Development Review Inspector I

Veterans Day General Description of Duties Position subject to close at any time** NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED. Under direction, this position is responsible for performing a variety of routine and complex technical assignments relative to the construction field, with emphasis on construction inspection to ensure compliance with the approved plans, FDOT specifications, Land Development Codes, public safety and other applicable regulations. Essential Job Functions The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. Performs inspections of public and private construction and improvement work within Osceola County to ensure compliance with all applicable County, State and Federal codes and regulatory requirements. Assists Development Review staff with review, comments, and approval of right of way permits. Responsible for the inspection of construction on private property, in the public right of way, and within public easements. Inspects all phases of development construction and utility installation such as, directional bores, aerial utility work, underground work, roadways, sidewalks, driveways, and other associated improvements. Identifies potential construction errors, conflicts, and regulatory violations. Inspects traffic management (MOT/TTC) set up and operation. Maintains records of inspection activity and completes related reports. Collects all required close out documents for permit finalization. Receives, responds, and documents public inquiries and complaints. Performs research where indicated and provides response and information for public record. Enters and retrieves information from a computer to perform research, update records, or to respond to actions and requests. Completes documentation and reports and complies supporting documentation to document and explain facts and circumstances surrounding field related issues. Attends preconstruction meetings to explain inspection standards and procedures to architects, engineers, owners, contractors, and developers. Provides field inspection reports; Performs bond inspections. Performs after hour’s inspections, as required, on nights and weekends; Must be able to be on call and work evenings, weekends, and holidays. Operates photography equipment in photographing and documenting visual representations of issues in the field. Provides information and assistance to the general public, commercial interests, and businesses. Performs duties as assigned/necessary which are related, or logical in assignment to the position. Minimum Qualifications Education High School Diploma or GED. Experience Two (2) years experience in civil construction, construction inspection, and/or land surveying. Miscellaneous Municipal or government experience is preferred. Knowledge, Skills And Abilities Knowledge of maintaining records according to industry standards for all projects. Records shall generally include but not be limited to all correspondence, contract documents, change orders, RFI’s, photographs, etc. Knowledge of keeping logs, recording the activities related to the project, weather conditions, nature and location of work being performed, verbal instructions and interpretations given to the designer and contractor, specific observations, any occurrence or work that might result in a claim for a change in Contract Sum or contract duration. Knowledge of all phases of design and construction. Requires working knowledge of County, State, and Federal laws, FDOT Specification, MUTCD, etc. Knowledge of the principles and practices of engineering as applied to the Public Works Department. Strong written and verbal communication skills. Ability to evaluate and analyze data and make recommendations based on sound judgment. Ability to establish and maintain effective relationships with subordinates, other departmental staff, outside agencies – private or public and the general public. Thorough knowledge of maintaining records in an orderly manner at the construction site and office. Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction. Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently. Ability to operate basic office equipment. Ability to access, operate, and maintain various software applications. Ability to read and understand maps and plans. Physical Demand Requirements Physical Demand: Medium 50 lbs. maximum lifting. Frequent (up to 2/3 of the work time) lifting, carrying up to 50 lbs. Requires significant walking/standing. Physical agility is required in kneeling, bending, stooping, and reaching. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or the safety of self and others. Physical demand requirements are in excess of light work. Short-Term Disability $0.00 N/A N/A Long-Term Disability $0.00 N/A N/A Short-Term and Long-Term Disability At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee’s weekly base salary. The employee has the option to purchase an additional 10% coverage. Employee Assistance Program (EAP) EAP provides confidential counseling and referral services to employees and their family members at no cost. Employee Wellness Program Employee Wellness Program promotes a variety of activities to encourage total well-being including physical, emotional, and financial health. Rewards can be earned. Gym Membership Reimbursement Gym Membership Reimbursement, up to $20.00 per month. Basic Life Insurance Policy At no cost to the employee, equal to one time the employee’s annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance. Employee Health Center The County provides a private health center for County Employees and eligible dependents. The Employee Health Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Health Center are offered at no cost to the employees and their eligible dependents. Employees who are enrolled on the County’s Medical plan have access to the Employee Health Center on day one of employment. The Health Center is available to patients 8 years of age and older. Sick Leave Bank Available to employees experiencing a catastrophic medical related event, with up to 240 hours per fiscal year. Enrollment required. Vacation/Sick Leave Buy-Back Program Eligible employees may sell back up to eighty (80) hours of accrued leave per fiscal year. (This program is subject to availability of funds and may be amended or terminated at any time without notice.) Paid Bereavement Leave Up to five (5) working days off. Tuition Reimbursement Up to $1,600 per Fiscal Year, for degree seeking employees. Degree must be related to employee’s current position. Membership in the Florida Retirement System The County is a Florida Retirement System Employer! For Fiscal Year 2026-2027, County contribution for Regular Class members is 13.59%, subject to a mandatory 3% employee contribution. Rates and Contributions are set by Florida Legislation.
