Senior Product Analyst INFORMATION TECHNOLOGY SPECIALIST II $8,625.00 - $11,557.00 per Month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Final Filing Date: 9/4/2026 Job Description and Duties Under general direction of the Information Technology Services Division (ITSD) Web & Mobile Services (WMS) Manager (Information Technology Manager I), the Senior Product Analyst serves as a lead for the California State Lottery’s (Lottery) public website and related digital technology initiatives. The incumbent is responsible for strategic planning, governance, administration, and continuous improvement of the website to ensure that technology solutions effectively support business operations, digital service delivery, accessibility, security, and organizational objectives. The incumbent collaborates with business partners and technical teams to define business and technical requirements, manage product roadmaps, oversee product performance, and support the successful planning and delivery of technology initiatives. Additionally, the Senior Product Analyst leads the evaluation of current and emerging technology solutions, conducts market research, develops business and technical requirements, supports technology procurements and vendor engagements, and recommends technology solutions that align with Lottery’s strategic goals and enterprise architecture. The duties for this position are focused in the Business Technology Management and IT Project Management domains; however, work may be assigned in other domains as needed. This position requires a current Information Technology Specialist II exam. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required b. Travel: Statewide overnight travel may be required. c. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Excellent written and verbal communication skills, experience facilitating meetings, briefings and presentations to all levels of the organization as well as strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters. Ability to perform critical analysis of complex business problems and presenting findings to key stakeholders and technical staff. Experience managing, supporting, or serving as the technical lead for an enterprise Content Management System (CMS). Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters. Experience working with non-technical end-users to develop, preview, and publish content on an external public website supported by a CMS platform. Strong knowledge of Systems Development Life Cycle (SDLC), best practices for system analysis, design, development, implementation and support. Experience conducting market research to evaluate business needs and requirements to support strategic planning and technology decisions and investments. Project management experience with the ability to coordinate with various technical teams and oversee multiple competing priorities and assignments. Ability to multi-task, prioritize and work independently or as a member of a team with minimal supervision. Experience planning, documenting, and coordinating CMS implementations, upgrades, migrations, or modernization initiatives.
