Policy Analyst, Center for Technology and the Human Person Washington, DC Full Time Center for Technology and the Human Person Title : Policy Analyst, Center for Technology and the Human Person Reports to: Director, Center for Technology and the Human Person Job Summary: The Policy Analyst contributes to Heritage’s technology policy in artificial intelligence (AI), hard-tech, and biotechnologies. This position helps build out the Center’s work in AI and hard tech, including semiconductors and robotics. The work of Policy Analyst includes research, writing, public speaking, and media engagement, involving laws, policies, and rulemaking by federal and state agencies related to cutting edge technologies. Job Duties: Conduct policy analysis and scholarly research and contribute major sections of research to joint reports. Develop innovative policy recommendations and proposals. Organize large quantities of data and information into effective policy or advocacy papers. Help organize events and meetings with key stakeholders. Represent Heritage as a speaker or participant in public functions and conferences. Participate in the greater public policy community and debate on tech policy issues. Effectively interact with Congressional members and staff. Help prepare Congressional testimonies, state testimonies, public comments on rulemaking, and written model legislation at the state and federal level. Participate in Heritage’s internal AI Use Policy committee. Qualifications: Education: B.A. in related field required Experience: 4+ years of research and writing experience in tech and tech policy research Communication: Excellent, fast, and convincing writing for both research and commentary Technology: Coding experience; Microsoft Suite, strong facility in relevant social media platforms, with LLMs such as Gemini, ChatGPT, Grok, and Claude Other Requirements: Understand and support the Heritage mission and vision for America, and the department’s goals and objectives. Promote policies consistent with Heritage’s priorities; speak with one voice. High level of professionalism (adaptability, maturity, integrity, accountability). Highly organized with the ability to maintain careful attention to detail, prioritize and manage multiple projects simultaneously, and follow through in a timely manner. Outstanding research and analysis, with an emphasis on accuracy, insightfulness, and timeliness. Knowledge level: Relatively in-depth knowledge of two or more public policy areas, such as LLMs and semiconductor manufacturing. Ability to develop AI agents and workflows for internal use. Exceptional organization, timeliness, and attention to detail, Ability to multi-task and prioritize in a fast-paced environment. The salary range for this role is $90,000 - $115,000 annually. This position is also eligible for a merit based annual bonus.
