Application Review Begins September 9, 2026; position open until filled Department Summary The mission of the Ballmer Institute for Children's Behavioral Health at the University of Oregon is to expand equitable access to behavioral health support for children and families by training behavioral health providers, advancing research, and strengthening community capacity. Our vision is to ensure that all children have the support they need to thrive. To achieve this vision, the Ballmer has launched the nation’s first undergraduate program in child behavioral health. This program lays the foundation for a credentialed bachelor’s-level behavioral health profession grounded in evidence-based practices that will expand access to care and provides a model that can be scaled nationally. This groundbreaking institute was made possible by an extraordinary gift from Connie and Steve Ballmer, co-founders of Ballmer Group Philanthropy, and is located on the UO Portland campus. Position Summary The Project Manager provides strategic leadership and oversight for complex, high-impact initiatives that advance the child behavioral health training program as a national model. Serving as the lead for project governance, planning, and performance management, the position ensures alignment across multiple workstreams, stakeholders, and organizational objectives. In partnership with executive leadership, the Project Manager establishes project goals, evaluates emerging risks and opportunities, and develops recommendations to address complex operational and strategic challenges. The position exercises substantial independent judgment in setting priorities, determining project approaches, resolving barriers, and adapting strategies to achieve desired outcomes. The Project Manager serves as a trusted advisor to leadership, providing analysis, recommendations, and decision-support related to project performance, operational effectiveness, and organizational alignment. The position synthesizes information from diverse sources, identifies trends and implications, and influences decisions that impact project success and broader organizational operations. This role requires the ability to navigate competing priorities, build consensus among stakeholders, and translate strategic objectives into actionable plans. Reporting to the Senior Director and Chief of Staff, the Project Manager operates with a high degree of autonomy and accountability in managing assigned initiatives and advancing organizational goals. Minimum Requirements Bachelor's degree Three (3) years of fulltime, professional project management experience Professional Competencies Ability to manage multiple complex initiatives with significant organizational impact leveraging technology and project management tools. Established ability to exercise independent judgment and make decisions regarding project priorities, implementation strategies, and resource allocation. Ability to analyze complex information, evaluate alternatives, and develop actionable recommendations. Ability to effectively influence decision-making among leaders, partners, and stakeholders without direct supervisory authority. Excellent written and verbal communication skills, including preparation of executive-level reports, analyses, and recommendations. Preferred Qualifications Master's degree in Business Administration, Public Administration, Public Health, Behavioral Health, Organizational Leadership, Project Management, or a closely related field. Project Management Professional (PMP) certification or an equivalent project management credential. Five years of progressively responsible experience leading and managing complex projects, programs, or strategic initiatives. Track record of project management in one or more of the following sectors: public policy, public health, behavioral health, workforce development, higher education, or government. Experience working within higher education institutions, including collaboration with cross-functional stakeholders, academic units, and administrative departments.
