Oregon Human Development Corporation (OHDC) is a culturally specific community action nonprofit that has been providing workforce development, emergency housing assistance, and associated services for farmworkers throughout Oregon since 1979. These services include support, referral, advocacy, resources, assistance, and education in both Oregon and Northern Nevada.

DEPUTY DIRECTOR OVERVIEW

The Deputy Director serves as a senior organizational leader and strategic partner to the Executive Director, providing leadership and oversight of OHDC’s programmatic operations throughout Oregon. This position is responsible for ensuring the effective delivery, performance, compliance, and continuous improvement of the organization’s programs, including Workforce Development, Housing Stabilization, Energy Services, Health-Related Social Needs, and related initiatives.

The Deputy Director oversees program managers and operational district managers, ensuring alignment between organizational strategy, program implementation, and community needs. Working closely with the Executive Director and other members of the leadership team, the Deputy Director translates organizational goals into operational plans, supports cross-program collaboration, and strengthens systems that promote high-quality, culturally responsive service delivery.

The Deputy Director serves as a key organizational leader both internally and externally. This position represents the organization with funders, government agencies, community partners, employers, training providers, and other stakeholders while helping guide organizational growth, program innovation, and long-term sustainability.

The Deputy Director must balance strategic leadership with operational stewardship. This includes overseeing program performance, supporting compliance and monitoring activities, developing leadership capacity among managers, advancing organizational priorities, and ensuring that OHDC’s services remain responsive to evolving community needs. The successful candidate will bring significant experience leading complex programs, supervising managers, building partnerships, and driving results across multiple locations and funding streams.

ESSENTIAL FUNCTIONS

Organizational and Strategic Leadership: Provide leadership in translating OHDC’s mission, strategic plan, and organizational priorities into effective program operations across the organization. Partner closely with the Executive Director to identify emerging opportunities and challenges, support organizational growth, and ensure that programmatic activities remain aligned with community needs, funding requirements, and long-term organizational goals. As a senior leader of the organization, contribute to strategic planning, organizational decision-making, and cross-departmental coordination.

Program Strategy and Service Delivery: Provide oversight and direction for OHDC’s program portfolio, including Workforce Development, Housing Stabilization, Energy Services, Health-Related Social Needs, and other initiatives. Ensure programs are trauma-informed and culturally humble, and are delivered effectively, equitably, and in accordance with organizational standards while promoting coordination across program areas. Work with program leadership to identify opportunities for innovation, improve participant outcomes, and strengthen the organization’s overall impact within the communities it serves.

Leadership Development and Management Oversight: Supervise and support Program Directors, Program Managers, and District Managers in achieving program goals and organizational objectives. Foster a culture of accountability, collaboration, and professional growth through coaching, mentorship, and leadership development. Establish clear expectations, support succession planning efforts, and build management capacity throughout the organization to ensure sustainable program leadership.

Performance Management, Compliance, and Quality Assurance: Ensure programs operate in compliance with applicable federal, state, local, and funder requirements. Oversee systems for monitoring program performance, measuring outcomes, conducting quality assurance activities, and responding to audits or monitoring reviews. Partner with Finance and MIS to prepare and monitor program budgets and to meet program compliance and reporting goals. Promote the use of data-informed decision making and continuous improvement practices to strengthen program effectiveness, service quality, and regulatory compliance.

Community Partnerships and External Relations: Serve as a key representative of OHDC with funders, government agencies, employers, educational institutions, community-based organizations, and other stakeholders. Strengthen strategic partnerships that advance organizational goals, expand access to services, and improve outcomes for farmworker and low-income communities. Support program leadership in cultivating productive relationships with partners while representing the organization in public forums, collaborative initiatives, and community leadership efforts.

Resource Development and Funding Stewardship: Support the organization's efforts to secure, expand, and sustain funding for programmatic activities. Collaborate with program and finance leadership to align program operations with available resources, monitor program sustainability, and ensure responsible stewardship of grant-funded activities. Contribute to grant development efforts, funding diversification strategies, and organizational planning initiatives that support long-term growth and stability.

Organizational Effectiveness and Continuous Improvement: Promote operational excellence by identifying opportunities to improve systems, workflows, policies, and organizational practices. Support the development and implementation of processes that increase efficiency, strengthen communication, enhance service delivery, and improve organizational responsiveness. Encourage innovation, organizational learning, and continuous improvement across all program areas while ensuring that OHDC remains adaptable to changing community needs and funding environments.

ORGANIZATIONAL RESPONSIBILITIES

  • Promote and support customer stability and self-sufficiency
  • Uphold OHDC’s commitment to human rights through cultural humility, respect, and compassion
  • Strive to meet annual program/grant goals in support of OHDC’s strategic goals
  • Follow all organizational policies, procedures, and compliance requirements
  • Perform other duties as needed

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in public administration, social services, public policy, business, or related field (or equivalent experience)
  • 8 - 10 years of progressively responsible leadership experience in nonprofit, government, or human services organizations, including supervision of managers and responsibility for multiple programs, sites, or funding streams
  • Bilingual Spanish/English and demonstrated cultural humility working with farmworker and immigrant communities
  • Proven ability to lead multi-state program operations, supervise managers and remote field staff, and implement data-driven performance systems
  • Demonstrated experience managing federal/state grants, funder reporting, and audit processes (experience with LIHEAP, DOL funding, HUD/HEARTH, OHA, and/or DHS funding is strongly preferred)
  • Strong financial literacy: experience with budgeting, grant revenue forecasting, and fiscal compliance in partnership with a finance function
  • Excellent stakeholder engagement skills, with experience building employer/training partnerships and governmental relationships
  • Superior written/verbal communication skills and public representation experience
  • Valid driver’s license and willingness to travel across Oregon/Nevada and nationally as needed

PREFERRED QUALIFICATIONS

  • Master’s degree in relevant field or advanced certifications in nonprofit management, public administration, or program evaluation
  • Experience leading workforce development, emergency housing assistance, energy assistance, or other state or federal programs
  • Track record securing diversified funding (federal, state, philanthropic, earned revenue) and leading successful audits and monitoring reviews

ADDITIONAL INFORMATION

  • Starting Pay Range: $140,000 - $155,000

For employees covered by Paid Leave Oregon (staff who work in Oregon, regardless of state of residence), OHDC pays the employee portion of the premium, which is a taxable fringe benefit.
