CASE MANAGER

Job Information GRADE: 10 JOB TYPE: Full‑time LOCATION: Martinsburg, WV DEPARTMENT: Day Report Center Overview The Case Manager supports individuals with a history of felony convictions who need substance use treatment or are at risk of re‑offending. The role follows Core Correctional Practices and the Risk, Need, Responsivity Principle. The Case Manager communicates with court officials, probation and parole officers, and other professionals to maintain continuity of services. Understanding of substance use, co‑occurring disorders, and community resources is essential. The position involves assessments, establishing treatment plans, and holding offenders accountable for required treatment and community reintegration. Responsibilities Supervise and provide rehabilitative services to a caseload of 25–30 clients. Conduct Level of Service/Case Management Inventory assessments, drug screenings, community supervision, convene groups, and provide case management and individual assistance. Maintain contact with community resources and refer clients as necessary. Prepare treatment plans based on LSCMI scores and hold offenders accountable for participation in required treatment. Prepare reports, correspondence, and documents. Maintain the Community Corrections Information System and OCMS databases. Transport clients using County vehicle. Perform related work as required. Qualifications and Requirements Any combination of education and experience equivalent to a bachelor’s degree in social work, psychology, criminal justice, or human behavioral sciences. Knowledge of DRC principles, court system, criminal justice, counseling, adult and vocational education, and probation, parole, and corrections work. Knowledge of state laws, rules, and cases affecting probation, parole, and corrections. Knowledge of local community structure and resources. Ability to work within the community and use available resources. Ability to maintain records, make oral and written reports, and assess courts and local resources. Skilled in Motivational Interviewing techniques and knowledge of Cognitive Behavioral Therapy model. Computer skills, including Microsoft Word and Excel, and proficiency in spreadsheet and word processing software. Ability to maintain strict confidentiality and build relationships. Strong interpersonal skills and convincing abilities. Ability to understand and carry out detailed instructions. Excellent verbal and written communication skills. Physical Requirements Sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects or parts, operating motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The employee is subject to inside and outside environmental conditions. Special Requirements Possess a valid driver’s license. Special interest in and enthusiasm toward helping individuals overcome addiction problems. May be required to work evenings and weekends.
