated experience operating build infrastructure on Kubernetes, including autoscaling agent fleets.
• Experience integrating CI/CD platforms with GitHub Enterprise and GitHub Cloud, including webhook and organization-level configuration.
• Proven experience leading a platform transition or migration where maintaining production continuity was a critical requirement.
• Strong experience with transition planning, rollback strategies, risk mitigation, operational readiness, and production cutovers.
• Bachelor’s degree in a technical discipline plus 8 years of relevant experience preferred. Equivalent combinations may include a master’s degree plus 6 years, associate degree plus 10 years, or high school diploma/GED plus 12 years of relevant experience.
• Experience in CMS or HHS environments, FISMA boundaries, or comparable shared-services platforms is preferred.
• Experience supporting environments with 50,000+ builds per month is advantageous.
• Experience driving adoption of trunk-based development across teams is a plus.
• Familiarity with JFrog Artifactory and Xray, including vulnerability-severity-based image promotion gating, is preferred.
• CloudBees Certified Jenkins Engineer certification or equivalent is preferred.
• Certified Kubernetes Administrator and AWS Solutions Architect Associate certifications are preferred; completion within 12 months may be expected if not already held.
• Strong technical leadership, communication, collaboration, and stakeholder-management skills.
• Ability to operate effectively in high-pressure transition environments with strict production continuity requirements.
• Strong analytical and problem-solving skills with a proactive approach to operational risks.
• Must be a U.S. person and able to obtain and maintain a federal Public Trust suitability determination and HSPD-12 PIV credential.
• Must be able to complete in-person identity proofing.
• All work must be performed within the continental United States.
• Must be able to work exclusively with company-issued, federally hardened equipment; personal devices cannot be used to access client systems or data.

Benefits

• Annual base salary of $170,000–$175,000 , with actual compensation determined by experience, qualifications, skills, location, and internal equity.
