POSITION TITLE: DIRECTOR; PROGRAM DEVELOPMENT

DEPARTMENT: PROGRAM DEVELOPMENT

OBJECTIVE

In a staff capacity to BBNA’s executive level and as a key element of the Association’s Senior Management team, this position is charged with grant writing for the organization, and new program development. This position leads organization-wide grant research, development, and coordination, ensuring all BBNA departments have access to technical assistance and support in identifying, pursuing, and managing competitive funding opportunities. The position aligns program development efforts with BBNA’s Strategic Plan and long-term sustainability goals.

QUALIFICATIONS: EDUCATION & EXPERIENCE

– Required: Associate’s in business, Public Administration, Community Planning, or related field, plus three years’ experience as a grant writer. Extensive experience working in and with non-profit agencies. Familiarity with contemporary planning processes. At least two years’ experience working in a supervisory or contract management capacity with demonstrated proficiency in contract management, planning, and program management. Preferred: Bachelor’s degree in one of the above fields and 5 years of experience developing, coordinating, initiating and writing grants. Substitutions: At BBNA’s discretion, an additional three years of grant writing experience or related experience at an upper management level may be substituted for a college education on a year for year basis.

SKILLS & ABILITIES

Understanding the research process and being able to conduct thorough research to gather data and information relevant to the grant proposal. The ability to write clear, concise, and engaging content that effectively communicates the goals objectives of the program and/or project. Skills to create polished and professional proposals that meet the requirements of various funding agencies. Ability to use data and storytelling to strengthen proposals and demonstrate the impact of the project. Familiarity or experience specifically with Federal programs/contracts, state-funded programs/contracts, and private foundation funding sources. Knowledge of, or direct experience in dealing with: P.L. 93-638, P.L. 102-477, 25 CFR, and other funding sources commonly available to tribal organizations in Alaska. Familiarity with tribal governments and with the Bristol Bay region, people, cultures, and programs/services within the region.

TECHNICAL PROFICIENCY

Familiarity with grant submission portals including but not limited to Grants.gov. Proficiency in software like Microsoft Office, Adobe Acrobat, and other relevant tools.

JOB RESULTS

Grant writing/developing proposals by Investigating, researching, and developing new funding sources. Submitting grant proposals to obtain new and maintain existing funds. Developing and maintaining template grant materials such as organizational and regional descriptions, demographic information, and similar materials to assist program staff develop grant proposals. Maintain relationships with fund providers. Work directly with key staff (Directors, Accountants, Managers) to review and track existing grant funding. Review and approve all grant applications and documentation for compliance prior to final Executive approval. Serve as BBNA’s central coordination point for all grant development and submission efforts, establishing and maintaining a uniform internal process for pre-award review, routing, and tracking. Coordinate with Executive, Finance, and Department Directors to prioritize agency funding strategies and ensure proposals align with BBNA’s mission and strategic priorities. Provide program and regional development by Acting as the Association’s key resource for current ongoing information about funding resources available to develop programs. Researching and providing information on upcoming funds available, trends, and advising on funding opportunities. Collaborating with Department staff to gain an understanding of existing BBNA programs, and their current and future objectives to ensure proposals match well and will be sustainable. Work closely with Finance and Grants Management to ensure proposals and budgets meet federal cost principles and BBNA’s internal fiscal controls under 2 CFR 200. Track agency-wide grant activity, awards, and outcomes to identify performance trends, gaps, and funding overlaps. Keep Management Informed by Preparing a comprehensive monthly report for the Chief Administrative Officer. Providing periodic funding opportunity summaries and strategic recommendations to the President & CEO and Senior Management Team. Functional coordination and reporting to the President/CEO or other executives as assigned for strategic initiatives. Meet requirements for travel in and out of region by Scheduling well planned trips if necessary within and outside the region to attend funding meetings, training, or site visits related to program development. Monitors and improves program and service quality by Develop and maintain and region wide Community Needs Assessment and prepare reports for recommendations and reviews of Executive staff. Maintaining a keen understanding of each BBNA Department’s operations and acting as a resource for advice in planning or decision making. Providing training and technical assistance/support to departmental staff in preparing funding applications and assisting Program Managers with contract compliance. Represent BBNA at state, federal, and philanthropic funding briefings, regional planning meetings, and interagency collaborations to identify new partnership and funding opportunities. If assigned, supervise support or administrative staff involved in program development, research, or grants management. Protect program integrity and client privacy by Agreeing to BBNA’s policy on confidentiality, keeping confidential information gained through employment secure, during and after this employment. Contributes to overall team effort by Welcoming new and different work requirements; exploring new opportunities to add value to the organization; helping other accomplish related job results as and where needed.

REPORTS TO: CHIEF ADMINISTRATIVE OFFICER (CAO)

DUTY STATION: DILLINGHAM / BRISTOL BAY REGION / OTHER AS APPROVED WAGE: $57.83/hr ($112,769/yr) – $118.64/hr ($231,348yr)

GRADE RANGE: 25

EMPLOYMENT TYPE: FULL-TIME
