Job Summary:

The Senior Manager, Central Business District Tolling Program (CBDTP) – Toll Reconciliation & Revenue Analysis provides strategic leadership and oversight for toll revenue reconciliation, transaction integrity, and financial reporting activities supporting the CBDTP. This role is responsible for ensuring the accuracy, completeness, and accountability of toll revenue through comprehensive reconciliation of high-volume toll transactions, advanced revenue analysis, and the development of robust financial controls and reporting processes. Reporting to the MTA Bridges & Tunnels Director of Toll Reconciliation and Revenue Analysis, the Senior Manager plays a critical role in safeguarding the financial integrity of the CBDTP by overseeing toll revenue processing, monitoring transaction performance, and ensuring alignment between operational systems and financial reporting requirements. The position partners closely with Roadside Operations, Back Office Systems (BOS), technology teams, and finance stakeholders to identify and resolve revenue anomalies, enhance reconciliation processes, and support the preparation of accurate financial reports for the agency's accounting and audit cycles. The Senior Manager also supervises staff responsible for revenue reconciliation and reporting, while serving as a subject-matter expert in CBDTP toll revenue operations and financial controls.

Responsibilities:

Provide leadership oversight for monitoring CBDTP toll trip activity and transaction performance to ensure the accurate capture and recognition of toll revenue across all tolling categories, including Prepaid Tolls (PPTL), Tolls by Mail (TBM), and Violations (VTOL). Identify anomalies and discrepancies that may impact revenue reporting and implement corrective actions to maintain the integrity of toll transaction data.

Direct and oversee the reconciliation of CBDTP toll revenue across multiple operational and financial systems, ensuring alignment with financial reporting standards and accounting requirements. Manage the CBDTP five-day revenue close process and monthly reconciliation activities through the extraction, compilation, and validation of data from the Revenue Audit Accounting System (RAAS), Back Office Systems (BOS), and Business Intelligence (BI) platforms, including Unmatched Trips and Away Agency revenue.

Lead the preparation and analysis of CBDTP revenue reporting, including monthly, quarterly, and annual reporting deliverables supporting the agency's financial statement process. Oversee the development and validation of Toll and Fee Collection Summary reporting and conduct in-depth analysis to identify trends, discrepancies, and operational insights that support informed financial and operational decision-making.

Oversee the reconciliation and validation of CBDTP toll receivables, including the preparation and analysis of Tolls by Mail receivable aging reports using BOS Treasury data. Ensure accurate tracking and reporting of outstanding toll receivables and provide transparency into billing and collections performance.

Serve as a key leader in the development and continuous improvement of CBDTP revenue reconciliation and reporting processes. Collaborate with Roadside Operations, Back Office Systems, and technology teams to resolve system discrepancies, enhance data integrity, and implement scalable revenue monitoring and reporting frameworks.

Ensure compliance with financial reporting standards, internal control requirements, and audit protocols by providing documentation and validation supporting the agency's annual financial statement audits. Strengthen reconciliation procedures and internal controls to safeguard revenue and support regulatory and financial reporting requirements.

Qualification :

Bachelor’s degree in arts/sciences (BA/BS) in a business-related field (Accounting, Finance, Economics, Statistics) or Public Administration. Additional years of experience can be substituted in lieu of education.

Minimum 7 years of relevant finance/audit business experience.

Minimum 2 years in an administrative, managerial, or supervisory capacity.

Ability to plan, coordinate and manage complex financial and operational processes

Experience in managing large data sets

Ability to manage direct staff members

Ability to work with a variety of departments to coordinate activities and functions

Ability to analyze and evaluate reports/metrics

Proficiency with Microsoft Office Suite

Preferred :

Strong understanding of CBDTP policies, procedures and business rules related to trips, credits, RAAS, BOS, and Roadside.

Strong knowledge of CBDTP E-ZPass, Tolls By Mail, and Violations policies, procedures, and processes.

Advanced proficiency in Power BI for data visualization, dashboard development, and revenue analytics.

Knowledge of the CBDTP RAAS, Roadside and Back Office systems to understand tolling issues and resolve discrepancy

Knowledge of the NY E-ZPass Program transaction processing management and financial management systems.

Knowledge of IAG business rules, agreement, and the inter-agency file specifications used to oversee the IAG reciprocity processes.

Strong knowledge of financial reporting systems.
