Position Summary
Incumbents in this position are responsible for providing strategic leadership, direction, and oversight of assigned operational divisions within CFPUA. The Director ensures operational excellence, regulatory compliance, fiscal stewardship, and organizational alignment while fostering a culture of collaboration, accountability, and continuous improvement. This position is assigned to Pay Grade R40.
The successful candidate will be assigned to operational divisions based on organizational needs and the candidate's education, experience, and qualifications.

- Water Distribution and Wastewater Collection Systems
- Maintenance Services
- Environmental Laboratory and Compliance

Essential Job Functions
- Provides strategic leadership and direction for assigned operational divisions, ensuring alignment with CFPUA's mission, strategic priorities, and organizational values.
- Develops division goals, objectives, policies, procedures, and performance measures while identifying opportunities for operational improvement.
- Develops, administers, and monitors division operating and capital budgets, ensuring responsible stewardship of financial resources.
- Oversees workforce planning, employee development, performance management, succession planning, and leadership development within assigned divisions.
- Coordinates with CFPUA leadership, City and County officials, regulatory agencies, elected officials, and regional organizations to accomplish organizational objectives.
- Serves as CFPUA's representative with regulatory agencies and local, state, and regional environmental organizations.
- Prepares reports and presents recommendations, operational updates, and strategic initiatives to the Executive Leadership Team and the CFPUA Board as needed.
- This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
- This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
- This position is responsible for creating a culture of belonging and inclusion.
- This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
- This position is responsible for ensuring compliance with all CFPUA policies and procedures.
- This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
- Performs other related job duties as assigned.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Education, Experience, and Other Requirements
- Bachelor's degree in environmental science, engineering, business administration, public administration, or related field.
- Master's degree is preferred.
- Ten (10) years of progressively responsible management experience, including at least five (5) years leading water utility operations, wastewater operations, or related operational field.
- Additional professional certifications may be required based on the operational divisions assigned, with opportunity to acquire those certifications within a defined term.
