The Project Manager will support the Census Bureau in the development and support of software tools to aid in their mission. The Project Manager is responsible for the leadership and management to help build and execute our Census portfolio. The Project Manager leads a project which involves developing a business plan that aligns with CATHEXIS’ strategic roadmap, motivating others to commit to that plan, reinforcing CATHEXIS’ value proposition, and holding everyone accountable for their performance. The Project Manager manages the project by overseeing its project set, setting, reviewing, and controlling budgets, managing and mitigating risk, and ensuring high levels of quality, customer satisfaction, and compliance with CATHEXIS policies and procedures. The Project Manager inspires excellence in delivery, loyalty in their clients, teamwork, and professional growth in all of their employees. The Project Manager works with the corporate Leadership Team of CATHEXIS and the role inherently includes contributing to the overall success of CATHEXIS through cross-selling, collaboration, and improving enterprise-wide tools and processes.This position is local to the Washington, DC area and involves managing a remote staff. Regular visits to the customer site in Suitland, MD will be necessary in order to maintain a close customer relationship.ResponsibilitiesThe responsibilities include, but are not limited to:Plan, organize, and manage tasks from initiation through closeout, ensuring alignment with contract scope, Statement of Work, deliverables and customer expectationsDevelop and maintain project schedules, work plans, milestones, status reports, etc., to support timely and transparent project executionMonitor project budget, labor utilization, resources and performance metrics to ensure work is completed on time, within budget and in accordance with quality standardsServe as the primary liaison among government customers, company leadership, project staff, subcontractors and teaming partners to support clear communication and issue resolutionCoordinate and guide project teams, assigning responsibilities, tracking progress, removing roadblocks and ensuring accountability for deliverablesIdentify, assess and mitigate project risks, schedule constraints, compliance issues, and customer concerns before they affect performanceEnsure project activities comply with contract terms, company policies, applicable federal acquisition requirements, security requirements and customer-specific proceduresPrepare and deliver recurring project status updates, briefing materials, meeting agendas, meeting minutes and customer-facing reportsSupport contract administration activities, including documentation, deliverable submission, change requests, subcontractor coordination, invoicing support, and audit readinessRequirementsMinimum 10 years IT Project Management experience.Minimum 7 years of working experience in one or more of the following areas: System Administration, IT Operations, Software Delivery, and Release Management concepts2 years of experience managing federal, state or local government contracts, task orders, or customer-funded projects7 years of Microsoft Project experience7 years of Earned Value Management experience7 years of Risk Management experience7 years of experience working with SDLC from requirements to implementationAbility to manage resources and manage the day-to-day processesAbility to follow, implement, and manage Software Process Improvement2 to 3 years of experience Agile and/or SAFe FrameworksProject Management Certification (i.e., PMP, SAFe, etc.)Experience working in a software engineering environment following industry best practices such as CMMI or ITILDesired SkillsExperience managing federal, state or local government contracts, task orders, or customer-funded projectsFamiliarity with Statements of Work, contract deliverables, performance reporting and government customer expectationsStrong project planning, scheduling, budget tracking, risk management, and resource coordination capabilitiesAbility to communicate clearly and professionally with government customers, subcontractors, teaming partners, project staff and company leadershipExperience preparing status reports, briefings, meeting minutes, project documentation, and customer-facing deliverablesWorking knowledge of project management and collaboration tools such as Microsoft Project, Smartsheet, Jira, Asana, Trello, SharePoint, Teams or similar platformsStrong organizational skills and the ability to manage multiple priorities in a fast-paced small business environmentAbility to identify issues early, recommend practical solutions, and drive tasks to completion with limited oversightUnderstanding of compliance, security, quality assurance, or audit readiness requirements in a government contracting environmentBenefitsCATHEXIS offers competitive compensation packages to all eligible employees.
