Construction Specialist II – Utilities Join our team as a Construction Specialist II to provide technical oversight for multiple construction projects within the Capital Improvement Program (CIP). This role is part of the Utilities Engineering and Contract Management Department, which delivers critical water, wastewater, and reclaimed water infrastructure. The Construction Specialist coordinates construction activities and serves as a key liaison among Engineers, Project Managers, and Contract Specifications Coordinators to ensure projects are executed safely, efficiently, and in full compliance with design and contract requirements. Essential Job Functions Plan and coordinate all utility construction projects. Coordinate and schedule construction, renovations, and expansions of County utilities. Work directly with outside contractors to ensure county standards are met. Assist the Project Manager in reviewing contractor pay requests and invoices. Conduct on‑site inspections of projects under construction to ensure compliance with approved construction plans and County standards. Coordinate work with the Project Architect/Engineer. Attend technical review meetings during the design phase. Participate in the preparation of bid documents and bid evaluation. Review RFIs and construction related document submittals. Ensure required testing is performed on water, sewer, and reclaim systems. Provide accurate status of project progress and sign off on pay applications. Prepare project status reports and schedules as required, including photos and documentation of progress. Update and maintain the project punch list. Perform system testing and startup. Prepare project punch list items. Perform related work as required. Knowledge, Skills, and Abilities Knowledge of Public Works and/or Utilities Construction Procedures and Materials. Interact with local contractors and engineers. Read, comprehend, and interpret blueprints, construction plans, and specifications. Attend technical design reviews and provide input on issues. Provide value engineering opinion. Help prepare bid documents, if required. Ability to bend, squat, stoop, climb frequently, and walk over uneven ground. Ability to enter underground structures for inspection purposes. Coordinate with the County Project Team and the contractor. Expedite system testing and startup. Maintain comprehensive records and generate timely, well‑organized reports. Review as‑built information to create record drawings. Help with project closeout. Minimum Requirements Graduation from high school or acceptable equivalency diploma and ten (10) years in a responsible position with a contractor, engineer, or government entity performing utilities projects or inspections. College coursework in construction or engineering technology preferred. Physical skills: Ability to communicate effectively using verbal, written, and visual communication. Licenses, Certifications or Registrations Valid Florida driver's license.
