Program Manager Job Summary The Program Manager oversees the daily operations and service delivery of the East Valley Men’s Center shelter program. This role is responsible for staff supervision, program operations, facility oversight, compliance, reporting, and client services while ensuring alignment with agency policies, contractual obligations, licensing standards, and applicable regulations. The Program Manager promotes a safe, trauma-informed, and client-centered environment and supports operational effectiveness, staff accountability, and quality service delivery for individuals experiencing homelessness and complex behavioral health needs. Responsibilities Oversee the day-to-day operations of the shelter program, including facility operations, client services, staffing, and program compliance. Ensure program operations comply with agency policies, contractual obligations, licensing standards, funding requirements, and applicable federal, state, and local regulations. Maintain a safe, clean, organized, and operationally effective shelter environment for clients, staff, volunteers, and visitors. Monitor the condition of the physical plant and communicate operational, maintenance, safety, or program concerns to leadership in a timely manner. Respond to operational, behavioral, client-related, and facility crises in accordance with agency procedures and safety protocols. Support trauma-informed, client-centered service delivery practices that promote safety, dignity, professionalism, and appropriate client engagement. Supervise, train, coach, support, and evaluate assigned staff to ensure accountability, professional development, and quality service delivery. Schedule staff and monitor workloads to ensure appropriate staffing coverage and operational effectiveness. Promote teamwork, collaboration, accountability, and a positive work environment that supports agency values and program goals. Lead and support staff through operational changes and program initiatives while encouraging shared ownership and effective communication. Demonstrate strong verbal and written communication skills in all interactions, documentation, and reporting responsibilities. Prepare, maintain, and submit required reports and documentation, including program updates, census data, incidents, operational concerns, client-related issues, and other assigned reporting requirements. Communicate program progress, operational needs, activities, and concerns to leadership through formal and informal reporting methods. Monitor program operations and identify opportunities for operational improvement, resource allocation, service enhancement, and program effectiveness. Assist with budget oversight and review program expenses in collaboration with leadership. Participate in meetings with community partners, state agencies, funding sources, behavioral health partners, and other stakeholders as required. Maintain collaborative working relationships with Human Resources, Operations, Accounting, Philanthropy, and other internal departments to support program operations and ensure timely completion of required processes. Support volunteer placement efforts in partnership with the Philanthropy Department and intern coordination efforts in partnership with Human Resources. Maintain knowledge of applicable federal, state, and local regulations, licensing standards, agency policies, and professional standards relevant to shelter and residential services operations. Maintain professionalism, confidentiality, ethical conduct, and appropriate boundaries in all interactions with clients, staff, community partners, and the public. Participate in agency and program-specific meetings, training, professional development activities, and leadership initiatives as required. Participate in the agency on-call rotation as assigned. Assist in maintaining the appearance, cleanliness, safety, and operational readiness of the facility and equipment. Perform other related duties as assigned. Qualifications Education High School Diploma or GED required. Associate’s or Bachelor’s degree in Social Work, Human Services, Behavioral Health, Business Administration, or a related field preferred. Equivalent combinations of education and relevant experience may be considered. Experience Minimum two (2) years of supervisory or management experience required. Experience working with individuals experiencing homelessness, serious mental illness (SMI), substance use disorders, trauma, or related behavioral health challenges required. Experience in shelter operations, residential services, case management, behavioral health, or human services settings required. Experience supervising and supporting staff required. Knowledge of HMIS data entry, reporting, and data quality standards preferred. Ability to maintain professionalism, exercise sound judgment, and support effective working relationships with clients, staff, and community partners. Must be able to provide reliable transportation for travel as needed. Working Conditions/Physical Requirements Work is performed onsite within a shelter services environment. Regular interaction with clients, staff, volunteers, community partners, and visitors is required. Frequent walking throughout the facility and movement between program areas required. Ability to sit, stand, bend, reach, and use standard office equipment for extended periods. Occasional lifting or moving of supplies, materials, donations, or equipment up to 25 pounds may be required. May be exposed to stressful situations involving clients experiencing homelessness, behavioral health concerns, substance use, or other complex challenges. Participation in an on-call rotation, including evening, weekend, or holiday availability, may be required based on program needs. Mandated Reporter Requirements As a mandated reporter under Arizona statute A.R.S. § 13-3620, you are required to immediately report any suspected abuse or neglect of a minor to your Supervisor, Manager, Director, Clinical Director, or Chief Officer, who will assist in making the appropriate report to authorities. Reports should be directed to either the local law enforcement agency or child protective services (1-888-SOS-CHILD). Abuse suspected of involving a family member or legal guardian should be reported to child protective services, while other cases should be reported to law enforcement.
