Design Project Engineer Maryland Port Administration - Engineering Division Location - World Trade Center, Baltimore, Maryland Status - Open until filled Build Infrastructure That Keeps the Port Moving The Maryland Port Administration is looking for a licensed Professional Engineer to lead complex infrastructure projects at the Port of Baltimore. In this role, you'll manage multidisciplinary engineering work from early scope development through final design and construction. You'll work directly with engineering consultants, contractors, regulatory agencies, and Port stakeholders to deliver practical, constructible solutions for an active marine and industrial environment. This position reports to the Deputy Director of Design within MPA's Engineering Division. What You'll Work On You'll lead civil, structural, mechanical, electrical, and facility-related projects supporting Port operations. Your work may involve active terminals, industrial facilities, operational infrastructure, security systems, utilities, and other improvements critical to the Port's mission. You'll help define project scope, establish design requirements, and coordinate with stakeholders from Operations, Maintenance, Security, Information Services, Environmental and Risk Management, Property Management, and Cruise Operations. What You'll Do You'll manage Architectural and Engineering firms throughout the project lifecycle, reviewing their scopes, fee proposals, staffing plans, schedules, drawings, technical specifications, engineering estimates, reports, and other design deliverables. You'll perform detailed constructability, quality, and technical reviews of design packages and make sure contract documents are complete, coordinated, and ready for construction. You'll manage project budgets and schedules, evaluate consultant invoices and task proposals, and recommend approvals or revisions to Engineering Division leadership. You'll coordinate environmental reviews and regulatory approvals with state and federal agencies, monitor permitting progress, and help resolve issues that could affect project delivery. During construction, you'll provide design support by reviewing RFIs, contractor submittals, product data, proposed changes, cost proposals, and unforeseen site conditions. For projects completed in-house, you may also prepare technical specifications and other engineering documents. What You'll Bring You must hold a current Professional Engineer license in civil, structural, mechanical, or electrical engineering. A Maryland PE license is preferred. Candidates licensed in another state may qualify but must obtain Maryland licensure within 12 months of appointment. You must also have at least one year of engineering project-management experience gained while working as a licensed PE. Your experience should include exercising professional engineering judgment while managing design development or construction-phase services. This may include signing and sealing engineering documents, leading consultant teams, developing construction contract documents, reviewing design submittals, managing permitting, controlling project budgets and schedules, or supporting construction activities. Experience working in a marine, port, transportation, heavy-industrial, or similarly complex operating environment is preferred. What Success Looks Like A successful engineer in this position can translate stakeholder needs into clear scopes of work, identify design and constructability issues before they reach the field, and keep consultants accountable for quality, cost, and schedule. You should be comfortable balancing technical requirements with real-world operational, environmental, security, and permitting constraints. Strong communication is essential because you'll regularly lead meetings, coordinate across disciplines, resolve conflicts, and present project status to management. Field and Operational Requirements This is an essential position that may require availability outside normal working hours to support continuous facility operations. You must be able to work safely in active construction and industrial environments. This may involve walking or driving over uneven terrain, climbing ladders, visiting active project sites, and working in extreme temperatures or inclement weather.
