Agency The mission of the Alameda County Public Works Agency is to enhance the quality of life for the people of Alameda County by providing a safe, well‑maintained, and lasting public works infrastructure through accessible, responsive, and effective services. Services include flood control planning and design, storm water pollution control, transportation planning, roadway and flood‑control maintenance and inspection, and construction and building inspections. Position This series specification describes three levels of Public Works Inspector, Facilities. Incumbents receive close supervision at the lower level and work under general direction at the upper levels. Responsibilities include: Inspecting and evaluating existing flood control facilities such as channels, pipes, culverts, tide gates, and levees. Preparing reports and recommendations for necessary corrections. Responding to 24‑hour hazardous material spills and utilizing required equipment for safe underground work. Inspecting maintenance contract work including tree trimming, pipe installation, earth‑work grading, concrete work, fence repairs, and installations. At Level III only, inspecting roadways, related facilities, and improvements. Inspecting new construction of capital projects, repairs, and improvements to flood control facilities, roads, highways, and water supply systems, and overseeing outside contractor work. Maintaining Hazardous Waste Operations and Emergency Response (HAZWOPER) First Responder Awareness or Operations certification. Minimum Qualifications To qualify for the competitive assessment process, you must meet one of the following patterns and possess the required license: I – Equivalent of two years full‑time experience as a Public Works Inspector II, Facilities, or an equivalent or higher‑level class in the Alameda County service. II – Equivalent of four years full‑time experience in increasingly responsible and varied sub‑professional civil engineering, with at least two years involving flood control or water distribution facilities inspection. License requirement: Possess and maintain a valid California Motor Vehicle Class C Driver’s License and a clean driving record for the previous three years. Knowledge and Skills Office procedures, filing, and record‑keeping. Basic design and construction methods and materials for flood control facilities and roadways. Field engineering investigation procedures. Mathematics including trigonometry and standard methods used in flood control maintenance and engineering drafting. Pavement inspection and use of the County Pavement Management System. Hazardous materials response and sampling procedures. OSHA rules and regulations. Public Works construction practices, drawings, specifications, and labor compliance laws. Computer applications related to the work. Preparation of comprehensive written reports. Operation of standard office equipment and specialized field equipment such as gas detection meters, hazardous materials sampling devices, cameras, calculators, radios, and ladders. Managing inspection teams and providing field supervision. Ability to work independently in the field, walk on uneven or slippery surfaces, and work safely in all weather conditions.
