Effluent Filtration/Waste Management Operator LPCT

Mission In accordance with PCC procedures, local, state, and federal regulations, to effectively and efficiently treat all waste water to ensure that prohibited materials do not enter the sewer system. Principal Accountabilities LSA Materials Receiving, Preliminary Inspection and In-Process Storage. Objective: receive and/or collect drummed LSA materials from Investing, Effluent Filtration, Cleaning departments and determine if acceptable for processing. Correcting/Diagnosing System Failures. Objective: to ensure the safe and effective processing of waste water through the constant monitoring of electrical, chemical, and mechanical processes. Essential Job Functions: Basic Lab and Water Flow Management Perform basic lab tests accurately to determine chemical imbalances and correct the process by adding certain chemicals to restore balance. Redirect the flow of water to storage tanks or reprocessing by either a manual process through shut-off valves or computer input. Communicate effectively with supervision in customer departments, and with maintenance, in the event a shutdown of all processes that use water is required, or if a HazMat Response Team is needed. Collect by transporting or receive by delivery, drummed LSA materials. Inspect for drum integrity, labeling and loose RAD material per acceptance criteria. Accept or reject the drums. Accepted drums are moved to in-process storage, rejected drums are transported back to department of origin. Manage drums in the receiving and in-process areas, adhering to schedules, to meet disposal requirements. Operation of the Effluent Filtration Process Objective: to process waste waters through the filtration process. Clean or change microfiltration modules, filter presses, process tanks, turbidity probes, and cartridge filters of radioactive sludge through either a chemical or manual process. Clean and process tanks with air hammer chip gun. Adjust rate of water flow through the system through the use of computer monitoring or manually. Place sludge from the filtration process into hoppers. Take samples, dispose in dropbox for Hillsboro Landfill. Bleach sumps in Investing and Cleaning departments. Maintenance and Equipment Management Objective: to maintain equipment in good working order and to maintain a safe, clean work environment. Troubleshoot system problems. Perform regularly scheduled preventive maintenance on various equipment throughout the department including pumps, valves, pipes, tanks, and filtering equipment. Monitor level of raw material supplies and operational spare parts, and order replacements as necessary. Perform housekeeping tasks to maintain a clean work area. Completes all Logs and Records. Process & Shipment of Drummed Non-Hazardous Waste to Regulated Landfill Waste Sites Objective: receive, process, inspect and dispose of solid NON-RAD waste. Process and dispose of alpha shell material. Process and dispose of coloidal Silica material (water base). Process and dispose of waterblast sump sludge material (LPC-S). Compaction and dispose of LPC-T shell material and sludge. Shovel shell material and sludge from floor or pan to cement mixer. Neutralization of Acids and Caustics Objective: receive, neutralize, and dispose of acid and caustic liquids and sludges in accordance with PCC procedures and local, state, and federal regulations. Wear applicable protective clothing and respiratory protection. Operate tanks, pumps, valves, blenders and filter press in order to process NaOH, KOH caustics and hydrofluoric, nitric and sulfuric acids in the neutralization process. Operate calcium slurry tank to remove fluorides. Control the receival of acids and caustics in order to balance operation with adequate materials supply. Dump neutral sludge cake by forktruck into drop box. Know the emergency shutdown and evacuation procedure and can implement. Operate the Comet oven in material drying processes. Receive acid from Alpha Facility, TBS and LPC-T. Receive caustic from LPC-S and LPC-T. Process and Dispose of Miscellaneous Drummed Waste Materials. Additional Processing Tasks Process and dispose of filters. (RAD) Process and dispose of sewer clean-up sludge. (RAD) Process and dispose of urea water. Process and dispose of wax. Process and dispose of 2nd and 3rd dip. (alcohol base - hazardous) Process and dispose of NaOH and KOH. (hazardous) Processing of Binder #5 Alcohol Waste (RAD and Hazardous Waste): Binder #5 Alcohol Waste Handling Label the drums Hazardous Waste and Flammable. Dispose of solid residue to landfill. Prepare alcohol for shipment to disposal operation. Support Operations Objective: to perform support operations in the Waste Management Operation. Prepare monthly inventory for PCC financial accounting and charging to other plant cost centers. Order drums and issue drums to user department. Store bulk acid and caustic for user department and manages empty drum return. Manage flammable Hazardous Waste materials in order to stay within 90 day storage regulation. Clean and neutralize minor chemical spills in work areas. Maintain logs, records, and inventories. Preventive Maintenance Objective: to maintain equipment in good working order and to maintain a safe, clean work environment. Physically check all equipment for leaks and proper operation. Calibrate and change pH probes and fluoride probes. PM all pumps and boilers in Neutralization facility. PM piping systems, tanks. Troubleshoot and perform routine “light” maintenance. Perform housekeeping tasks associated with mechanical equipment. Safety Objective: to take responsibility for and demonstrate good housekeeping and safe work practices. Adhere to plant and department safety rules. Safely operate all equipment and tools. Identify and report safety problems. Observe safe handling, transporting and storage of acid, caustics and radioactive sludge materials. May be required to handle hazardous waste. NOTE: for job positions that require respiratory protection (more than a filtering face piece – dust mask): In compliance with the Oregon Occupational Safety and Health Division Personal Protective Equipment standard for Respiratory Protection, OAR 437, Div. 2/I 1910.134 and Oregon Health Division Rules for the Control of Radiation, OAR 333. Div. 120 (333-120-300 through 330), certain tasks within this job position require/may require the use of a NIOSH-approved respirator. An individual will not be assigned to these tasks if the person is not able to work under these conditions. Respirator selection will be based on the work performed, exposure information, duration of use and any other relevant factors. If a tight-fitting respirator is required, facial hair, temple pieces on glasses or other items that interferes with the face-to-face piece seal of the respirator are not permitted. Qualifications Demonstrated ability to troubleshoot system problems, perform preventive maintenance on instruments, which includes the use of plumbing schematics and operational diagrams OR the equipment combination of classroom training and/or work experience. OR an equivalent combination of classroom training and work experience. Training in science and chemistry preferred. Familiarity with computers and printers is preferred. Ability to perform basic arithmetic calculations. (addition, subtraction, multiplication, division) Ability to read, follow and interpret complex written instructions including technical manuals, material safety data sheets, etc. with zero errors. Proven ability to interact effectively with personnel from all levels of the organization and to maintain composure under critical situations and emergencies. Ability to work independently with good maturity and judgment for extended periods of time. Proven organizational and record keeping skills.
