OTOP Site Supervisor

Involves the administrative services and operations for health care clinics or centers, in accordance with federal, local, and internal standards, policies, and regulations. Typically includes operations, fiscal management, program planning and / or external marketing activities. Management levels may include oversight of clinical patient care. For only patient care, see Ambulatory Patient Care Services job function. Generic Scope Provides immediate supervision to a unit or group of operational or technical employees. A portion of time may be spent performing individual tasks related to the unit; however, supervisory activities must constitute a primary part of the job. Supervises unit operations to ensure compliance with departmental or organizational policies, procedures, and defined internal controls. Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures. Custom Scope Under the leadership and supervision of OTOP Director, Clinical Operations, the incumbent provides immediate supervision to the program employees. A portion of time may be spent performing individual tasks related to the program such as SUD Counseling, care coordination, and other program or clinic services. The OTOP Site Supervisor supervises unit operations to ensure compliance with UCSF Dept. of Psychiatry and Behavioral Sciences departmental or organizational policies, procedures, and defined internal controls in addition to program and state requirements as is governed by the State of California Department of Health Care Services. The OTOP Site Supervisor ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures. The OTOP Site Supervisor manages SUD counseling staff and operations at Ward 93/OTOP and serves as a backup supervisor for the Bayview Mobile Van site. The incumbent provides administrative, clinical oversight and provides direct patient care with an assigned caseload. In addition to Clinical Supervision, the position includes day- to-day management of the physical site and milieu including patient and staff safety; creating a positive recovery-oriented environment; direct clinical services; ensuring appropriate staff development and training; addressing disciplinary issues and maintaining compliance with all regulatory and ethical standards; and outreach and community relations. This includes participation in OTOP leadership processes and meetings, quality assurance activities related to OTOP programs; assistance in preparation for accreditation, auditing, and other inspection visits; and providing backup and support to other OTOP supervisors and managers as needed. The OTOP Site Supervisor will play a key role in providing culturally responsive, trauma-informed, person-centered, harm reduction substance use counseling. Follow up care will be coordinated with OTOP's interdisciplinary team and outside providers or supports based on individual participant needs and interests. This will include performing biopsychosocial needs assessment with participants and utilizing evidence‑based models of care including but not limited to CBT, solution‑focused therapy, motivational interviewing, relapse prevention planning and case management. In addition to the standard OTOP responsibilities, the clinician will work with the OTOP Clinical Director, Intake Team and OTOP Deputy Medical Director to identify opportunities and interventions to improve patient services based on Community Advisory Board feedback and clinical data analysis. The clinician may provide evidence-based SUD counseling and case management to a select cohort of patients having trouble accessing mental health/psychiatric services despite receiving referrals and demonstrated motivation for treatment engagement. DEPARTMENT OVERVIEW

The mission of the Division of Substance Abuse and Addiction Medicine (DSAAM) within the UCSF Department of Psychiatry and Behavioral Sciences at Zuckerberg San Francisco General Hospital is to improve the quality of life for our patients and the public by providing the highest quality addiction treatment, education, and research to reduce the dangers of substance use and its consequences. DSAAM provides multi-disciplinary consultation and treatment for patients with substance use disorders at Zuckerberg San Francisco General Hospital and several affiliated clinics. The main clinics include a licensed opioid treatment program (Ward 93/OTOP), the nation's first buprenorphine induction clinic (OBIC Clinic), mobile methadone vans, the Street Outreach Response Team (SORT), and linkage program (JUNO Community). Personnel Management and Supervision Provides clinical and administrative supervision of 1-4 Social Work Associates and Health Workers within the OTOP program. May include backup or coverage for another OTOP supervisor on a short‑term basis. Interview, select, train, provide performance evaluations, disciplinary actions, mentor, and provide career and professional development. Assist as needed with supervision and management of DSAAM affiliated programs. Evaluates subordinate staff and participates in decision‑making on hiring, salary actions, disciplinary actions, performance ratings, and other human resources matters. Functions as a resource and role model for staff in handling patient issues and concerns. Coaches and empowers staff to respond to patient issues according to established customer service guidelines and standards. Resolves escalated issues in areas under supervision and responds to patient concerns. Escalates and triages to appropriate leadership for resolution and follow up. Schedules staff in the coordination of daily operations and activities of program operations. Implements changes or new procedures to improve operational efficiencies. Ensures work is completed in a timely manner and in compliance with internal standards and external regulations. Assists with education and training mission of OTOP. Regulatory/Compliance/Quality Assurance Incumbent participates with the management team in the performance of routine audits, abides by policies/procedures and compliance regulations, and accreditation/licensing inspection readiness activities, including those of DPH, CARF, State of California and Medi‑Cal standards. Provides orientation and training to staff, monitors and coaches as needed to assure work is performed in adherence to patient service standards, internal policies, external regulations and quality / quantity expectations. Assures that all local, state and federal requirements for counseling UOS, urine drug screens, annual updates, admissions, and discharges are met. Communicates and holds team accountable for compliance with security protocols and new regulations. Under the direction of the OTOP Program Director and direct supervisor, provides assistance with QA (and/or QI) activities for the OTOP program. Implements established quality improvement processes. Gather the material facts and files incident reports across a broad range of issues, such as privacy, safety or customer service. Proposes changes or new procedures to improve operational efficiencies. Addresses and documents patient complaints, obtains Program Director's input, and responds with final written documentation to all complaints within 2 weeks of the complaint. Direct Clinical Services Provides direct clinical services for identified patients including substance use assessments/intakes, determination of program eligibility, and developing plans of care. Provides individual and group counseling, case management as needed. Provides education for primary care providers regarding substance use problems and treatments. Participates in multi-disciplinary treatment plans for clients with substance use problems. Documents clinical work according to standards established by policies, Title 22, Title 9 and Federal requirements. Completes administrative counseling and discharges with the support of Charge Nurses and additional supervision staff. Other Administrative Duties and Site Maintenance Creates agenda and co‑leads monthly counseling staff meetings. Works with data analyst and other executive team members to discuss successes and challenges and goals for upcoming year. Works with OTOP staff and leadership to take steps as needed to maintain appropriate patient census. Works with Program Director/ Administrative Program Manager/ Office Manager to manage site specific issues {building, supplies, required postings, etc.) Consistently attends and participates in required OTOP leadership meetings. Provides staff with appropriate contact information to coordinate IT assistance to resolve issues. Participates in unit‑based committees as assigned. Required Education Bachelor's degree in related area and minimum three years of experience including at least one year of supervisory/lead experience or equivalent combination of experience / training. Preferred Education Graduate education in Social Work, Psychology, or related field.
