Water Utility Worker

Water Distribution Operator
Under general supervision, assists in the installation, maintenance, and repair of water services, valves, mains, hydrants, and meters; reads and records readings of water meters; performs general maintenance activities involved in the upkeep of the water operations yard and other water facilities. Incumbents participate in the department's Standby rotation as assigned. A current D1 Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB) must be submitted along with application. Applications submitted without a current D1 Water Distribution Operator Certificate will be considered incomplete and not given consideration.
Examples of Duties
Duties may include, but are not limited to, the following activities:
- Conducts routine maintenance activities for the meters (AMI, AMR, and manual-read), meter boxes and meter connections
- Assist with troubleshooting and diagnostics of meters
- Read consumer water meters and record readings using a hand-held and/or other device
- Perform data entry using mobile devices or computers
- Assists with customer service activities which include: verifying meter readings; responding to customer complaints; delivering notices door-to-door; and turning-on/off water services
- Operates a variety of power hand tools and power-driven equipment such as jackhammers, air compressors, forklifts, backhoes and trucks and various power equipment used in construction and maintenance work
- Assists in the installation, maintenance and repair of water services, valves, mains, hydrants and meters
- Assists in cutting, filling, and laying pipe and in fitting elbows, bends and valves.
- Performs concrete work which may include: placing forms, mixing, pouring and finishing concrete
- Assists in the flushing of the water system
- Performs general maintenance activities which include: painting fire hydrants, pumps, and appurtenances; planting, mowing, edging and trimming turf; sweeping and cleaning water facilities; and other custodial work
- Performs warehouse maintenance activities such as: stocking and filling material orders for jobs
- Serves as a disaster service worker as directed
- Performs other duties as assigned
Qualifications
Education & Experience: Any combination of education and training that would provide the knowledge, skills and abilities is qualifying such as: Graduation from high school or GED equivalent. One year of experience in water works and/or construction/public works maintenance is preferred. One year of work experience in water distribution maintenance or water production operation is highly desirable. Licenses/Certifications: Possession of a current D1 Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB); and Possession of a valid California Class C Driver's License issued by the State Department of Motor Vehicles with a good driving record *A current D1 Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB) must be submitted along with application. Applications submitted without a current D1 Water Distribution Operator Certificate will be considered incomplete and not given consideration. Knowledge of: Tools, methods, and materials used in the installation and repair of pipe, pipe fitting, mains, meters, valves and related equipment; basic pipe laying, fitting and concrete work; basic record keeping practices; computers and hand held devices; principals and practices of customer service; safe work practices; tools, equipment, methods and material used in basic general turf and plant maintenance; supplies, tools, equipment, techniques and procedures used in the cleaning and maintenance of water facilities. Skills & Abilities to: Install, maintain and repair water mains, pipes, hydrants and meters; learn principles of water distribution operation and maintenance; perform semi-skilled maintenance tasks in the construction, maintenance, and repair of water mains, hydrants, valves, and residential service lines; read water meters and accurately record figures manually or with the use of mobile device or computer; perform basic data entry; perform basic turf and facility maintenance tasks; learn and use city's software programs; learn locations of City streets and water facilities; perform heavy physical labor; use required tools and power-driven equipment in a safe and effective manner; establish and maintain cooperative working relationships with others; understand and carry out oral and written directions; read and write at the level required for successful job performance; may lead small crew of workers when assigned. Physical and Mental Demands: Strength, stamina, flexibility and dexterity to dig ditches, dig in tight areas, lift heavy pipes and equipment, turn valves on and off, install water service, operate heavy equipment such as jackhammers, drive vehicles and equipment, such as backhoes; see and hear within normal ranges to read schematics and instructions; may be required to walk and/or stand for extended periods at a time while working; operate equipment, identify colored electrical connections, see and listen for water leaks and ability to wear a respirator to enter confined spaces, ability to lift, push, pull up to 50 lbs.; carry, squat, climb, kneel, twist; climb ladders and work at heights, enter crawl spaces and vaults; conduct heavy manual labor; and ability to read, write, use fine and gross manipulation, simple and power grasping, use hand and foot controls, reach above, at and below the shoulder, be at work daily and on time. Environmental Conditions: Exposure to sun, dust, fumes, wetness, noise, vibrations, slippery surfaces, common allergens, electrical hazards, asbestos, low or high temperature, humidity, traffic, chemicals, work at heights, walk on uneven ground, work near hazardous equipment and machinery, drive trucks and other moving equipment and work in confined or tight spaces.
Supplemental Information
The benefits package associated with regular full-time positions includes:
- Retirement Formula - The City participates in the CalPERS retirement system 2% at 55 for "classic" CalPERS members and 2% at 62 for "new" CalPERS members 2. The City does not participate in Social Security
- Generous Leave Programs - 13 paid holidays; sick leave; and two weeks annual vacation (three weeks after three years, four weeks after 15 years)
- Health Insurance - Cafeteria benefit plan includes medical and dental options (City participates in the CalPERS medical insurance plans). Employee cafeteria allowance for single employee only coverage is $1,359.02 per month; for employee +1 eligible dependent coverage is $1,640.00; and for employee + 2 or more eligible dependents coverage is $1,900.00. City paid life insurance, long-term disability and vision insurance for the employee.
- Other Benefits : Longevity pay beginning at the completion of 10 years of qualified service; career medical retiree benefit programs
