NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an at-will relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An Enrollee is not a federal employee, nor an employee of NEW Solutions. An Enrollee is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. Qualifications BA/BS Degree in Fire Protection Engineering, Fire Safety Engineering, Fire Protection Administration, Fire Services Administration, or related field with minimum additional experience of 8 year(s) in Structural Fire Protection-related discipline. Mastery of the concepts, principles, and theory of fire physics and propagation of structural fire to serve as a subject matter specialist with regard to the design and implementation of fire prevention suppression plans and tactics. Knowledge of, or ability to research and provide interpretation of fire, life-safety, and building code requirements and other regulations with regards to operational features and hazards present by various types architectural design and building use. Ability to recognize and evaluate existing and proposed modifications to building conditions and circumstances for the purpose of making recommendations to reduce ignition sources and life-safety hazards and to mitigate property damage resulting from either fire or suppression efforts. In-depth knowledge of accepted structural fire prevention techniques, principles, technologies, and methods with regard to fire suppression tactics, prevention programs, investigations, and inspections. Working knowledge of cultural landscape concepts, historic structure design, architecture, construction, materials, and fabric as related to building preservation, fire prevention, and structural protection. Ability to review and interpret engineering, architectural, and construction plans to make recommendations for the inclusion of appropriate fire and life-safety measures and protection systems required to ensure an appropriate level of life safety and property protection. Ability to effectively communicate, both verbally and in writing, with technical experts, engineers, managers, public officials, and lay personnel concerning structural fire protection and related issues. Comprehensive knowledge of current developments concerning fire prevention, protection, and suppression equipment and methodologies and technologies and the ability to incorporate these developments to meet long‑range management objectives. Experience required with Windows, MS Word, MS Excel, MS PowerPoint. Duties Enrollee reviews construction plans, equipment, materials, and installation and provides comments to the fire code official (FCO). May assist in the development of structural fire management programs and procedures to ensure parks are code compliant and makes technically‑based recommendations to the FCO when codes and standards conflict. Provides technically accurate recommendations to park personnel regarding how to properly protect cultural and natural resources and ensures that the park units provide appropriate levels of employee, concessionaire, and public fire education. Provides assistance with the development, revisions, and implementation of various structural fire program planning documents, as needed, to assure each park unit within the NPS has a level of fire protection commensurate with the complexities of the park unit. Able to identify the greatest threats to persons or property and provide information to assist with mitigating fire risk. (30%) Drafts and ensures consistency and application of fire and life safety protection policies through mastery knowledge and enforcement of Departmental Manuals, Director's Order/Reference Manual 58: Structural Fire Management, National Fire Protection Association (NFPA) codes and standards, the International Fire Code (IFC), the International Wildland‑Urban Interface Code (IWUIC), and related International Code Council (ICC) codes. These codes and standards outline the minimum standards for regional structural fire protection projects, plans, and operations. (25%) Coordinates between subject matter specialists (museum curators, historic building preservationists, architects, fire protection engineers, paid and volunteer fire departments, local government officials, and park managers) in identifying structural fire problems, alternatives, and cost‑effective solutions to fire and life safety matters. Assists park units in preparing their structural fire management plans by conducting site visits and making recommendations to park superintendents. Enrollee may serve as a structural fire technical expert in diverse areas, such as fire inspections, engine/equipment operations and use, fire ground tactics/procedures, structure inventory, fire risk assessment methodology, fire investigations, historic fabric preservation, and museum collections. May serve as an instructor for structural fire classes regarding fire prevention, protection, investigation, and risk assessment methodology, and conducts annual structural fire training needs assessments within the NPS. (25%) Works and coordinates closely with the wildland fire management program concerning wildland fire plans and policies through knowledge, experience, and understanding of Director's Order/Reference Manual 18: Wildland Fire Management, as it applies to hazardous fuels management and wildland fire suppression in wildland‑urban interface areas. (15%) Keeps current with developments in fire technology, assesses applicability, and disseminates technical information to individual parks. (5%) Other Required Certifications: Plans Examiner, NICET Level 3 or 4, Certified Fire Protection Specialist (CFPS). Air travel anticipated: Depending on enrollee location, occasional air travel may be required. Physical requirements: Although most of the work is sedentary in nature, field inspections, investigations, observations or studies may involve considerable walking, hiking, climbing, bending and the carrying of gear/equipment, and working on ladders or scaffolding. The work may require regular and recurring construction or field inspections, fire protection engineering investigations/studies in which there is a considerable amount of walking, stooping, bending, and climbing. The work entails potential exposure to hazardous materials. The work may require travel of up to five continuous working days and driving a motor vehicle long distances to reach remote parks.
