Help

• You will provide expert guidance to program management leaders and staff, support organizational planning, evaluate complex issues, and recommend solutions that strengthen program execution, workforce readiness, and mission success.
• You will develop strategies that improve workforce recruitment, training, qualification, certification, and professional growth while ensuring documentation, assessments, and recommendations meet established legal and organizational requirements.
• You will participate in strategic planning, improve business processes, monitor assigned projects, and translate organizational goals into practical actions that strengthen program performance and support long term operational objectives.
• You will monitor workforce requirements, recommend personnel assignments, identify professional development needs, and coordinate with leadership to ensure staffing decisions align with organizational priorities and mission demands.
• You will oversee employee work assignments, establish priorities, evaluate performance, administer discipline when appropriate, and mentor employees while promoting accountability, equal opportunity, and effective team performance.
• You will prepare recommendations for awards, performance evaluations, and other personnel actions, maintain awareness of employment policies, and perform additional duties as assigned to support organizational success.

• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade NH-03 level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

- Mastery level knowledge and skill in the Defense Acquisition System. Includes knowledge of key activities and documentation requirements of each phase of the acquisition life cycle for all categories of programs; supporting and/or managing multiple projects/programs through the acquisition life cycle.

- Knowledge and experience monitoring members of the program management functional area engaged in Defense Acquisition program activities, including fostering positive working relationships and serving in a mentorship role for members of the program office.

- Experience in strategic planning activities, and experience contributing to the development and improvement of work processes that shape how team members manage assigned projects and programs.

PM GBAD programs detect, track, ID, and defeat aerial threats across four Product Managers: Future Weapons Systems, Medium Range Intercept Capability, Fixed Site Counter-UAS, and Organic Counter small UAS. The APM-PM participates in strategic planning, advising and assisting with documentation for various acquisition pathways. Additionally, the APM-PM serves as a Contracting Officer Representative in support of program office contracts and interfaces with the PM Competency Manager for personnel needs.
