About this Role:

The Clinical Population Health Care Management Branch at the Department of Health Care Services (DHCS) is seeking a dynamic Section Chief who is passionate about improving care management services and driving meaningful change in a start-up like environment. This position plays a key role in monitoring and operations of Enhanced Care Management (ECM), implementation of Fee-for-Service Care Management, and other Population Health Management policies. The Enhanced Care Management Section Chief will providing strategic leadership and statewide program oversight to ensure consistent, effective implementation and operations of care management services and other PHM policies. Ideal candidates will possess excellent analytical skills, cross stakeholder coordination, superb project management skills, thrive in a fast-paced setting, and be eager to help DHCS grow and enhance the quality of its population health programs.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment addressing the four (4) questions stated below. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience qualify them for the position.

The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS with additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.

The SOQ must be no more than two pages in length, single-spaced and using 12-point font. You must indicate your Full Name and Job Control Number at the top right corner.

Candidates who do not complete and submit an SOQ may not be considered for this position.

1. Describe your direct experience delivering or supervising care management programs, including the populations served, program scope, and your specific leadership responsibilities.
2. Describe your experience leading change management efforts, particularly in launching new programs that require continuous improvement, adaptation, and coordination between teams.
3. Explain how you have built a new team or significantly reshaped an existing one. What was the situation, what actions did you take, and what were the outcomes of your work?
4. Provide examples of how you have defined strategic or policy priorities and delivered against them, to monitor or improve performance. Please describe how you used quantitative or qualitative data analysis, stakeholder consultation, or other tools in this work.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience developing, implementing, & monitoring health policy, preferably within Medi-Cal.
• Strong analytical and data interpretation skills, including ability to use dashboards, or program analytics to inform decision.
• Demonstrated ability to lead cross functional work and manager complex, multi-stakeholder policy efforts.
• Excellent written and verbal communication skills, including ability to synthesize complex issues for executive audiences.
• Strong project and workload management skills, with ability to prioritize and meet deadlines in a fast paced environment.
• Proven ability to supervise, mentor, and develop staff and build high performing teams.
• Ability to establish effective working relationships with internal and external partners.
• Sound judgment, initiative, professionalism, and ability to navigate ambiguity.

Telework and Salary Information

This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
