Quinault Community Health and Quinault Wellness Center is seeking a strategic, detail oriented, and forward-thinking Executive Director of Finance to lead and elevate our financial operations. We are seeking a candidate that has experience with both Medical Billing and Coding, and Accounting experience. Our business operations support a growing healthcare system, including an Outpatient Substance Use Disorder Clinic and a Medical Clinic that offers primary care, pediatric care, and quick care. This role is critical in ensuring the financial health of these vital services to our community. The Quinault Indian Nation is a federally recognized Indian tribe. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Reorganization Act of 1934 and other U.S. laws. Specific duties and day-to-day tasks of the Executive Director of Finance are prompted by assignments, and by requirements to fulfill responsibilities established by the Supervisor. These duties include, but are not limited to, the following: Receive and process documents representing a variety of financial transactions. Provides supervision and leadership for all accounting, billing, coding, logistics, and supply chain staff. Implements and ensures full compliance of the policies and procedures of the agency. Prepares written performance evaluations annually for staff as required by WAC and Quinault Community Health and Quinault Wellness Center. Conducts regular staff meetings to discuss matters pertaining to policies and procedures, account management, and other pertinent topics. Develops, manages, and assists all budget related activities. Coordinates and oversees financial audits. Preparation of financial reports that will assist in month-end closings, quarterly reports, and yearly reports, and reconciliations of general ledger accounts and other financial information. Research documents and transactions as requested. Embraces teamwork as the foundation of the organization, demonstrates good interpersonal skills, treats all team members with dignity and respect, actively supports others, and maintains a high level of personal integrity. Promotes positive corporate culture and maintains confidentiality of all Quinault Community Health and Quinault Wellness Center information. Establish and maintain an effective system of communication within Quinault Community Health andQuinault Wellness Center, and establish and maintain an effective working relationship with others. Prioritizes and plans work activities; uses time efficiently. Adhere to all Personnel Manuals, Title 97 and TERO Policies Perform other duties as required or assigned. Qualifications LICENSE REQUIREMENTS: Must hold a current and active Washington State Drivers License; and be insurable by our insurance company. Required: Bachelor’s Degree in Business Administration, Finance, or related field. 7+ years of experience in a financial management role in a healthcare organization (2 years may be substituted for a Master’s Degree in Business, Finance, or a related field). Strong understanding of healthcare financial principles and regulations, to include anti-kickback statute (AKS), HIPPA, False Claims Act (FCA), and Medicaid rules and regulations. Excellent analytical and problem-solving skills. Strong communication and interpersonal skills. At least 3 years of experience directly supervising accounting and/or medical billing and coding staff. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and financial resources. Knowledge of medical coding, medical billing, and grant administration. Knowledge and adherence to state (RCW, WAC) and federal confidentiality regulations (42 CFR part 2). Applicants must always conduct self ethically and professionally. Knowledge of HIPAA and PHI requirements. Knowledge of common office and administrative procedures. Skills in the operation of a personal computer and standard office programs and equipment. Ability to present strong public speaking and presentation skills. Preferred: Masters in Health Administration, Public Health, Business Administration, Behavioral Health, Addiction Studies or other related degree. Previous experience with an Electronic Health Records system, to include pulling reports and data. Previous experience with Dynamics 365 Business Central Software Physical / Mental Requirements: While performing these job duties, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee may occasionally lift and/or move up to 50 pounds. Work is primarily performed indoor and shifts vary based on needs of the organization.
