The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Chief Executive Office is seeking qualified candidates to fill emergency Supervising Emergency Management Coordinator, CEO vacancies related to this unprecedented natural disaster. Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days. Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties. Those who successfully pass the assessment will be placed on a list for and considered for permanent appointment to Supervising Emergency Management Coordinator, CEO. Essential Job Functions Supervises a team of emergency management coordinators responsible for researching, developing, analyzing, and maintaining comprehensive emergency and disaster plans, policies, and procedures. Directs the response to active emergencies and disasters from the County Emergency Operations Center or a Field Incident Command Post. Develops, recommends, and implements complex Countywide emergency and disaster planning procedures and policies. Provides analysis and interpretation of emergency management policies and procedures to executive management and acts as a technical advisor to management on studies and problems related to emergency and disaster planning. Directs and coordinates emergency response exercises and leads the training of emergency services workers. Communicates verbally, in writing, or through graphic representations with County management, staff, the public, organized groups, and representatives of various agencies. Gathers, analyzes, and interprets emergency planning data and prepares recommendations to executive management. Analyzes and resolves difficult and complex emergency management issues and problems and provides comprehensive recommendations and decisions. Prepares difficult and complex technical records, plans, and planning reports. Organizes and leads disaster recovery operations and leads Recovery Operational Area Coordination Meetings. Represents the Chief Executive Office, Office of Emergency Management, or Operational Area in public meetings with department heads, community partners, agency representatives, and elected officials to provide information on planning policies and procedures and explain departmental decisions. Provides oversight and direction to the Duty Officer responsible for coordinating and monitoring the County's response to any large-scale emergency or disaster that impacts the Los Angeles County Operational Area. Moves supplies and equipment to facilitate information, disaster preparedness, and disaster recovery efforts. Walks or climbs over uneven surfaces to assess damage after a disaster as needed. Requirements OPTION I: Graduation from an accredited college with a Master's degree* in Homeland Security or Emergency Management -AND- Three (3) years of progressively responsible professional** experience analyzing and developing plans, procedures and training programs in an emergency management, emergency response, disaster recovery or disaster preparedness program, two years of which must have been in a lead or supervisory capacity. OPTION II: Graduation from an accredited college with a Bachelor's degree* -AND- Five (5) years of progressively responsible professional** experience analyzing and developing plans, procedures and training programs in an emergency management, emergency response, disaster recovery or disaster preparedness program, two years of which must have been in a lead or supervisory capacity. OPTION III: Seven (7) years of progressively-responsible professional** experience analyzing and developing comprehensive and complex plans, procedures and training programs in the field of emergency management, emergency response, disaster recovery or disaster preparedness, two (2) years of which must have been in a lead or supervisory capacity. OPTION IV: One (1) year of experience at the level of Emergency Management Coordinator III, CEO*** or higher. OTHER REQUIREMENTS: Certificates of successful completion of the following Federal Emergency Management (FEMA) Independent Study Program courses****: IS-100.C: Introduction to the Incident Command System, I CS-100 IS-120.C: An Introduction to Exercises IS-200.C: Basic Incident Command System for Initial Response, I CS-200 IS-230.E: Fundamentals of Emergency Management IS-235.C: Emergency Planning IS-240.C: Leadership and Influence IS-241.C: Decision Making and Problem Solving IS-242.C: Effective Communication IS-244.B: Developing and Managing Volunteers IS-700.B: An Introduction to the National Incident Management System IS-800.D: National Response Framework, An Introduction License A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Physical Class Physical Class II – Light: This class includes positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting.
