JOB SUMMARY

The Department of Development and Storm Water Management oversees the inspection, construction, reconstruction, repair, and maintenance of the County’s valuable storm water and highway infrastructure. Incumbent serves as an Engineer (Storm Water) within the Department, providing engineering and related services to various activities and endeavors related to the county’s storm water infrastructure in order to protect the interests of the county and the public. Said position will be supervised by the Storm Water Program Manager and will plan, design, and review the design of storm water infrastructure projects, including repair and maintenance projects, construction projects, and reconstruction projects, including capital improvement projects. Said position will also conduct desktop investigations, field investigations, and analysis and evaluation of drainage and storm water management issues.

ESSENTIAL FUNCTIONS

Conduct desktop investigations, field investigations, and analysis and evaluation of drainage and storm water management issues, including identifying tributary drainage areas, overland flow routes, and storm sewer flow routes, and performing hydrologic and/or hydraulic modeling. Plan, design, and review the design of storm water infrastructure projects, including conducting design work and reviewing design work conducted by consultants hired to assist the Storm Water Program. Such projects may include repair and maintenance projects, construction projects, and reconstruction projects, including capital improvement projects. Manage consultants hired to assist with the inspection, construction, reconstruction, repair and maintenance of the county’s storm water infrastructure, including communicating, coordinating, and administering contracts with such consultants. Assist the Storm Water Program Manager with maintaining the program’s professional services agreement, advertising available contracts in accordance with applicable federal, state, and local regulations, and recommending the award of such contracts to the appropriate boards, commissions, and committees. Oversee contractors hired to assist with the construction, reconstruction, repair and maintenance of the county’s storm water infrastructure, including communicating, coordinating, and administering contracts with such contractors. Assist the Storm Water Program Manager with maintaining bidding documents, contract documents, general contract specifications, and technical contract specifications, advertising available contracts in accordance with applicable federal, state, and local regulations, receiving and reviewing responses to such advertisements, and recommending the award of such contracts to the appropriate boards, commissions, and committees. Conduct construction and post-construction inspections of storm water infrastructure projects to ensure that such projects are built in compliance with approved construction plans and in accordance with the county’s engineering- and construction-related standards, particularly the County’s storm water standards. Investigate and respond to drainage and storm water concerns reported through the Storm Water Program’s drainage and storm water concern reporting and response program, including conducting desktop and field investigations of such concerns and communicating with the public regarding such concerns. Use survey equipment to collect field data to support the planning and design of storm water infrastructure projects, confirm that storm water infrastructure projects are built in compliance with approved construction plans, and investigate drainage and storm water concerns. Assist the Storm Water Program Manager with the preparation of various documents, including easement agreements, construction services agreements, professional services agreements, work orders, meeting agendas, and weekly, monthly, and year end reports. Assist the Storm Water Program Manager with maintaining the County’s engineering- and construction-related standards, particularly the County’s storm water standards, working with the Storm Water Program Manager to revise and improve such standards, as necessary. Assist the Storm Water Program Manager in ensuring it is represented on various boards, commissions, and committees, including participating in meetings. Assist the Storm Water Program Manager in representation at public meetings and at public speaking events, providing presentations and providing and interpreting information, explaining engineeringprinciples and construction-related principles and standards, particularly storm water-related standards, and explaining policies and procedures. Respond to requests and inquiries from County officials, boards, commissions, committees, and the public, including providing and interpreting information, explaining engineering- and construction-related principles and standards, particularly storm water-related standards, and explaining policies and procedures. Perform related duties as required or directed by the Storm Water Program Manager.

JOB REQUIREMENTS

Bachelor’s degree in civil/environmental engineering or a related field. At a minimum, Engineer Intern License in the State of Indiana or the ability to obtain one within one year. Professional Engineering License in the State of Indiana is desirable. Driver’s License in the State of Indiana or the ability to obtain one within 60 days with a demonstrated safe driving record. At least 21 years of age. Practical knowledge of and the ability to effectively apply the principles of storm water engineering and the federal, state, and local regulations governing storm water infrastructure projects, to effectively plan, design, and implement necessary, appropriate, and cost-effective storm water infrastructure projects. Practical knowledge of and the ability to effectively apply the principles of storm water construction, including construction means, methods, equipment, and materials and construction best management practices, to effectively plan, design, and implement necessary, appropriate, and cost-effective storm water infrastructure projects. Practical knowledge of and the ability to effectively apply the principles of storm water engineering and construction to reviewing detailed plans and specifications and determine conformance with engineering- and construction-related standards. Practical knowledge of and the ability to effectively apply inspection procedures and surveying, testing, and other equipment to effectively collect field data and conduct inspections of construction projects and determine whether such projects are built in compliance with approved plans and specifications and applicable engineering- and construction-related standards. Practical knowledge of and the ability to properly operate and interpret engineering- and construction-related computer programs such as AutoCAD, ArcGIS, and hydrologic and hydraulic modeling software. Practical knowledge of basic bookkeeping practices and accounting methods with the ability to prepare, administer, and oversee budgets, track project and program costs, and perform arithmetic. Practical knowledge of standard office equipment, computer programs, and operating procedures with the ability to use word processing, data processing, spreadsheet, and e-mail programs, as well as Department-specific programs, with the ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Working knowledge of standard English grammar, spelling, and punctuation with the ability to prepare written correspondence and reports, including detailed reports, such as financial statements, weekly, monthly, and year end reports, and engineering review letters. Ability to read and interpret detailed plans, prints, sketches, layouts, specifications, and maps. Ability to perform arithmetic, such as counting, adding, subtracting, multiplying, and dividing, and more complex mathematical operations, such as algebra, trigonometry, and calculus. Ability to plan, prepare, and present presentations at public meetings and at public speaking events and to testify in legal proceedings and/or court proceedings. Ability to occasionally work extended, evening, and/or weekend hours, travel out of town for meetings and conferences, occasionally overnight, and respond to emergencies on a rotating, on-call basis. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug free workplace and personal conduct. Ability to provide public access to or maintain confidentiality of department information and records according to state requirements. Ability to effectively communicate orally and in writing with co-workers, other departments, and members of the general public in a courteous and tactful manner, including being sensitive to professional ethics, gender, cultural diversities and disabilities. Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form. Ability to work alone with minimum supervision and with others in a team environment. Ability to work on several tasks at the same time, efficiently, and for extended periods of time, occasionally under time pressure.

DIFFICULTY OF WORK

Incumbent exercises independent judgment in interpreting general guidelines, instructions, and rules to adapt them to specific cases and circumstances that arise during the course of performing a broad range of duties, many of which are unrelated to one another and present new or unique problems.

RESPONSIBILITY

Incumbent uses standard departmental practices, policies, and procedures to apply to specific situations and tasks. Work products are subject to supervisory review upon completion and are assessed for technical accuracy and compliance with Department policies and procedures.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains frequent contact with co-workers, other departments, contractors, consultants, and the public for the purposes of exchanging information, rendering services, and negotiating solutions. Incumbent reports directly to the Storm Water Program Manager.

PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs majority of duties in standard office environment and conducting observations in the field and in vehicles, involving sitting/walking at will, standing/walking for long periods, walking on uneven terrain, driving, lifting/carrying objects weighing more than 25 pounds, handling/grasping/fingering objects, crouching, kneeling, bending, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly. Incumbent may be exposed to extreme temperatures, wet/icy surroundings, fumes, odors, dust, dirt, and noisy environments. Field investigations and observations are completed in varying weather conditions, in all seasons, and site conditions including construction sites, agricultural settings, wetland/bog settings, forest and brush settings, and other site conditions that are not accessible with vehicle and require access by foot. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing and equipment.
