Site Supervisor (Access Control)-Killeen,TX

PacArctic, LLC, a Koniag Government Services company, is seeking a Site Supervisor (Access Control) with a TS/SCI security clearance to support PAC and our government customer at Killeen, TX. This position is for a Future New Business Opportunity and is covered under the Service Contract Act. Key Responsibilities Personnel Management: Supervise and provide leadership to Access Control Officers and Escort personnel, ensuring adequate staffing levels for 24/7/365 operations, conduct performance evaluations, coordinate shift schedules, and serve as the primary point of contact between contractor personnel and government representatives. Security Operations: Oversee access control operations for personnel, equipment, and media entering/exiting secure facilities; conduct proper face‑to‑identification checks; monitor entry‑exit inspections and form validation procedures; verify security clearance and SCI access levels; ensure compliance with SOPs and the Entry/Exit Inspection Program (EEIP). Systems Management: Oversee operation of Central Monitoring Stations (CMS) including Lenel systems, ensure proper utilization of government‑provided security equipment and databases, and conduct equipment and log inventory within 15 minutes of each shift change. Documentation & Reporting: Maintain shift logs per Post and INSCOM SOPs, review accuracy of journal entries and incident documentation, notify of security incidents or emergencies, submit required reports to the Contracting Officer’s Representative (COR), and maintain sign‑in sheets for cleared and uncleared visitors. Quality Control: Implement and maintain Quality Control Plan (QCP) procedures, enforce professional uniform appearance, conduct site inspections, address performance deficiencies, and implement corrective actions. Training & Compliance: Ensure personnel complete mandatory training (Information Assurance/Cyber Awareness, Intelligence Oversight and Civil Liberties, Operations Security (OPSEC), Anti‑Terrorism (AT) Level I, Threat Awareness & Reporting Program (TARP), Annual Security Refresher, etc.) and coordinate with government security staff for training requirements. Emergency Response: Coordinate immediate response to security breaches, medical emergencies, fire, or other life‑threatening situations; ensure notification to DA police, local authorities, and emergency services; maintain accountability of all personnel during emergencies. Working Conditions Schedule: Access control officers provide 24/7/365 operations with rotating shifts, weekends, and holidays; Site Supervisors work Monday‑Friday, 40 hours per week, and must be available for emergency call‑in situations. Environment: Work performed in Sensitive Compartmented Information Facilities (SCIFs); may require frequent outdoor exposure and non‑standard terrain; professional office environment with security protocols. Required Training (Must Complete Within 30 Days of Employment) Information Assurance Related Training (Cyber Awareness) Intelligence Oversight and Civil Liberties Operations Security (OPSEC) Threat Awareness & Reporting Program (TARP) Derivative Classification Anti‑Terrorism (AT) Training (Contractor) Foreign Disclosure, Rules of the Road Information Security (Annual Security Refresher – INSCOM) DoD Mandatory Controlled Unclassified Information (CUI) Training Records Management Identifying and Safeguarding Personally Identifiable Information (PII) Combating Trafficking in Persons (CTIP) Training Minimum Qualifications Citizenship & Age: U.S. Citizen, minimum 25 years of age Security Clearance: Active DoD TS/SCI clearance; must maintain clearance for the life of the contract and be eligible for SCI indoctrination. Education: High school diploma or equivalent (required) Experience: Minimum 4 years as an Access Control Officer using DISS, and minimum 2 years as an Access Control Supervisor. Certifications: Current CPR certification and current AED certification. Physical Requirements Ability to perform prolonged walking, standing, sitting, and stooping for up to 12 hours. Ability to read, write, fluently speak and understand English. Ability to understand and apply printed rules and detailed instructions.
