Job Description and Duties

This position will manage the Workforce and Employee Training Development Section to provide customer satisfaction, and quality services while providing recommendations that promote innovative solutions in the field of Human Resource related services to meet the customer needs for the Lottery. Travel will be required. Under the direction of the Human Resources Division (HRD), Assistant Deputy Director, the Supervisor II will manage the Workforce Development Section and will be responsible for overseeing the development and implementation of an enterprise-wide change management program; providing technical expertise to program management and staff responsible for workforce and succession planning; building a proactive Lottery recruitment and outreach function through the effective use of social media; and managing Training and Employee Development.

This position is headquartered at Sacramento Headquarters and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

  1. Schedule: Monday through Friday, 8:00am – 5:00pm with some flexibility depending on operational needs. This position may be required to be reachable outside of normal business hours.

  • Knowledge of CA civil service laws, rules and regulations relative to recruitment, selection, certification, management development and mentoring, training, and knowledge transfer.

  • Ability to manage multiple priorities with varying deadlines.
  • Trainer experience.
  • Knowledge of workforce development principles.
  • Excellent customer service, interpersonal skills, verbal and written communication skills.
  • Knowledge of change management principles and best practices.
